1. I am the mother of Eli Francis Dg. Vista who is in the Philippines and
in the custody/guardianship of my mother, Lolita De Guzman;

2. At the time of my son’s birth (Eli Francis Dg. Vista) I am a Filipino

citizen;

3. Under the Bureau of Immigration’s Law Instruction No. RBR-99002,

issued on 15 April 1999, any child born of a Filipino parent may be
recognized as a Filipino citizen under existing laws.
