Epidemics YES The majority of epidemics that occur in Zambia are due to
environmental factors. According to the Zambia Demographic and
Health Survey (ZDHS) 2007 , the country has challenges with
respect to its preparedness and control of emerging and known
epidemics, such as Cholera , Typhoid , HINI (Influenza A virus
subtype H1N1), Avian Influenza and Measles .

The general elevation of the land gives Zambia a more pleasant climate than that experienced
in most tropical countries. Three seasons can be identified

from the wind). The countryside dries up gradually with risk of grass fires, fanned by high

Only in the Zambezi and Luangwa valleys there is excessive heat, particularly in October and,

(NDMC) comprised of Ministers. The National Disaster Management Technical Committee
(NDMTC) is the point where the UN Resident Coordinator (UNRC) participates to inform the
UN response as part of the coordinated National response

Humanitarian Community
The UN Resident Coordinator (UNRC) is responsible for coordinating the UN emergency
response in support of the Government of Zambia. Under the guidance of the UNRC, the UN
Country Team (UNCT) is responsible for the effective and efficient implementation of inter-
agency disaster management activities in Zambia. Zambian Red Cross Society (ZRCS) is a
member of the International Federation of Red Cross and Red Crescent Societies (IFRC).

Food and Drugs Control Laboratory (FDCL) – The FDCL is a unit within the Ministry of
Health in the directorate of Disease Surveillance Control Research. The mandate of FDCL is to
protect the public against hazards and fraud in the sale and use of foods, drugs, water and to
ensure that the foods, drugs and water consumed in Zambia conform to the Food and Drugs
regulations of 2001 and World Health Organisation (WHO) standards. Quality Assurance: The
Laboratory has implemented ISO 17025:2005 quality management system as its operating tool
and participates in SADC (regional) Laboratory proficiency tests to ensure that results produced
by the laboratory meet both national and international requirements. All the equipment used in
the analysis of the samples are calibrated/serviced by qualified bodies such as the Zambia
Bureau of Standards.

Zambian Medicines Regulatory Authority (ZAMRA) – ZAMRA, formally the Pharmaceutical
Regulatory Authority, is the Statutory National Medicines Regulatory Body for Zambia
established under an Act of Parliament, the Medicines and Allied Substances Act No. 3 of 2013
of the Laws of Zambia to regulate and control the manufacture, importation, storage
distribution, supply, sale and use of medicines and allied substances. The main objective of the
Authority is to ensure that all medicines and allied substances being made available to the

General Information
Customs Information
Document Sanitary and phytosanitary regulations are applied to imports of live animals,
Requirements plants and seeds. A sanitary certificate from the
exporting country is required as a prerequisite to the issuance of the
veterinary permit.
Food imports must satisfy the provisions of the Food and Drugs Act of
September 1978 which requires packaging and labelling requirement for
food, and standards for maize sump, rice and bread.
A phytosanitary certificate is obtained from the Mount Makulu Research
Station for seeds, stems, and fruits.

3 2 Zambia Logistics
Infrastructure
Significant infrastructure investment is underway across the country. Roads, rail, bridges, and
airports are all seeing major projects that will replace or improve present facilities. The
introduction of Public Private Partnerships (PPP), has made a large impact at border crossings
particularly. Most projects are scheduled for completion in 2020, however, other projects are
due to start soon with a 5 to 10 year completion schedule.
The road network represents a hub with Lusaka at its center. The main highways in the South-
West from Livingstone, through Lusaka to the north-eastern border with Tanzania; from Chipata
at the Malawi border in the south east to Lusaka; and from Lusaka to the Copperbelt in the
north to DRC. Trucks represent 88 % of cargo movement and the government is planning on
policy to ensure that 30% is moved by rail.
Significant investment has been made in rail transport,lines continue to increase and the
existing ones are being repaired.. The railway from Dar es Salaam in Tanzania to Lusaka
(TAZARA) is operational. The railway from Chipata through Malawi to Nacala in the east is
operational but not used frequently.
There are plans to complete the railway from Chipata to Lusaka in the next 10 years. This
would open the transport of goods from the port of Nacala (the only deep water port in south
east Africa).
Rail transport is linked from South Africa through Zimbabwe to Zambia and from Dar es Salaam
in Tanzania and the DRC.
Fuel is readily available in Zambia except in the remotest areas where deliveries are less
frequent due to road conditions. A fuel pipeline exists from Tanzania to Zambia. There is one oil
refinery in Ndola and a lot of fuel storage facilities throughout the country on the main highway
network is available. The TAZAMA Pipeline (Tanzania Zambia Mafuta Pipeline) is 1,710 km
long crude oil pipeline from the Single Point Mooring Terminal at the outer anchorage in Dar es
Salaam, Tanzania to the TIPER refinery in Dar es Salaam and the Indeni refinery in Ndola,
Zambia.
Four International airports operated by ZACL are operational and there is a network of smaller
national level airports throughout the country operated by the Ministry of Transport and
Communications - Aviation. Only the Kenneth Kaunda International Airport is equipped to
handle air cargo.

Storage facilities, food mills and food suppliers are mainly found in the Lusaka area, though the
Copperbelt Province also includes many of these industries. Food mills tend to have a retail
presence in many of the larger towns and cities. The Food Reserve Agency (FRA) has a
network of storage facilities across the country for grains and other commodities. Silos are
operating in every region.
Zambia has access to all the major ports in South Africa, as well as Beira and Nacala in
Mozambique, Dar es Salaam in Tanzania and Walvis Bay in Namibia, either through road or
rail transportation.
Port Overview
The harbour on Lake Tanganika is located in Mpulungu and is primarily used to move cargoes
into DRC and Burundi across the lake. Kelemie DRC is the main point of delivery. The port is
managed by Mpulungu Harbour Corporation Limited that is fully owned by the Ministry of
Transport and Communications, and incorporated in 2014. The company provides port
services only – stevedores for loading and unloading vessels, storage, vessel berths.
Challenges are the availability of vessels on the lake and most have Burundian Flags.
Approximately 90% of all cargoes are for export. The Government has committed to renovate
the harbour within the next few years.

This is a port on the fresh water Lake Tanganika. The port has been previously owned by
private companies that have handed over operations and facilities to the GRZ. The port is busy
though not at capacity. There are two berthing areas that can take three vessels each. It has
storage capacity inside warehouses and outside. There are three cranes with maximum lift of
20mt. It has a specialized forklift for containers up to 45MT. Total of three 5MT forklifts.

Zambia Airports
There are four international airports and forty-six aerodromes across the country of varying
capacity.
The Kenneth Kaunda International Airport is Zambia’s main airport connecting the country with
the rest of the world and is the only airport that handles air cargo. This is complimented by
three smaller international airports at Ndola, Livingstone and Mfuwe, as well as secondary
airfields at Chipata, Kitwe, Kasama, Mongu, Solwezi and Mansa. Zambia has no national airline
but is served by a number of airlines that connect to international routes via Johannesburg,
Durban, Cape Town, Addis Ababa, Nairobi, London, Amsterdam, Dubai and Dar-Es-
Salaam. Proflight Zambia is a privately run airline with proposed regional flights to
Johannesburg and Congo DRC and local flights to various destinations within the country. The
country recently adapted an “open sky policy” and is currently promoting the establishment of
an air cargo hub for the Southern African region in Lusaka.

Government has embarked on a program to improve the infrastructure at all the international
airports. This is being done in collaboration with private sector participation. The developments
include the runways, terminals and auxiliary facilities in and around the airports such as hotels,
shopping malls, conference facilities etc. Scope for private sector participation in development
of airports also exists at the identified airfields at Chipata, Kitwe, Kasama, Mongu, Solwezi and
Mansa though is scheduled over the next five to ten years.

Airport Overview
Simon Mwansa Kapwepwe International Airport is situated in the Copperbelt Province in
northern Zambia , in the city of Ndola , near the international border with the Democratic
Republic of the Congo . It was officially known as Ndola Airport before being renamed in 2011
in honour of Simon Kapwepwe , the nation's former Vice President.
It is situated approximately 272 kilometres (169 mi), by air, north of Lusaka International
Airport (the largest airport in Zambia ).
It is situated 1,270 metres (4,170 ft) above sea level. It has two parallel runways, one of
concrete, measuring 2515 metres (8250 ft) and the other of asphalt, measuring 1219 metres
(4000 ft) in length.
Flying doctor service operates from the airport utilizing a hanger and an apron area. FAO and
IFAD have an International Red Locust Control operation that works from the airport as well.
A new airport is under construction in Ndola to the northwest of the city and is expected to be
completed and operational by 2020.

The country shares its borders with the Democratic Republic of the Congo, Tanzania, Malawi,
Zimbabwe, Botswana, Namibia, Mozambique and Angola. About one half of the population is
concentrated in a few urban zones strung along the major transportation corridors, while rural
areas are under-populated.
Zambia has a road network of approximately 67,671 km, 22% of which is paved. The design of
the road system resembles a “hub and spoke” format with Lusaka as the hub. Virtually all trunk
highways go through Lusaka. Traveling from the north to south or vice versa, is extremely
difficult as the road conditions prevent bypassing Lusaka to a great extent.

Extensive investment was made by the World Bank on the rehabilitation of about 105km of a
section of trunk road between Lusaka and the Zambia/Zimbabwe border town of Chirundu, as
well as the construction of Chiawa and Mufuchani bridges.
The main natural resource is copper and the road network is integral for the export of the
copper from the north central Province called the Copperbelt. This road network from Ndola to
the south will be undergoing significant investment by the Zambian Government. Copper
mining companies move copper from the Copperbelt Province by road to Ports throughout the
Southern Africa region year round using all of the border crossings in the west, and south.
Secondary roads are mostly gravel or a mix of gravel/sand/dirt and subject to damage from the
rainy season floods and usage. These roads while essential for internal distribution of goods
for the country are reasonably maintained. However, the Tertiary roads require off-road
capability especially in the rainy season and can be impassable, maintenance is not as
regular.
Main challenges are in the rural areas and especially along the border areas. In the south west
the roads tend to be primarily sand/gravel mix and are very difficult to navigate even in the dry
season. Along the eastern border with Malawi the roads are hilly to valley bottom and subject
to washout and flooding in the rainy season with only 4x4 car access for the most part.

This border post is busy with a steady volume of traffic, it operates as a “one stop border post”.
It is a main crossing for the country with Zimbabwe. The road that guarantees access is made
of good tarmac from Lusaka on the T2 highway. Trucks are challenged on this route as they
cross the Zambian escarpment which is a steep grade and the cause of many accidents
despite improvements to the highway.
Waiting time is 24 to 48 hours depending on documentation completeness. Pre-clearance and
registration as well as forwarders with e-payment capability are essential to facilitating cargo
movement.

The Zambia national Railways is very important to the economy of the country as it is a bulk
carrier with less effect on the environment than many other transport modes. The Government
intends to expand its railway network in the country to develop the surface transport sector.
New statutory instruments that would require industries to move 30% of their carriage by rail,
are expected to be passed by the Government by the end of 2017 or early 2018.
The development of rail routes linking important exit points is not only vital for facilitating
smooth access to the outside but also for the overall boosting of trade in the sub-region and
making Zambia a competitive country for business. Traditionally, the Zambian railways have
generally operated well below their original design capacity, yet significant investment is
underway to increase their volumes by investing in track conditions, increase locomotive and
wagon availability and increase operating capital. The rail network remains the dominant mode
of transportation for goods on the local and international routes but is under-utilized.
The main railway lines are the Zambia Railways, owned by Government and the TAZARA line,
linking Zambia with Tanzania, and jointly owned by the Zambian and Tanzanian governments.
The recent opening of the Chipata-Mchinji railway link provides connectivity into the Malawi
railway network and further connects Zambia to the northern Mozambique railway network
opening up new opportunities for the private sector in Zambia, Malawi, and Mozambique.

Lusaka has about 15 large milling companies and in the Copperbelt Province there are
approximately 10 large milling companies. Zambia has a large capacity for milling, however,
few companies are prepared to fortify or meet international standards and therefore produce
primarily for the Zambian market place.
Expansion of the milling capacity within Zambia has been ongoing for several years. The
government has also been building hammer-mills in the rural areas using solar power as a
renewable energy source.
Most facilities visited, including those with large potential of maize production, are badly
affected by regular interruptions in power supply. Various plants had acquired emergency
generators, but that only provides back-up and reduced capacity, affecting the delivery
schedules agreed by contract.

Food is readily available and there is significant number of producers and major retailers able
to provide food commodities in the country. Suppliers have locations for collection of
commodities direct from farms and production facilities primarily in the north and east. Food
Reserve Agency (FRA) is the national strategic grain reserve and holds primarily maize in its
facilities throughout the country. Milled commodities particularly maize is available in every
market. Most millers have both a processing plant and retail stores. Fortification is not
widespread and there is no national policy. There is an oil plant in Lusaka and several sugar
producers. Other commodities are available on the market.
