Zambia Country Overview

2.1 Generic Information


Zambia (/zæmbi/), officially the Republic of Zambia, is a landlocked country in Southern
Africa, neighbouring the Democratic Republic of the Congo to the north, Tanzania to the north-
east, Malawi to the east, Mozambique, Zimbabwe, Botswana and Namibia to the south,
and Angola to the west. The capital city is Lusaka, in the south-central part of Zambia. The
population is concentrated mainly around Lusaka in the south and the Copperbelt Province to
the northwest, the core economic hubs of the country.

geographic areas annually since 2014. Climate change has
created incidents of erratic weather conditions.

Earthquakes YES An earthquake of a 6.1 magnitude was reported and centred in


the southern area of Lake Tanganyika. Other small tremor activity
has been noticed in 2017. Tremors can tend to spark confusion
and panic in the rural areas.

Epidemics YES The majority of epidemics that occur in Zambia are due to
environmental factors. According to the Zambia Demographic and
Health Survey (ZDHS) 2007 , the country has challenges with
respect to its preparedness and control of emerging and known
epidemics, such as Cholera , Typhoid , HINI (Influenza A virus
subtype H1N1), Avian Influenza and Measles .

Extreme YES Only in the Valleys of the Zambezi and Luangwa there is
Temperatures excessive heat, particularly in October and a high humidity during
the wet season (September - November), when the highest
temperatures of the year are recorded with peaks of about 35/37 °
C (95/99 °F). From May to Aug temperatures can be as low as (0
°C or 32 °F).

dams, roads and bridges. The cycle of drought and flood events
annually has increased risks from December to March; in these
months, about 200 mm (8 in) of rain per month falls.

Insect YES Reports from the Zambia Disaster Management and Mitigation
Infestation Unit indicate that as of 9 January 2017, close to 130,000 ha
planted maize had been affected by a severe outbreak of the Fall
Armyworm, which is new to the southern African region.

The general elevation of the land gives Zambia a more pleasant climate than that experienced
in most tropical countries. Three seasons can be identified
Cool and dry from May to August (frost can occur on cloudless nights in valleys).
Hot and dry from September to November (night frosts may occur in places sheltered
from the wind). The countryside dries up gradually with risk of grass fires, fanned by high
winds.
Warm and wet from December to April; frequent heavy showers and thunderstorms
occur, followed by spells of bright sunshine. Rivers and streams fill up almost overnight
with risks of flash floods.
Only in the Zambezi and Luangwa valleys there is excessive heat, particularly in October and,
in the wet season, a high humidity.

2.4.3 Capacity and Contacts for In-Country Emergency Response

Government
The Government of Zambia is the coordinator of disaster response in the country overall
through the Disaster Management and Mitigation Unit (DMMU) headed by the Vice President’s
Office. The last update of the National Disaster Management Policy was instituted in 2014. The
DMMU exercises its responsibilities through the National Disaster Management Committee
(NDMC) comprised of Ministers. The National Disaster Management Technical Committee
(NDMTC) is the point where the UN Resident Coordinator (UNRC) participates to inform the
UN response as part of the coordinated National response

Humanitarian Community
The UN Resident Coordinator (UNRC) is responsible for coordinating the UN emergency
response in support of the Government of Zambia. Under the guidance of the UNRC, the UN
Country Team (UNCT) is responsible for the effective and efficient implementation of inter-
agency disaster management activities in Zambia. Zambian Red Cross Society (ZRCS) is a
member of the International Federation of Red Cross and Red Crescent Societies (IFRC).

UN agencies, ZRCS and a network of NGO implementing partners will respond to an


emergency in collaboration with and through the Government of Zambia emergency response
structure. In accordance with UN Humanitarian Reform and the cluster directions of the Inter-
Agency Standing Committee (IASC), Lead Agencies will ensure a coordinated action among
partners in their respective sectors.
The refugees crossing from DRC is the most pressing potential humanitarian emergency issue
in Zambia in September 2017.

2.5 1.2 Zambia Regulatory Departments


& Quality
Southern African Development Community (SADC) - The Southern African Development
Coordinating Conference (SADCC), established on 1 April 1980 was the precursor of the
Southern African Development Community (SADC). The SADCC was transformed into the
SADC on 17 August 1992 in Windhoek, Namibia where the SADC Treaty was adopted,
redefining the basis of cooperation among Member States from a loose association into a
legally binding arrangement. The main objectives of SADC are to achieve development, peace
and security, and economic growth, to alleviate poverty, enhance the standard and quality of
life of the peoples of Southern Africa, and support the socially disadvantaged through regional
integration, built on democratic principles and equitable and sustainable development.
Zambia Revenue Authority (ZRA) – The role of the Zambia Revenue Authority Governing
Board is derived from the Zambia Revenue Authority Act 321, Section 11 (1), (2) and (3).
According to the Act.
Specifically, the responsibilities of the Governing Board are:

1. To oversee the organization and administration of the Authority and management of its
resources, services, property, and personnel and
2. To develop the corporate strategic plan and such other administrative policies as are
necessary for the smooth running of the Authority.

The Commissioner General, who is appointed by the Republican President, is assisted by


Senior Management Members (SMM). The Commissioner General is responsible for the day
to day running of the Authority’s business under the direction of the Governing Board.

The Authority has two operating divisions which are Customs Services Division and Domestic

Food and Drugs Control Laboratory (FDCL) – The FDCL is a unit within the Ministry of
Health in the directorate of Disease Surveillance Control Research. The mandate of FDCL is to
protect the public against hazards and fraud in the sale and use of foods, drugs, water and to
ensure that the foods, drugs and water consumed in Zambia conform to the Food and Drugs
regulations of 2001 and World Health Organisation (WHO) standards. Quality Assurance: The
Laboratory has implemented ISO 17025:2005 quality management system as its operating tool
and participates in SADC (regional) Laboratory proficiency tests to ensure that results produced
by the laboratory meet both national and international requirements. All the equipment used in
the analysis of the samples are calibrated/serviced by qualified bodies such as the Zambia
Bureau of Standards.

Zambian Medicines Regulatory Authority (ZAMRA) – ZAMRA, formally the Pharmaceutical
Regulatory Authority, is the Statutory National Medicines Regulatory Body for Zambia
established under an Act of Parliament, the Medicines and Allied Substances Act No. 3 of 2013
of the Laws of Zambia to regulate and control the manufacture, importation, storage
distribution, supply, sale and use of medicines and allied substances. The main objective of the
Authority is to ensure that all medicines and allied substances being made available to the
Zambian people consistently meet the set standards of quality, safety and efficacy.

Exemption Regular Regime (Non-Emergency Response):


The Republic of Zambia is not a signatory to any of the conventions for an emergency, to
streamline customs processes. Regular processes will apply, though at the time of emergency
the governing bodies will make local decisions on waivers. There is a Zambia Revenue
Authority Customs Code used on Humanitarian Aid Commodities which exempt such aid from
the payment of taxes. This is done with the support of a Document called COMESA Certificate

2.6.2 Customs Clearance

General Information

Customs Information

Document Sanitary and phytosanitary regulations are applied to imports of live animals,
Requirements plants and seeds. A sanitary certificate from the
exporting country is required as a prerequisite to the issuance of the
veterinary permit.
Food imports must satisfy the provisions of the Food and Drugs Act of
September 1978 which requires packaging and labelling requirement for
food, and standards for maize sump, rice and bread.
A phytosanitary certificate is obtained from the Mount Makulu Research
Station for seeds, stems, and fruits.

3 2 Zambia Logistics
Infrastructure
Significant infrastructure investment is underway across the country. Roads, rail, bridges, and
airports are all seeing major projects that will replace or improve present facilities. The
introduction of Public Private Partnerships (PPP), has made a large impact at border crossings
particularly. Most projects are scheduled for completion in 2020, however, other projects are
due to start soon with a 5 to 10 year completion schedule.
The road network represents a hub with Lusaka at its center. The main highways in the South-
West from Livingstone, through Lusaka to the north-eastern border with Tanzania; from Chipata
at the Malawi border in the south east to Lusaka; and from Lusaka to the Copperbelt in the
north to DRC. Trucks represent 88 % of cargo movement and the government is planning on
policy to ensure that 30% is moved by rail.
Significant investment has been made in rail transport,lines continue to increase and the
existing ones are being repaired.. The railway from Dar es Salaam in Tanzania to Lusaka
(TAZARA) is operational. The railway from Chipata through Malawi to Nacala in the east is
operational but not used frequently.
There are plans to complete the railway from Chipata to Lusaka in the next 10 years. This
would open the transport of goods from the port of Nacala (the only deep water port in south
east Africa).
Rail transport is linked from South Africa through Zimbabwe to Zambia and from Dar es Salaam
in Tanzania and the DRC.
Fuel is readily available in Zambia except in the remotest areas where deliveries are less
frequent due to road conditions. A fuel pipeline exists from Tanzania to Zambia. There is one oil
refinery in Ndola and a lot of fuel storage facilities throughout the country on the main highway
network is available. The TAZAMA Pipeline (Tanzania Zambia Mafuta Pipeline) is 1,710 km
long crude oil pipeline from the Single Point Mooring Terminal at the outer anchorage in Dar es
Salaam, Tanzania to the TIPER refinery in Dar es Salaam and the Indeni refinery in Ndola,
Zambia.
Four International airports operated by ZACL are operational and there is a network of smaller
national level airports throughout the country operated by the Ministry of Transport and
Communications - Aviation. Only the Kenneth Kaunda International Airport is equipped to
handle air cargo.

Storage facilities, food mills and food suppliers are mainly found in the Lusaka area, though the
Copperbelt Province also includes many of these industries. Food mills tend to have a retail
presence in many of the larger towns and cities. The Food Reserve Agency (FRA) has a
network of storage facilities across the country for grains and other commodities. Silos are
operating in every region.
Zambia has access to all the major ports in South Africa, as well as Beira and Nacala in
Mozambique, Dar es Salaam in Tanzania and Walvis Bay in Namibia, either through road or
rail transportation.

3.1 2.1 Zambia Port Assessment


There are no sea ports in Zambia. However, there is a lake port on Lake Tanganika at
Mpulungu, and an area for pontoons to DRC on Lake Mweru in Nchelenge.

3.1.1 2.1.1 Zambia Mpulungu Harbour

Port Overview
The harbour on Lake Tanganika is located in Mpulungu and is primarily used to move cargoes
into DRC and Burundi across the lake. Kelemie DRC is the main point of delivery. The port is
managed by Mpulungu Harbour Corporation Limited that is fully owned by the Ministry of
Transport and Communications, and incorporated in 2014. The company provides port
services only – stevedores for loading and unloading vessels, storage, vessel berths.
Challenges are the availability of vessels on the lake and most have Burundian Flags.
Approximately 90% of all cargoes are for export. The Government has committed to renovate
the harbour within the next few years.

Port Performance
This is a port on the fresh water Lake Tanganika. The port has been previously owned by
private companies that have handed over operations and facilities to the GRZ. The port is busy
though not at capacity. There are two berthing areas that can take three vessels each. It has
storage capacity inside warehouses and outside. There are three cranes with maximum lift of
20mt. It has a specialized forklift for containers up to 45MT. Total of three 5MT forklifts.

3.2 2.2 Zambia Aviation

Zambia Airports

There are four international airports and forty-six aerodromes across the country of varying
capacity.
The Kenneth Kaunda International Airport is Zambia’s main airport connecting the country with
the rest of the world and is the only airport that handles air cargo. This is complimented by
three smaller international airports at Ndola, Livingstone and Mfuwe, as well as secondary
airfields at Chipata, Kitwe, Kasama, Mongu, Solwezi and Mansa. Zambia has no national airline
but is served by a number of airlines that connect to international routes via Johannesburg,
Durban, Cape Town, Addis Ababa, Nairobi, London, Amsterdam, Dubai and Dar-Es-
Salaam. Proflight Zambia is a privately run airline with proposed regional flights to
Johannesburg and Congo DRC and local flights to various destinations within the country. The
country recently adapted an “open sky policy” and is currently promoting the establishment of
an air cargo hub for the Southern African region in Lusaka.

Simon Mwansa Kapwepwe International Airport is situated in the Copperbelt Province in
northern Zambia , in the city of Ndola , near the international border with the Democratic
Republic of the Congo . It was officially known as Ndola Airport before being renamed in 2011
in honour of Simon Kapwepwe , the nation's former Vice President.
It is situated approximately 272 kilometres (169 mi), by air, north of Lusaka International
Airport (the largest airport in Zambia ).
It is situated 1,270 metres (4,170 ft) above sea level. It has two parallel runways, one of
concrete, measuring 2515 metres (8250 ft) and the other of asphalt, measuring 1219 metres
(4000 ft) in length.
Flying doctor service operates from the airport utilizing a hanger and an apron area. FAO and
IFAD have an International Red Locust Control operation that works from the airport as well.
A new airport is under construction in Ndola to the northwest of the city and is expected to be
completed and operational by 2020.

3.3 2.3 Zambia Road Network

Zambia Roads

The country shares its borders with the Democratic Republic of the Congo, Tanzania, Malawi,
Zimbabwe, Botswana, Namibia, Mozambique and Angola. About one half of the population is
concentrated in a few urban zones strung along the major transportation corridors, while rural
areas are under-populated.
Zambia has a road network of approximately 67,671 km, 22% of which is paved. The design of
the road system resembles a “hub and spoke” format with Lusaka as the hub. Virtually all trunk
highways go through Lusaka. Traveling from the north to south or vice versa, is extremely
difficult as the road conditions prevent bypassing Lusaka to a great extent.

The trading corridors are paved and in good condition.


Main trading corridors

1. Chirundu border with Zimbabwe in the south via Lusaka to the Copperbelt Province
(Ndola, Kitwe in the center north – T2 to T3). T3 continues to Mwinilunga on the Angolan
border in the northwest.
2. Chirundu border via Lusaka along the T2 to Tanzania at Tunduma.

3. Lusaka via T4 to Chipata on the Malawi border

Secondary corridors

1. Livingstone in the south west at the border with Botswana, Namibia and Zimbabwe to
Lusaka (T1 to Lusaka - Tourism main industry).
2. M1 from Mpika in Muchinga Province (at the intersection of T2 and M1) to the northern
border with Tanzania at Mbala.

Extensive investment was made by the World Bank on the rehabilitation of about 105km of a
section of trunk road between Lusaka and the Zambia/Zimbabwe border town of Chirundu, as
well as the construction of Chiawa and Mufuchani bridges.
The main natural resource is copper and the road network is integral for the export of the
copper from the north central Province called the Copperbelt. This road network from Ndola to
the south will be undergoing significant investment by the Zambian Government. Copper
mining companies move copper from the Copperbelt Province by road to Ports throughout the
Southern Africa region year round using all of the border crossings in the west, and south.
Secondary roads are mostly gravel or a mix of gravel/sand/dirt and subject to damage from the
rainy season floods and usage. These roads while essential for internal distribution of goods
for the country are reasonably maintained. However, the Tertiary roads require off-road
capability especially in the rainy season and can be impassable, maintenance is not as
regular.
Main challenges are in the rural areas and especially along the border areas. In the south west
the roads tend to be primarily sand/gravel mix and are very difficult to navigate even in the dry
season. Along the eastern border with Malawi the roads are hilly to valley bottom and subject
to washout and flooding in the rainy season with only 4x4 car access for the most part.

3.3.2 Road Security


There are no major issues with security on the roads. In border areas with DRC security tends
to be more visibly present.

3.3.3 Weighbridges and Axle Load Limits


The Zambian Load Limits policy dates from 2007. The Road Development Agency (RDA)
through the Axle Load Control Unit operates the static and portable weighbridges. It employs a
Vehicle Overload Management Information System where all electronic weighbridges are linked
to a database at the RDA Headquarters enabling real time monitoring and access to all
weighbridges remotely. CCTV cameras are at all weighbridges.
The Unit operates eight fixed weighbridges spread around the critical points on the road
network. Six of the eight weighbridges, namely Kapiri Mposhi, Kazungula, Livingstone, Solwezi,

Overview
This border post is at the northern end of the T2 highway. It is a combined post with the
Tanzania Customs to make it a one-stop facility for all cargo and persons crossing the border.
The crossing is highly congested due to the lack of parking and staging areas for cargo trucks
on the Zambian side. On average 350 trucks cross both ways every day. Maximum capacity is
500 trucks per day. The road to access the border post is made of good tarmac to Lusaka,
deteriorating and breaking from Mpika onwards and towards the border.
Waiting time is one day and dependent upon documentation completeness, pre-clearance and
alerts.

Overview
This border post is busy with a steady volume of traffic, it operates as a “one stop border post”.
It is a main crossing for the country with Zimbabwe. The road that guarantees access is made
of good tarmac from Lusaka on the T2 highway. Trucks are challenged on this route as they
cross the Zambian escarpment which is a steep grade and the cause of many accidents
despite improvements to the highway.
Waiting time is 24 to 48 hours depending on documentation completeness. Pre-clearance and
registration as well as forwarders with e-payment capability are essential to facilitating cargo
movement.

along a narrow tarmac road that has broken tarmac in many areas. The crossing is over the

Zambia Railways

The Zambia national Railways is very important to the economy of the country as it is a bulk
carrier with less effect on the environment than many other transport modes. The Government
intends to expand its railway network in the country to develop the surface transport sector.
New statutory instruments that would require industries to move 30% of their carriage by rail,
are expected to be passed by the Government by the end of 2017 or early 2018.
The development of rail routes linking important exit points is not only vital for facilitating
smooth access to the outside but also for the overall boosting of trade in the sub-region and
making Zambia a competitive country for business. Traditionally, the Zambian railways have
generally operated well below their original design capacity, yet significant investment is
underway to increase their volumes by investing in track conditions, increase locomotive and
wagon availability and increase operating capital. The rail network remains the dominant mode
of transportation for goods on the local and international routes but is under-utilized.
The main railway lines are the Zambia Railways, owned by Government and the TAZARA line,
linking Zambia with Tanzania, and jointly owned by the Zambian and Tanzanian governments.
The recent opening of the Chipata-Mchinji railway link provides connectivity into the Malawi
railway network and further connects Zambia to the northern Mozambique railway network
opening up new opportunities for the private sector in Zambia, Malawi, and Mozambique.

3.6.3 Public Sector Storage


The Food Reserve Agency (FRA) holds the bulk of storage facilities for the public sector. There
is FRA presence in virtually every district in the country. Both silos and warehouse facilities are
used extensively. Countrywide FRA holds approximately 830,000mt of storage space mostly for
maize. Other commodities such as rice and soybeans are stored in the regions where they are
most often produced. The FRA holds a strategic maize reserve of 500,000mt per year and
rotates that stock with the next year’s harvest.

3.7 2.7 Zambia Milling Assessment

Lusaka has about 15 large milling companies and in the Copperbelt Province there are
approximately 10 large milling companies. Zambia has a large capacity for milling, however,
few companies are prepared to fortify or meet international standards and therefore produce
primarily for the Zambian market place.
Expansion of the milling capacity within Zambia has been ongoing for several years. The
government has also been building hammer-mills in the rural areas using solar power as a
renewable energy source.
Most facilities visited, including those with large potential of maize production, are badly
affected by regular interruptions in power supply. Various plants had acquired emergency
generators, but that only provides back-up and reduced capacity, affecting the delivery
schedules agreed by contract.

There are a significant number of service providers in the country covering a wide range
of activites, from fuel provision to technology. There are challenges in some industries
to provide fully qualified staff meeting the pre requisites in education and experience.
For instance there is a real shortage of medical doctors in Zambia to face the growing
population needs.

4.1 3.1 Zambia Fuel

4.1.1 Fuel Overview


There is one oil refinery in Zambia in Ndola and a lot of fuel storage facilities throughout the
country on the main highway network. The TAZAMA Pipeline (Tanzania Zambia Mafuta
Pipeline) is 1,710 km long which moves crude oil from the Single Point Mooring Terminal at the
outer anchorage in Dar es Salaam, Tanzania to the TIPER refinery in Dar es Salaam and the
Indeni refinery in Ndola, Zambia.

4.1.3 Fuel Transportation


Fuel is transported by truck for the most part. There is a pipeline for the country from Tanzania
and there is at least one refinery in Ndola. All types of fuel are present in the country, petrol,
diesel, JET A-1, etc. The most significant challenges are those concerning the deliveries to the
most rural areas in the west and east due to road conditions. Frequently, fuel runs out in towns
in the west like Zambezi on Fridays and replenishment is not until the following Monday.

4.2 3.2 Zambia Transporters


Since Zambia is a landlocked country it depends heavily on road transport companies for the
haulage of heavy goods and supplies across Zambia and to the import and export business
with neighbouring countries. There are over 600 transporters in Zambia, most are very small
operators, and approximately 20% have an average fleet size of 40-60 trucks.
A Truckers Association oversees policy issues for the industry and has a membership of about
60 companies (generally the largest). Drivers in the country are unionized in the National Union
of Transport Allied Workers (NUTAW). Collective agreements are negotiated by individual
companies. The union does not represent drivers for petroleum fuel trucks, they have a
separate union.
While government policy upholds the SADC conventions of third country rule, etc, there are
several instances of exemptions where temporary road service licenses are provided to
Tanzanian companies.

Currently the telecommunications infrastructure is good for most cities and towns. The rural

4.5 3.5 Zambia Food and Additional


Suppliers
Food suppliers are plentiful in Zambia. However, for blended food or milled food, fortifications
are not normally part of the production process. Oil, sugar, maize and pulses are easily
obtained. There is a capacity issue with regards to large scale up of requirements and careful
attention to the markets is required. Maize is readily available and a major export.

4.5.1 3.5.1 Zambia Food Suppliers

Overview
Food is readily available and there is significant number of producers and major retailers able
to provide food commodities in the country. Suppliers have locations for collection of
commodities direct from farms and production facilities primarily in the north and east. Food
Reserve Agency (FRA) is the national strategic grain reserve and holds primarily maize in its
facilities throughout the country. Milled commodities particularly maize is available in every
market. Most millers have both a processing plant and retail stores. Fortification is not
widespread and there is no national policy. There is an oil plant in Lusaka and several sugar
producers. Other commodities are available on the market.

4.6.1 Overview
The market in Zambia can support most organisations operations. Most requirements are

4.6.2 Accommodation
Accommodation is readily available throughout the country, though in the most rural areas
there are fewer choices.

4.6.3 Electricity and Power


Zambia is endowed with a wide range of energy resources, particularly woodlands and forests,
hydropower, coal and renewable sources of energy. Petroleum is the only energy source that is
currently wholly imported. Hydro power is the most important energy source in the country after
wood fuel, contributing about 10 percent to the national energy supply, and is generated by
three major hydro-electric power stations. Other energy resources are petroleum, coal and
wood. The state-owned Zambia Electricity Supply Corporation (ZESCO) is the main producer
and distributor of electricity in the country.
The company’s transmission system comprises a total of 4,638 kilometers (km) of transmission
lines spread as follows: 2,008 km of 330 kilo Volt (kV) lines, 348 km of 220 kV, 85 km of 132
kV, 704 km of 88 kV, and 2,823 km of 66 kV lines. The total transformer installed capacity is
about 3,000 Mega Volt Amps.
There have not been any major additions to the country’s generation capacity in the last 20-30
years despite the huge potential in hydro resources. It is estimated that Zambia possesses 40
percent of the water resources in the Southern African Development Community. Zambia has
about 6,000 MW of unexploited hydro power potential, while only about 2, 259 MW is the
current installed capacity. On the other hand, the demand for power in the various sectors of
the economy has grown rapidly over the years and continues to grow. Demand for electricity
continued to increase to 2400 MW through 2015 creating a deficit of more than 550MW.
Electricity is imported from Malawi for the eastern areas of the country.
Electricity accounts for approximately 14% of the country’s energy supply mix, ranking second
to wood fuel. As at March 2016, total World Bank investment commitment to the sector stood at
US$165million in two projects: Kafue Town – Muzuma – Victoria Falls Regional Transmission

4.6.4 Financial Service Providers


Financial services in Zambia are widespread throughout the country and limited only by
connectivity and electricity. Main Headquarters of all the institutions are in Lusaka.
Assessment was completed in May 2016 by WFP.

4.6.5 Clearing and Forwarding Agents


There are a number of companies in Zambia that offer freight forwarding services. It is
important to identify those that can ensure electronic services at all border points to meet the
ZRA requirements for e-payments, pre-registration, alerts and clearance. Bollore Logistics, and
AMI Worldwide (Manica), to name a couple meet these specifications.

National postal service is functional. Courier services for all the main international courier
service providers are present in Lusaka.
