Citizenship

[ARTICLE IV]
 Section 1
• Those who are citizens of the Philippines at
the time of the adoption of this Constitution;
• Those whose fathers or mothers are citizens of
the Philippines;
• Those born before January 17,1973,of
Fililipino mothers, who elect Philippine
Citizenship upon reaching the age of majority;
and
• Those who are naturalized in accordance with
law.
 Section 2

• Natural-born citizens are those who are

citizens of the Philippines from birth without
having to perform any act to acquire or
perfect their Philippine citizenship.
 Section 3
- Philippine Citizenship may be lost or
reacquired in the manner provided by law.
Section 4
- Citizens of the Philippines who marry aliens
shall retain their citizenship, unless by their
act or omission they are redeemed, under the
law, to have renounced it.
 Section 5
• Dual allegiance of citizens is inimical to the
national interest and shall be dealt with by the
law.
 Philippine Citizenship
• Article IV, Section 1 of the 1987 Constitution
enumerated who are the citizens of the
Philippines.

1. those who are natural-born
2. those are naturalized in accordance with law
 Principles of Jus Sanguinis
and Jus Soli

• Jus Sanguinis is a Latin word, which means

right of blood or bloodright citizenship.
• Jus Soli or Jus Loci is a Latin word for right of
the soil or birthright citizenship.
 Duties and Obligations of the
Citizens
1. To be loyal to the Republic
2. To honor the Philippine flag
3. To defend the State
4. To contribute to State development and welfare
5. To uphold the Constitution and obey the laws
6. To cooperate with the duly constituted authorities
in the attainment and preservation of a just and
orderly society
7. To exercise rights responsibility and with due
regard for the rights of others
8. To engage in gainful work
9. To register and cast his vote

1. Commonwealth Act No. 63 ( Oct. 21, 1936)
-An act providing for the ways in which
Philippine citizenship may be lost or reacquired.
2. Commonwealth Act No. 473 (June 17, 1939)
- Revised Naturalization Law.
3. Republic Act No. 8171 (October 23, 1995)
- An act providing for the repatriation of
Filipino women who have lost their Philippine
citizenship by marriage to aliens and natural-born
Filipinos.

- Citizenship Retention and Re-Acquisition Act
of 2003
- An act making the citizenship of Philippine
citizens who acquire foreign citizenship
permanent, amending for the purpose
