Of Persons suitable for appointment as Conciliation Officers in the Districts-
Request - Regarding.

Kindly peruse the reference cited above, it is submitted that the

Director, State Commissioner for Persons with Disabilities, Dept. for Welfare of

Disabled & Senior Citizens, Hyderabad stated that for constitution/re-constitution

of Panel of Persons suitable for appointment as Conciliation Officers to assist the

Presiding Officer-cum-Revenue Divisional Officers, Maintenance Tribunals, under

Maintenance and Welfare of Parents and Senior Citizens Act, 2007 for effective

implementation of the Act and Rules, but most of the District have not taken

initiation/steps for nominating the Conciliation Officers to assist the Tribunals.

Further, it is submitted that instances have come to the notice of this

office that aggrieved senior citizens (parents) are approaching the Presiding

Officer-cum-RDO, of the Maintenance Tribunal under MWPSC Act, 2007 and

Rules, 2011 for filling applications for maintenance and to solve their other

grievances. The Revenue Divisional Officers are disposing the grievances

directly without referring the matter to the Conciliation Officer for counseling

both the parents and children besides preparing a report and to submit the

same to the Tribunal for taking necessary action, due to this the aggrieved

persons are directly filling Writ Petitions in the Honorable High Court on the orders

passed by the RDOs by the Tribunals.

Further, it is submitted that the Principal Accountant General (G&AA

Audit), A.P. & Telangana, Hyderabad raised objections that in some of the

Districts no panel of persons was prepared for appointment as Conciliation


Officers by any of the Tribunals and also there is no mechanism for monitoring

implementation of the orders passed by the Tribunals. It is very essential that

every Tribunal should take steps to establish a panel of persons suitable for

appointment as Conciliation Officers for every Tribunal in the Revenue Divisions.

In view of the above, if agrees the above, the same may be send to the

Revenue Divisional Officers to take immediate necessary action to constitute/re-

constitute a panel of persons suitable for appointment as Conciliation Officers at

the earliest for effective implementation of MWPSC Act, 2007 and MWPSC Rules,

2011 and wide publicity to the Act & Rules besides holding periodical review

meetings.
