Malaya is a barangay in the municipality of Mariveles, in the province of Bataan. It is under the
restriction of Authority Freeport Area of Bataan. It's postal code is 2105. Its latest population determined by
2015 census was 4,910. This was represented 3.85% of total population of Mariveles. Demographics Population
by age group According to the 2015 Census, the age group with the highest population in Malaya is 20 to 24,
with 524 individuals. Conversely, the age group with the lowest population is 80 and over, with 14 individuals.
Historical population The population of Malaya fell from 4,943 in 1990 to 4,910 in 2015, a decrease of 33
people. The latest census figures in 2015 denote a negative growth rate of 1.13%, or a decrease of 301 people,
from the previous population of 5,211 in 2010. Location Malaya is situated at approximately 14.4733,
120.4883, in the island of Luzon. Elevation at these coordinates is estimated at 378.1 meters or 1,240.5 feet
above mean sea level. Adjacent barangays Malaya shares a common border with the following barangay(s):
Camaya, Mariveles, Bataan Binuangan, Bagac, Bataan San Isidro, Mariveles, Bataan Maligaya, Mariveles,
Bataan San Carlos, Mariveles, Bataan

Like any other barangay, Malaya has also number of problems that they are defeating for a long period
of time such as waste disposal, crimes regarding stealing, improper parking, irresponsible dog ownership and
many more. One of the issues that are currently on the process of discussion in Barangay Malaya and caught the
researcher’s attention is the case about the declining of AFAB to put up water supply for the Sitio Baclain. In
connection to this matter, is the uncontrolled accumulating number of Informal Settlers in sitio that both the
AFAB and Malaya officials want to prevent. It was the main reason since from the past decades on why the
AFAB was not giving its approval on putting up water supply for the Sitio Baclain because they are frightened
that the volume of shanti’s will raise and can be a hindrance in the development of the area.

Mariveles Bataan is known to be one of the Philippines lands of opportunities; it offers employment not
only to its local people but also to everyone throughout the country. Employment opportunities attracts people
outside the province to move and settle here in Mariveles where there is adequate work for everyone, but as the
number of each family increases the cost of their daily expenditures including rent of house also increases
making their income insufficient to make sustainable living. As alternative they look for a low cost place to stay
where they don’t have to pay monthly rents and save money to support their daily expenses.

According to the other residents, they inherit their lands from their ancestors but most of the residents
claim that they bought rights to construct a house in Sitio Baclain. As years passes each family members
extends its members and constructed another house next to their parents that enlarge the number of informal
settlers.
Like the benefit that the other citizens are receiving there is no supply of water in Sitio Baclain , in that
case the residents made way to solve their problem by looking for a source of water in the mountain in which
they succeeded. Connecting long hoses in the spring became the alternative way of filling up water deficit in
their area. However, there are also problems the citizens are facing in choosing this option such as, non-potable
and unclear supply of water during rainy season, drought throughout summer, stealing source of water and
impairing hoses of others. In relation to these problems is the difficulty in maintaining and repairing hoses
during the said circumstances. It takes half a day to travel from their home up to the place where the water came
from in order to rebuild the hoses and the supply of water.

RESULTS AND DISCUSSION

RESULTS

This chapter presents the results, conclusion and the recommendations based on the conclusions. The
case study generally determined the problem of the supply of water in Sitio Baclain Brgy. Malaya, Mariveles,
Bataan and how it was going to address in associate with the restraining of the numbers of informal settlers in
that particular area.

The following were the significant results drawn by the researchers/students from the data elicited
through an inquiries and the use of questionnaires disseminated to some residents that was provided by the
researchers.

1. What are the reasons why those residents decided to live in Sitio Baclain Brgy. Malaya, Mariveles,
Bataan? Do they have a permission or are they aware that living there without a consent from the
authorities is prohibited?

According to some residents from Sitio Baclain, they inherent their land from their ancestors
who lived there for a long time. Few people also said that they have bought rights for the land in a lower
amount. They also said that they lived there first before it was owned by the Freeport Area of Bataan
(FAB). Residents from Sitio Baclain doesn't have any permission from the authority of FAB to build
their houses in that place, because according to them, they just grab the opportunity to lived there or just
like what have been mentioned, it was their relatives that urged them to lived there. They are also aware
that the authorities are prohibiting informal settlers but some are still not willing to pay or rent for the
land. On the other hand, if the authority of A FAB needs to demolish them, they are willing to cooperate
in a good way because they knew in the first place that they are not entitled to that land.

2. Did they have a good relationship between the residents of Sitio Baclain and the Barangay officials
of Brgy. Malaya? Did the different programs implemented and promulgated by the Barangay
reached them?

Based on the response of the respondents, the residents of the said Sitio and the Barangay
Officials have good relation among each other. They said that whenever there are programs, activities,
or gatherings for the whole community, they can easily access to it and reached them. In instance, they
can actively participate in the celebration of Barangay fiesta, and of course, when it comes to problem
and needs of their place. Also, respondent said they're ready to communicate with Barangay Officials
and Authority of Freeport Area of Bataan (AFAB) to keep the peace and order of both sides.

3. What are the problems in Barangay Malaya that the residents and officials are still dealing with?
And how did it ended up being a problem in that Barangay?

As we go in a further inquiries and analysis with the various problems in the said Barangay, we
have discovered that there are only few problems that they are still facing. One of the few problems are
the emancipated dogs that already caused several accidents, which is motor accidents to be specific. But
what caught our attention is one of their major problems which is the gradually increasing number of
informal settlers and the problem of them, the residents specifically in Sitio Baclain which is the lack of
their water supply. We all know that water is one of the basic needs in surviving daily lives and because
of their lack of supply which can’t even provide by their Barangay and the authorities because in the
first place, they are not entitled to live there which make it more complicated, the reason why it ended
up being one of their main problem.

4. What did the Barangay do in addressing the problem? Why up until now they can’t find the very
concrete solution to address it?
Based on the Barangay officials, as a leader, they want to provide the necessities of their
residents or for the informal settlers of Sitio Baclain. They also need the help or the permission of
AFAB to solve this problem. According to the pact that has made by the Barangay Officials and the
AFAB, the process of providing a connection of electricity in Sitio Baclain will do the same process in
terms of giving them water supply, but with the condition that the gradually increasing number of
informal settlers should be stopped. So as an alternative way of obtaining source of water in Sitio
Baclain, Barangay officials will provide some equipment (hose/tubes) to connect to their alternative
water source which is a fount in the mountain.

5. Are the affected residents willing to make an agreement and a great connection with the Barangay
officials together with the Authority of Freeport Area of Bataan in addressing the problem?

As for the answer to the question number 5, according to the residents we interviewed in Sitio Baclain
Brgy. Malaya they all agree on cooperating with the authorities. Having a good communication with the
head or captain on that Barangay will be a great help for the residents and it will lead them in addressing
their problem and that was to have an accessible water supply to that particular Sitio. Lack on water
supply is the first problem in their Barangay so that the authorities are the key to solve their problems. It
will be a better change for the residents also for the whole Barangay

DISCCUSSION

Sitio Baclain in Brgy. Malaya, Mariveles, Bataan is somewhere known as a place where
occupied by most of the informal settlers. According to some residents from Sitio Baclain, they inherent
their land from their ancestors who lived there for a long time. Few people also said that they have
bought rights for the land amounting to ₱2,000 - ₱3,000. They also said that they lived there first before
it was owned by the Freeport Area of Bataan (FAB) but unfortunately, there are already Bataan Export
Processing Zone (BEPZ) or Bataan Economic Zone (BEZ) before. Residents from Sitio Baclain doesn't
have any permission from the authority of FAB to build their houses in that place, because according to
them, they just grab the opportunity to lived there or just like what have been mentioned, it was their
relatives that urged them to lived there. They are also aware that the authorities are prohibiting informal
settlers but some are still not willing to pay or rent for the land. On the other hand, if the authority of
AFAB needs to demolish them, they are willing to cooperate in a good way because they knew in the
first place that they are not entitled to that land.
When it comes to the relationship of the residents in that Sitio and to the barangay, based on the
response of the respondents, the residents of the said Sitio and the Barangay Officials have good relation
among each other. They said that whenever there are programs, activities, or gatherings for the whole

SOLUTION
The solution to the problem is that every family living in the place will have one mother meter only, this
means
their fees will be consolidated given that each family still have their own water meter for them to see
how much a single family will pay for the entire month, if on family doesn’t pay the authorities can cut
the line of the supplying water of the not paying household. On the other side, in favor to the giving
party, Barangay Malaya will pass documents that contains the legal count of every family that are
currently and permanently living in Sitio Baclain, there should be no more house extension happening at
the said place when the documents or the latest census of the people living in the claimed habitation
before providing water service to the residents.
