Greetings!

This is to answer your letter addressed to Honorable Boyet Ogan reviewing the content of the closure of
CLANS Lumad Community Schools situated at Barangay Upper Suyan, Sarangani Province.

We endeavored to comply the requirements required by Department of Education from 2014. As of 2016,
DepEd issued us a temporary Permit to Operate (Effective for 90 days) in order to comply the remaining
requirements that we still have to submit. And every September, before the deadline of submitting the
said requirements, we give updates addressed to Department of Education.

September 28, 2019, we submitted the remaining requirements except for the Barangay Resolution and
the Free Prior and Inform Consent Certification. As we review the compliances, Barangay Captain failed
to hand-over the Barangay Resolution and FPIC Certification without giving an exact reason. The
community people signed as an evidence that they agreed upon the operation of our institution in their
community.

The Barangay refused to hand-over the requirements and we are unable to comply the remaining
requirements until September 30, 2019, the deadline of submission.

This is to clear-out things that it was a false issue that CLANS Lumad Community Schools had been
operating without proper documents because we indeed submitted the requirements and it is for the
Barangay to point - out and review their backlog in giving the necessary requirements.
