RAM 1. Identify the “worst case credible” Scenarios and Potential Consequences, under the
prevailing conditions.
2. Estimate the Severity of each Potential Consequence, in the four consequence categories –
People, Assets, Environment, and Reputation (PAER), as applicable.
3. Estimate the Likelihood, from past experience (including the incident in question), by
asking the question: ‘How often has a hazard release resulted in a Consequence similar to
the one that we are considering (worst case credible consequence)? The approach is one of
applying history to predict the future. The estimate of Likelihood is based on the Likelihood
of the particular consequence under consideration, not on the Likelihood of the hazard being
released or incident occurring.
4. Estimate the Risk Rating. For each potential Consequence determine the Risk Rating for
each of the applicable PAER categories. The colors (Light Blue, Dark Blue, Yellow or Red)
represent increasing level of risk. The rating that falls in the area with the higher level of risk
(e.g. yellow vs. light blue) should become your risk rating.

Light Blue/Low: Manage for continuous improvement, although Businesses may set lower
priority for Further Risk reduction.

Blue/Medium: Manage for continuous improvement through the effective implementation of


the HSSE Management System.

Yellow/High: Identify and implement controls and recovery measures to reduce Risk to
ALARP

Red/Serious: Identify and implement Controls and Recovery Measures to reduce the Risk to
ALARP and provide a documented demonstration of ALARP by a Bow Tie or equivalent
methodology.
