Purpose of this Article:


This article provides the criteria used by Airbus to cover a Vendor Service Bulletin (VSB) by
an Airbus Service Bulletin (SB).

This article replaces and cancels the SIL 00-025.

1. SUPPLIER CONTRACTUAL COVERAGE


 SFE Suppliers have signed the Supplier Support Conditions (SSC) or General
Conditions of Purchase (GCP) contracts with Airbus.
 ACS Suppliers have signed the ACS-SSC contract with Airbus (e.g suppliers
responsible for some A350 cabin equipment).
 BFE Suppliers have not signed any of the ACS-SSC, SSC or GCP contracts with
Airbus.

All SFE VSBs are approved or accepted by Airbus.

ACS and BFE VSBs are:


- approved by Airbus when the change is associated to an Airbus modification or when
an inspection is associated to an Airbus inspection dossier.
- accepted by Airbus, on supplier request, in case of PN amendment.

ACS VSBs not candidate for approval or acceptance by Airbus are submitted to Airbus for a
VSB final issue quality check.

BFE VSBs not candidate for approval or acceptance by Airbus are directly released by
Suppliers without Airbus involvement.

2. VENDOR SERVICE BULLETIN CLASSIFICATIONS

The VSBs approved or accepted by Airbus are classified in four categories according to the
following definitions:

1. VSBs not covered by an Airbus Service Bulletin and not associated to an Airbus
modification (e.g. Equipment PN evolving by amendment). Airbus accepts these
VSBs for modification or inspection in shop and application on Airbus aircraft.

2. VSBs not covered by an Airbus Service Bulletin, but associated to an Airbus


modification (e.g. equipment PN change). Airbus approves these VSBs for
modification in shop and application on Airbus aircraft.

3. VSBs covered by an Airbus Service Bulletin and associated to an Airbus modification


(e.g. equipment PN change with aircraft alteration). Airbus approves these VSBs for
modification in shop and application on Airbus aircraft.

4. VSBs covered by an Airbus inspection Service Bulletin (e.g. on wing PN inspection).


Airbus approves these VSBs for inspection in shop and application on Airbus aircraft.
3. AIRBUS COVERAGE REQUIREMENTS

Airbus shall issue a cover Service Bulletin when the change proposed by the SFE/ACS/BFE
VSB affects one or several of the following criteria:
 Safety, Airworthiness,
 VSB embodiment requires a simultaneous aircraft alteration or change to the aircraft
installation,
 VSB embodiment requires a specific non-standard * (see note below) action on the
component while fitted on aircraft (e.g.: test or inspection),
 Software change made by On Board Replaceable Module (OBRM),
 Upgrade of software considered as critical or essential at the aircraft level (as defined
by the aircraft systems and safety analysis),
 More than one VSB have to be embodied simultaneously (without cross reference
information in the VSBs),
 Impact on aircraft operational documentation or approved documentation:
Airworthiness Limitation Section (ALS), Weight and Balance Manual (WBM) 1.10, or
Maintenance Planning Document (MPD),
 Pre/post modification parts are not 2 ways-interchangeable,
 Impact on Airbus customised maintenance documentation: Aircraft Maintenance
Manual (AMM), Trouble Shooting Manual (TSM), Aircraft Schematics Manual (ASM)
or Aircraft Wiring Manual (AWM).

* Note: “non-standard” means: not covered by Airbus documentation and not explicitly
covered in the VSB. e. g. reference to a Component Maintenance Manual (CMM) is
considered “non-standard”.
4. VENDOR SERVICE BULLETIN PUBLICATION

The VSB are Suppliers’ property. Hence, Airbus publishes VSBs on the AirbusWorld portal
AirN@v / Engineering application on behalf of Suppliers and only after Suppliers have
authorized their publication on the Airbus portal.
For a given VSB, depending on its status and code, the following information is made
available:

 VSB reference
 VSB Title
 VSB Issue date
 Revision number
 Last VSB revision date
 List of Manufacturer Serial Number (MSN) affected if covered by an Airbus SB
 Federal Supply Code for Manufacturers (FSCM) code
 Links with corresponding aircraft documentation: SB, Mod, Modification Proposal
(MP), SIL, Technical Follow-up (TFU), Airworthiness Directive (AD)...
Publication of VSBs on the Airbus portal AirN@v / Engineering is a service provided by
Airbus to Operators and does not withdraw the contractual obligation for Suppliers to
distribute their VSBs to the concerned Operators.
