Duration: 7 rounds. 20 - 150 minutes.
Board Setup [full game]

• Shuffle the 7 Supply tiles , randomly place face-down on the circles on the game board
• Put some goods, food, and Francs [$] on their Supply Spaces. Place tokens on standard side [not
upgraded]. Place $2, 2 fish, and 2 wood and 1 clay on their Offer Spaces along bottom of board
• Shuffle the Special Building cards , place 6 face-down on their board space – rest in box
• Remove the green Construction Firm and 2 Building Firm cards, place face-up [in town] by board
• Remove Standard Building cards without a on back next to your # of players – back in box. The dark
ticks are for the full game, and the lighter colored ticks for the short game.
• Shuffle remaining Standard Buildings, divide into 3 equal piles. Sort each pile by # [top right], lowest on top.
Splay cards so bottom of each is visible and place in Building Proposal spaces at top of board. If the Black
Market is at the top of a pile, reshuffle that pile.
• Turn Round cards to “Harvest/No Harvest” side, remove cards without a round # for # players. Sort
remaining cards by round [for player count], 1 on top, place face-up on Rounds board space. Remove cards
without a round # in appropriate row for # of players – back in box. After each round, you will flip the round
card and place on ship spaces.
• Put Loan Cards , Round Overview , and Food Production tokens by board
Player Setup
• Each player gets 1 Person disc , 1 ship marker , and a game turn overview in their color
• Each player gets $5 and 1 coal
End Game & Scoring
• The round stage ends when the last Round card is resolved. In turn order, each player gets 1 main action
[no Supply or Buy action, no Interest paid]. Can repay loans and sell buildings & ships.
• In final stage only, person discs may be moved to an occupied building [but not current building]
• +$ for Buildings and Ships. Additional +$ for buildings with [depends on other buildings owned]
• -$7 for each loan not repaid
• Goods in player’s Supply have no value [except: the Storehouse]
• Most $ wins. Tie: no tiebreaker
Important Tips
• Food can always be replaced 1:1 with $. However, $ cannot be
replaced by food. Brick can always be used instead of clay and steel
can always be used instead of iron
• Coal and hide are available only through building actions – all other
goods can come from offer
• The supply of game tokens & loan cards is meant to be unlimited
• If any of the 3 Building Proposals are emptied, they remain empty
• Receive change when paying money, but not for food or energy
• Always round down to the player’s disadvantage when paying or
receiving half of something.

Game Play
• Play a fixed # of rounds depending on # of players. Each round consists of 7 turns, then the resolution of the
Round card. In the final stage, players carry out 1 final action, then game ends.
• Pick start player, award starting player tile , play clockwise. The supply tiles are like a circular rondel
where players ship markers are placed.
Supply Action [required]
• Place your ship on the next free supply space. In 1 st round, turn tiles face-up when landed on.
• Place 1 token of each good type shown on appropriate offer space [standard side with border]
• The turn when a ship is placed on 7th Supply tile is last in round. Then the Round card is resolved. At the
start of the next round, the next player’s ship moves to 1st Supply tile in line.
• When a player places a ship on the Interest tile , players with any # of loans pay $1 to bank. If they can’t
pay, must sell a building/ship or take another loan, then pay the $1.
Main Action [required]
• Take tokens from an offer space or use a building action
• Take Tokens: take all tokens [goods or $] from 1 of the 7 offer spaces. No limit to player tokens.
• Building Action: move your person disc to an unoccupied building owned by the town or any player [not
proposed]. Pay the fee [food or $] shown at top right of card to owner – pay only 1 of costs separated with
“/”. Must carry out action of entered building. Pay no costs for own buildings.
• Constructing Buildings: using the Construction Firm and/or the 2 Building Firms, players can pay required
resources and build any of the top buildings in the Building Proposals piles.
• Building Ships: using the Wharf [paying entry fee to owner], players can pay resources and 3 energy to
build a ship. Get food production token for end of round food. Energy is generated from wood [can
upgrade to charcoal] or coal [upgrade to coke]. The 1st player to build a non-Wooden ship at a Wharf must
place 1 brick on it to modernize it – remains for game, affects all players.
• Black Market: the Black Market cannot be built but can only be bought
Additional Actions [optional]
• Buying: buy 1+ buildings/ships at any time during your own turn. All buildings owned by the town and those
on top of the 3 Building Proposal piles are available – price is the building value or is indicated just below the
value . Topmost face-up card on each ship pile may be purchased – cost is indicated just below value .
Ships can be purchased even if nobody has built a Wharf – wharves are required only to build ships.
• Selling: buildings/ships may be sold to the town for ½ their value any time except when another player is
taking an action. Place sold buildings with town buildings; place sold ships on top of Ship cards of that type.
• Return any person discs on bought or sold buildings to player. Buildings may not be sold then bought again
in same turn.
End of Round
• Harvest: If the Round card says “Harvest”, players with 1+ grain receive 1 additional grain. Players with 2+
cattle receive 1 additional cattle. If “No Harvest”, no additional resources are given.
• Feeding: Each player must pay the food indicated for round/player count. Can pay in combination of $
and/or food. Each ship reduces the amount of food required per table on ship card. No “change” given for
excess food from ship or paying with a meat token.
• Buildings: the & symbols indicate a Standard or Special building card is added to town. If Standard,
take lowest # from Building Proposal piles. If Special Building, turn up top card from pile.
• Flip the current Round card to ship side, place in pile of that ship type, revealing next Round card.
• Loans: can only take out loan if unable to pay the interest on existing loans or can’t pay the required food/$
during Feeding phase. Get $4 for each loan taken. Repay at any time for $5.
