“A-Rice Trading “is a store owned by MC JACEL that provides a high

quality yet affordable that offers a variety of rice. That operate from Monday to

Sunday at 8:00am to 6:00pm. We always give costumers smile for them to start

they day Positive.

The best way to know our products is to try our different kinds of rice,

specially in our country rice is the most important meal for a day. A RICE is

comes from the idea “a rise” which means to grow up. We give our costumers

best quality of rice for them to grow for them to be healthy. Today rice is one of

the most important and major food grains in the world. Nearly ½ 2/3 of total world

population are partially or totally adapted rice as their main food. Asian meets

half of their daily energy requirements through intake of rice. Most of the protein

meets through the rice only to have rice in every meal is one of the traditional we

inherited from our ancestors. A Filipino can’t last day without eating it. We are

used to have it in every breakfast, lunch and dinner.

RELATED STUDIES AND INDUSTRY REVIEW

This chapter presents the related studies and industry review

after the completion of research done by the researchers. This will also

present the synthesis of the art, theoretical, and conceptual framework to fully

understand the research to be done and lastly the definitions to terms for

better comprehension of the study.

LOCAL RELATED STUDIES

Rice is considered as the staple food in the Philippines. It is

also the major source of calories and the single largest sources of income. It

is noted that 96% of the Philippines rice is harvested from irrigated or rain fed

lowland rice field. (Phil Rice1993). In these systems, fields are kept covered

with water throughout the growing season, putting a strain on scarce and

costly resources. Furthermore, anaerobic microbes, found in soils that are

deprived of oxygen due to continuous flooding, produce methane,

a powerful greenhouse gas and chemical fertilizer.and pesticides can cause s

oil and water pollution which lead to decrease in yield in rice. As the

nationwide demand for rice increases, finding ways to grow more rice while

preventing environmental degradation and reducing reliance on water will be

essential to helping ensure food security. Farmers in many parts of the

country are taking the initiative to find innovative solution to ease these

challenges. Once such innovation is the System of Rice Intensification (SRI),

which was developed during the 1980‘s by a French priest in Madagascar,

father Henri de Laulanie, who spent 20 years learning about rice growing

practices from local farmers. SRI is a setoff low-cost crop management

techniques, which promote community-led agricultural growth, while reversing

the effects of climate change.

The use of System of Rice Intensification has not been extensively in the

Philippines but evidence from the researches and studies shows many

benefits from its use. SRI increases the productivity of resources use in the

rice cultivation by reducing requirements for waters, synthetic fertilizer,

pesticide and herbicides. While SRI is largely driven by civic society efforts, it

is also being embraced by the local and international NGO‘s, and being

endorsed by National Food Security Programs in India, Cambodia, Vietnam

and Indonesia. The decrease in the rice productivity of the Philippines

renewed the interest of the researcher on examining the impact of system of

rice intensification on the growth, yield and profitability of rice. This innovation

could help strengthen food security, improve farmer’s adaptability to climate

change and ensure sustainability.

FOREIGN RELATED STUDIES

Rice is one of the most important and widely grown crops in the

world. It is the staple food crop of about half of the world’s population (Zeigler

and Barclay, 2008). It is estimated that the global demand for rice will increase

from 465 million tons in 2012 to about 487 million tons in 2020 (Mohanty, 2009).

World paddy production in 1999/2000 is expected to reach 598

million tonnes11. Over 90 percent of rice production is concentrated in Asia.

China, India, Indonesia and Vietnam are the world’s largest producers of rice.

China alone accounts for a third of production, while India accounts for almost

one quarter. Brazil is the largest non-Asian rice producer, accounting for seven

percent of the world total in 2000. Other than Japan, the United States (9.5

million tonnes), Australia (625,000 tonnes) and the EU (2.6 million tonnes) are

the only other developed nations producing significant quantities of rice. Within

the EU, Italy, Spain Greece, Portugal and France account for the bulk of

production, with approximately 60, 25, 5, 5 and 4 percent of EU production

respectively. Countries’ productive capacities are not always indicative of their

position in the export market however. Indonesia, Bangladesh, the Philippines

and Brazil for example are large producers, but net importers of rice.

Rice is more important to economies and people at lower income levels,

and as such is of paramount importance to governments for the promotion of

agricultural development and the alleviation of poverty and hunger. In countries

with a per capita income of $500 or less, rice can account for 20 to 30 percent of

the gross domestic product, and 30 to 50 percent of the agricultural gross

domestic product. Rice is produced by millions of small farmers across the

developing world on smallholdings often less than one hectare in size. Rice

production is also important to the many landless workers who derive their

income from working on these farms. In Asia alone it is estimated that around

250 million farmers depend on rice cultivation for their livelihood. In many

countries, the urban poor and the rural landless – the most vulnerable groups

with regard to food security – spend 50 to 70 percent of their incomes on rice.

Because the volume of global rice trade is small compared to the volume of total

production, relatively small changes in production greatly affect the supply of rice

on the world market, which leads to price instability. As rice is the most important

food grain in world consumption, instability in this market can have severe effects

on hunger for poor people across the world. The geographical concentration of

rice production in Asia is another major cause of supply and price instability in

the world market. Over 90 percent of rice is produced in Asia and so production

is dependent on the Asian monsoon. This means that poor rice harvests occur at

the same time, putting pressure on the world market to cope with rising import

demand at the same time as a fall in supply. Global rice prices have been

consistently low during the past 15 years, and are currently the lowest in over

seven years. In January 2001, the price for Thai 100B, a commonly-used

indicator, stood at US$187 per tonne – 40 per tonne lower than a year earlier,

and over a third lower than the 1998/99 season’s average of $284. In countries

where rice makes up a large proportion of people’s caloric intake, the level of rice

prices is one of the most important determinants of poverty at the household

level in the short run. Because poor people in many countries spend half or more

of their food budget on rice, volatile international and domestic prices can have a

significant effect on food security. The rice sector represents a classic policy

dilemma for developing countries: how to balance the interests of poor producers

with those of poor consumers.

Key Drivers

 This is a comprehensive study of how can we increase rice production in

the Philippines development in Philippine rice production. I examined the

sources of rice production growth in the Philippines from 1996 to 2007 by

estimating a transport production function using a generalized

instrumental variable estimator.

 Using a production framework, I analyzed the contributions of

conventional and non-conventional inputs, and residual total factor

productivity to the production growth. Higher output growth was observed

during wet and dry seasons of 2001-2006 and 2002-2007 compared to

that of 1996-2001 and 1997-2002. Results indicate that non-conventional

inputs such as irrigation, adoption of hybrid and third generation modern

inbred varieties, attendance at rice production training sessions, use of

high-quality seed, and machine ownership were the main sources of

production growth in these periods. Using a cost framework, I measured

the contributions of public investments in R&D, extension, production

subsidy, and irrigation in reducing the cost of rice production in the

Philippines.

 This study investigates the technical and institutional factors that hinder

the effective use of irrigation water and the development of the local rice

value chain in an inland valley of Benin. Primary data have been collected

in three areas: Koussin-Lélé, Bamè and Zonmon. The diagnosis indicates

that both local and higher level institutional barriers affect the development

of the local rice value chain negatively.

 The barriers to innovation include an unclear division of responsibilities

between local farmer groups and the government for canal maintenance,

a lack of effective local rules for the distribution and maintenance of the

irrigation infrastructure and distrust among farmers, related to privileges of

the farmer leaders, as well as the constraining formal and informal credit

systems and uncertain market outlets.

 The barriers depress rice output and the income of farmers. The windows

of opportunity to stimulate innovation comprise consumers’ affinity to local

products and territorial product labels, private–public community

partnerships, the irrigation potential of inland valleys by the use of small

pumps in combination with shallow tube well irrigation

already, yet their presence did not suffice the need of the market due to several

factors.

DINURADO/DENORADO: Denorado rice or mindoro rice is a type of rice

popular in the Philippines because of its great

characteristics, quite expensive than the other.

This rice is tender, slightly sticky when cooked

SINANDOMENG: This rice is also mostly bought by people

because if you cooked it the grain is soft and

WAG WAG: Wag wag has been around since 1955 when it

was first released by the Philippines seed board for

lowland cultivation, primarily in nueva ejica and in

flood affected island areas of Cagayan valley. Derived

from the tagalog word wagwagin meaning shake off.

Wag wag is a traditional rice variety that was

extremely popular in the 60’s and 70’s for its first

BROWN RICE This type of rice is whole grain rice. It is mild,

nutty flavor, and is chewier and more nutritious than

BLACK RICE Black rice (also known as purple rice or

forbidden rice) is a range of rice types, some of which

are glutinous rice. Variaties include but are not limited

to Indonesian black rice and thai jasmine black rice.

Black rice is a high in nutritional value and contains

18 amino acids, iron, zinc copper,carotene, and

several important vitamins. The grain has a similar

amount of fiber to brown rice and like brown rice, has

a mild, nutty taste.Black rice is deep black color and

usually turns deep purple when cooked. Its dark

purple color is primarily due to its anthocyanin

content, It is suitable for making porridge and it can

also be used for making dessert.

CHAPTER 4

LEGAL REQUIREMENT AND TAXATION

Every day, government offices in the Philippines that issues business

permits and licenses due to the daily renewal and application of new entrants and

old players in the business industry may it single proprietorship, partnership or

corporation. Any organization, corporation, company or businesses needs to apply

business permits or licenses in the area or locality where they operate. For the

sole or single proprietorship, they will register at the Department of Trade and

Industry likewise for the partnership and corporation, they will submit to the

Securities and Exchange Commission.

Enumerated below are the government agencies as well as

detailed summary or the bureaucratic and legal hurdles an entrepreneur must

overcome in order to incorporate and register the food cart before they start the

operation.

1. Register with the Department of Trade and Industry (DTI)

A. Choosing a Business Name

It is suggested to think at least three business names in case the first

preference cannot be registered. If the name that have chosen are already similar

or confusingly similar to a registered business name, the next preferred business

name will be considered.

B. Acceptable Business Name

In determining whether a proposed business name for registration is

acceptable, the following factors shall be considered: The root word or words of

the name shall be considered (e.g. “Island” instead of “Islander”). The business

name should describe the nature of the business. It should be comprised solely of

any or all of the following: numerals, punctuation marks that are part of the English

or Filipino Language.

C. Names that are not acceptable: those which area or whose nature of business

is illegal, offensive, scandalous, or contrary to propriety. Those which are identical

or nearly resemble business names are already registered with the Department of

Trade and Industry, the Securities and Exchange Commission (SEC), Cooperative

Development Agency (CDA), Department of Labor and Employment (DOLE) or

any other government office authorized by law to register names, because this are

likely to cause confusion or mistake in the minds of the public and prejudice the

interest of the owner of the registered business name or firm name taking into

consideration the following: nature of business, product/service handled, spelling,

sound and meaning, use of dominant/descriptive words such other factors as

maybe determined by the BTRCP Director.

D. Register Business Name

Complete BTRCP FORM No. 16. Information marked with an asterisk (*) is

a required field to be filed out. Otherwise, it will receive an error message

prompting to fill them before the succeeding page displayed.

E. Submit Documentary Requirements to be submitted to the proper DTI

Office where the business is located is indicated in the Transaction Reference

Number (TRN) Acknowledgement form. Other option is to pay through Gcash. (To

avail the Gcash services, you have to register with the GLOBE).

F. Registering a business name for single proprietorship: Must be a Filipino

citizen, at least 18 years old, Filipinos whose names are suggestive of alien

nationality must submit proof of citizenship such as birth certificate, PRC ID,

voter’s ID, passport

2. Application for Barangay Business Permit

This clearance will be obtained from the barangay where the ARICE is

located and is required to obtain the business permit from the city or municipality.

Barangay fees vary for each barangay since they have the discretion to impose

their own fees and charges for as long as these fees are reasonable and within the

limits set by the Local Government Code and city ordinances. Barangay fees may

depend on the location and the area (size in square meters) of the place of

business; or the company’s paid-up capital and the area it occupies; or whether

they issue clearance plates.

3. Application of Business Permit to Operate from Business Permits and

Licensing Office (BPLO)

The A’RICE will get the assessment of the business permit fees and taxes

and obtains the printed tax order of payment from the Electronic Data Processing

unit of the BPLO. Then the company will proceed to the City Treasurer’s Office

(CTO) to secure final approval of the tax order of payment and pay business permit

fees and taxes at the cashier

To obtain the business permit, the WiFoodCart on Go will file the following

documents at the BPLO:

a. Duly accomplished and notarized application form;

b. Barangay clearance;

c. Community tax certificate;

d. Contract of lease and Mayor’s permit of lessor or sub-lessor;

e. establishment; and

f. Fire safety inspection certificate

The city collects initial business tax for the quarter covering the period of business

registration. In the succeeding quarter(s), the tax is based on the gross sales for

the preceding quarter.

c. City Engineering, Planning and Development Office

d. City Treasurer’s Office

e. Bureau of Fire Protection (BFP) for Fire Safety Inspection Certificate

(FSIC)

f. Bureau of Internal Revenue (BIR) for Certificate of Registration

(COR). Tax Identification Number (TIN), for the systematic payment
