Task 8

1. Are the objectives of the project attainable?


- Yes, the objectives are attainable. The Command Memorandum Circular with its
purpose of setting forth the general guidelines, procedure and task of police
offices/units/stations in the conduct of the Philippines National Police towards the
anti illegal Drugs Campaign Plan with its project on “Double Barrel” in support to the
Barangay Drug Cleaning Strategy of the government and the neutralization of illegal
drug personalities nationwide.

2. Is the project worth pursuing?


- The project indeed is worth pursuing. With the stages of Project Tokhang that was
made and the diagrams in Regional, Provincial, District and City towards Anti-Illegal
Drugs Special Operating Task group that has been plotted, it will then be easy for
Philippine National Police to put an end or to lessen individual who still use anti-
illegal drugs.

3. If you were the funding agency, will you fund the project? Why and Why not?
- Yes. As we all know consumption of prohibited drugs have been rampant and drastic
in our era today. Upon thoroughly reading on this circular it would somehow put an
end and surpass this crisis. Supporting and funding this project will be of great help in
properly implementing the laid down principles of this project, from its purpose down
to the proper and significant functions of individuals involved to the said circular.
Task 9
1. Drugs - "" there are a lot of reports and rumors from most of the residents of Barangay 7
regarding the rampant use and abuse of teenagers, adults, and even some of the children with
drugs. This is a big issue since it is possible that these addicts can and may influence others and
slowly increasing the number of addicts within the Barangay. It is important to pursue this
project in order to minimize and someday completely stop the continuous spread of drug addicts
and educate the addicts of the negative effects of continuous drug use and rehabilitate the people
affected by drug abuse.
2. Landless - "" there are a lot of informal settlers within the territory of Barangay. This is an
economic and government problem since these lands are not titled properties and the inhabitants
pay no tax for the land they are settling in. Sometimes, the inhabitants of these lands do not take
care of the property and destroys the plants, trees, and even the animals living within these open
lands. The pursuant of this project is important in the quest for a more progressive and developed
country since this land do not give the country any revenue.
3. Curfew for Minors - "" minors usually roam the street up until midnight and even until the
early morning the next day. It is very dangerous for these minors since kidnapping and other
criminal acts usually had minors as their victims or even used as the suspects for these acts since
they cannot be imprisoned. This is a big risk for parents who are very concerned and protective
of their children and thus requires the need for this project to be pursued in order to minimize the
minors roaming the street late at night and ensure that these minors are home beyond the hours
of curfew.
4. Mongrel Dogs - "" some of the dogs/almost all of the dogs are left unchained. Some of these
dogs haven't also been vaccinated for Anti-Rabies which is a big hazard for the residents and the
passers-by especially when some of these dogs become aggressive. One more problem is that
these dogs inflict damage to private property since these dogs scavenge trash cans, and garbage
collection bins. It is important to pursue this project in order to lessen the hazards and property
damage these dogs create and possible human injuries when these dogs attack.
5. Motor Vehicles Over speeding - "" the streets of Barangay 3 are extremely narrow with cars
sometimes parked on one side or both. Over speeding vehicles are very hazardous to the
bystanders or people walking on the streets since motor vehicles does not instantly stop and they
become uncontrollable when the driver becomes rattled or shocked. the pursuant of the project
will ensure a speed limit and make sure that the speed of the vehicles become controlled and
limited to a specific speed which is not slow enough that can cause a traffic but not fast enough
which can cause accidents.

II. Background/Situation Analysis
In purok-3, Barangay 7, Malaybalay City there is a problem about stray dogs. Not only
that dogs bite and defecate anywhere they can also cause dogs in houses to bark and
produce disturbing noise. That’s why we made a project proposal entitled "" to address
this problem.
III. Project Objectives
Objective:
1. To lessen Stray Dogs on streets.
Strategies:
1. Chain-up dogs when its already night.
2. Put up fences high enough for dogs so their homes at night that they can’t roam
around the streets.
IV. Desired of Impact and Outcome of the Project
When this project will be pushed through, there will be less or even there will be no stray
dogs at the streets of Purok-3, Barangay 7, Malaybalay City. Some specific measure to
sustain these objectives is to chain up dogs when its already night time.
V. Risk Management Plan
Mainly the fail to participate in the said campaign can hinder the implementation of the
project. The risks are that owners will fail to control their own dogs that it might become
a “Wandering Dog” or “Asong Gala” or even worse “Irong Buang”. We should control
and discipline our own dogs so the wont stray on streets.

1. A winning project proposal must be very straightforward, precise, organized, and must contain
all the necessary information regarding the proposal and must answer all the possible questions
concerning the project. First of all, the project proposal must have the necessary content and
impact to in the client's favor in approving your project proposal. Your proposal must leave a
lasting impression and must try to wow the client. Secondly, the proposal must contain a well-
