PURPOSE OF THE POSITION

 To provide Civil and Municipal Engineering skills associated with the development and maintenance of
Council’s physical assets and facilities within the municipal area.
 To work closely with all areas of Council’s operations and more particularly the Engineering and Works
& Services Division to implement improved strategies for the delivery of services to the community.
 To provide accurate design and surveying skills to enable effective delivery of Councils Capital and
Operational services
 To project the image of the Council as being both an efficient and approachable, customer focused
organisation.

KEY RESPONSIBILITY DUTIES / OUTCOMES


Technical Duties  Undertake engineering, survey, design, drafting, estimating and specification of
works associated with the development and maintenance of physical assets and
facilities within the municipal area including:
 Roads and streets incorporating traffic management
 Bridges
 Stormwater drainage
 Subdivision development
 New Development Applications
 Parks, reserves and sports grounds etc.
 Waste Management
 When required prepare reports on engineering aspects of the Council’s
operations, including investigations, presentations, recommendations and
actions.
 Develop long term engineering design solutions for future Capital budget
programs, including land surveying, design, quantity surveying, estimating and
specification of works.
 When required, to obtain necessary works permits in order to deliver scope of
works, such as planning permits, building/plumbing permits, Crown Land
Services works permits and DSG works permits.

 To assist in the preparation and delivery of documentation to facilitate works,
such as traffic management plans, JSA, SWMS, Works Scheduling.
 Assist in encouraging the development of the Works and Services Unit as a
cohesive and united workforce aspiring to provide best value services to the
Council and community.
 To work closely with the Manager Engineering Services and Project Works
Manager to ensure consultation with Council’s outdoor workforce is sought
during all phases of design and project delivery.
 Actively participate in the development of the Council’s Annual Works Programs
and Ten Year Programs.
 Ensure procedures in relation to the position are current, accurate and contain
relevant information to assist/answer inquiries.
 To provide temporary relief for other positions within the organisation during
periods of leave.
 To participate in the effective delivery of team based customer service.
 Respond promptly and courteously to public enquiries and follow up as
appropriate.
 Ensure forms in relation to the position are current, accurate and contain
relevant information to assist/answer enquiries.
 To provide a positive personal contribution in the exchange of information
between all areas of Council operations.
 Ensure a positive image of Council is promoted when dealing with both internal
and external customers.
Customer Service &
Communications  Interpersonal communications, including the management of enquiries,
screening of requests and reception of visitors is handled in a respectful,
professional and confidential manner.
 Resolution of issues, as appropriate, through positive action, redirecting to
appropriate staff as required, and escalation of potentially serious matters to
Manager Engineering Services for assistance.
 Ensure a positive image of Council is promoted when dealing with both internal
and external customers.
 To display a positive attitude towards Council policy and decisions in relation to
the position and the public image of Council.
 Integrity and confidentiality of all Council related activity and documentation is

being maintained.
 It is expected that the incumbent will be resource shared between the Waratah-
Wynyard Council and Circular Head Council, pursuant to the resource sharing
agreement between the two Councils. Through negotiation between the
Resource Sharing Manager Engineering Services (WWC) and the Manager Engineering & Projects
(CHC) the incumbent will be positioned to best serve the programming and
delivery of projects for each Council.

Records Management  Records are used, maintained and managed in accordance with the Council’s
Infrastructure & Development Services – Engineering & Design – Technical Officer – Vacant
Information Management Policy.
 Maintain an active awareness of Risk Management issues and practices
concerning the workplace and within the role that could cause concern,
embarrassment or liability to Council.
 Assist Council to mitigate risk by promoting risk awareness throughout the
Risk Management
organisation.
 Provide risk management information as requested and assist in the
investigation of any risk management issues or claims that have been made
against Council insurances.
 To comply, so far as is reasonably able, with any reasonable instruction that is
given by a Manager, Coordinator or Supervisor of Council.
Work Health and Safety  Take reasonable care for your own health & safety and ensure that an act or
omission that you do does not adversely affect the health & safety of other
persons.
Additional Duties  Other duties as required from time to time.

SPECIAL CONDITIONS
 A current driver’s licence is an essential requirement of this position.
 A satisfactory Background Check will be required. Council will screen for serious offences or any
other offences relating to fraud or dishonesty, or any offence that Council deems of a nature that is not
appropriate for the role.

ORGANISATIONAL RELATIONSHIPS

Direct Reports: Nil
Internal Liaisons: The Technical Officer –Engineering & Design is required to operate as an effective part of the
Engineering & Projects team and is expected to ensure professional and effective working relationships with
the Executive Management Team, Senior Management Team and all staff throughout the organisation.
External Liaisons: The Technical Officer – Engineering & Design interacts with customers and various
representatives of the community and other Councils on behalf of the organisation. High standards of
professionalism and customer service are expected and the incumbent must display a positive and constructive
approach towards Council and its activities.

EXTENT OF AUTHORITY

The Technical Officer – Engineering & Design exercises powers and duties within the classification of the role
and as defined by policy, budget allocation and specified individual and departmental performance plans.
Where decisions exceed their delegation, the Officer will refer the matter to the Manager Engineering Services.

KEY SELECTION CRITERIA

Essential
1. Formal qualifications in engineering, design or surveying or nearing completion of studies; or
relevant industry experience in this field.
2. Demonstrated ability and experience in the use of engineering design software, including but
not limited to Mapinfo (or other GIS related software), AutoCAD applications including Civil 3D, Auto
Turn/Track and the suite of Microsoft programs.
3. Demonstrated analytical and problem-solving ability whilst providing relevant reference to
applicable standards and industry practices
4. Demonstrated understanding of and skills in, frameworks that provide outstanding service
delivery outcomes.
5. Well-developed written and verbal communication and interpersonal skills with the ability to
produce and present technical reports and summaries.
6. Ability to deal effectively with distressed and agitated clients, to resolve problems.

Desirable
1. Sound understanding of asset management framework and how this applies to a Local Government
environment.

2. Demonstrated ability and experience in the use of Drains software and hydraulic modelling of
stormwater catchments.

3. Demonstrated ability and experience in the use of MetroCount software, installation of traffic count
units and development of traffic reports.

4. Demonstrated ability and experience in land and quantity surveying.

5. Sound understanding of safety in design principles and practices.

6. Sound understanding and/or experience in the civil construction industry and familiarity with current
practices and standards.

7. Demonstrated ability to take an infrastructure project from concept to completion.

8. Knowledge and experience within a local government environment, including legislative requirements,
documentation preparation, records management and a sound understanding of the infrastructure
managed by Council.
