With a view to uphold the sanctity of the Board Examinations and in the interest of the fairness
to the students, the Board is pleased to appoint you as an Observer at the following Examination

While performing the duty as an Observer, you are requested to ensure the following:-

1. Visit the Centre well in advance before commencement of the Examination and verify the intactness
of Question Paper(s) envelops taken from the Centre Custodian Bank of the Examination centres by
the Centre Superintendent or his / her representative and record the facts in your report as well
as on the sealed confidential Question Paper envelope.

2. Particularly verify the sealed packets containing Question Papers and ensure that the QP packets
should not be opened before the prescribed time i.e., 10:00 AM as per guidelines and Date Sheet
of Examinations - 2020.

3. In case you find any difference in the seal impression etc. on the envelopes, the matter may
immediately be brought to the notice of the undersigned.

4. The Centre distributes the Answer Book to the candidates between 10:00-10:15AM during which the
candidates should fill their particulars on the cover page of the Answer Books and the same will
be checked and signed by Assistant Centre Superintendent / Invigilators.

5. The Centre distributes the QPs to the examinees at 10:15 AM, so as to enable the examinees to read
the QP and plan strategy to write the answers.

6. The examinees shall be allowed to start writing the answers at 10:30AM only. Further, concessions
including scribe / extra time shall also be given to 'PwD'category candidates in accordance to the
provisions of the Board, subject to approval of this office, and the answer sheets of such candid-
ates be packed separately by the Centre.

7. In case of any untoward incident the same must be brought to the notice of this office immediately,
for further course of action in order to rule.

8. The persons those are not authorized by the CBSE shall not be allowed in the Centre premises.

9. Availability of basic amenities at the Examination Centres, so that the examinees should not
experience any discomfort in writing the examinations. If required, ask the Centre Superintendent
to make necessary arrangements, accordingly.

10. Proper frisking of examinees is being done by the centre staffs, so that the examinees must not
possess any kind of barred items in the Centre premises.

11. The Centre staffs are not making use of cell phones during opening of QP packets till completion
of the examinations, except the Centre Superintendent.

12. Be present at the Examination Centre till completion of the examinations of the day and also
ensure that the packing of Answer Books is done in your presence and as per prescribed procedure.

13. Observe the overall conduct of examinations and ensure that the examinations are conducted strictly
as per the guidelines issued by the Board. Any dereliction to the guidelines or lackadaisical
approach on the part of the Centre Staffs in conduct of examination, which may compromise with the
sanctity of the examinations shall also be recorded / mentioned in your report.

14. The Centre must adhere to the packing procedure of post examination materials viz.-

a) The Subject Code and Name, Centre No., Centre Name, Date of Examination, No. of Parcels must be
clearly mentioned on the Answer Book Parcel with Red colour for Class-X and Blue colour for
Class-XII. The Packing Slip / Card shall also be kept in each parcel.

b) The Answer Books pertaining to Unfair Means and PwD (Spastic, Blind,PH and Dyslexic children)
should be packed separately in the respective envelope sent by this office.

c) On all other parcels containing materials other than the Used Answer Books, the Centre should
write the address of this office in Blue colour and at the bottom it should write in brackets
'NOT FOR CSO'.

d) Further,it may also be ensured that the answer book parcel/s of the day examinations have been
dispatched to this office on the same day by the Centre Superintendent.

15. Submission of observation report regarding conduct of the Examination at the Centre(s) in the
enclosed proforma to the Assistant Secretary (Confidential) or undersigned, immediately after
completion of the examinations, for ensuring further course of actions and also for information
to the competent Authority of the Board.

For performing the assignment as an Observer, fixed remuneration of Rs.500/- per day plus TA as
admissible under the rules of the Board shall be paid. You may further note that in case if your ward/
near relation is appearing in the subject examinations,in which, you have been allotted Observer Duty,
then please do not perform the Observer duty in that particular subject examinations, even if your
ward /near relation is not appearing at the Examination Centre allotted to you.
