I. Introduction

In 12% of all accidents, at least one of exceeding above the speed limit or going too fast for

the circumstances was reported, and these accidents were responsible for 25% of all fatalities.

According to the data from the Philippine Statistics Authority in the year 2020, about 8,000

deaths were caused by road accidents, this translates to an average of 22 road deaths a day. The

rise in use of bicycles and motorcycles as an alternative means of transportation for people to get

to work was noticeably increased during the COVID-19 pandemic. Making it even more crucial

for local government units to look at the speed limits in their areas and lower them according to

the risks involved. Thus, the purpose of “OPLAN Stay Alive – Think and Drive” is to spread

awareness among the residents about the importance of having a safer speed limit and road

welfare. The proponents aim to lessen the number of people getting into accidents caused by

road collisions by creating a platform wherein the residents can gain knowledge, be more

responsible on roads and helps them ensure their safety within the community.

II. Project Description

A. Goals and Objectives

The following are the objectives of the concept:

1. To limit the speed of cars.

2. To reduce and prevent accidents involving road collisions.

3. To ensure community safety.

4. To give knowledge in the community about road safety.

B. Stakeholders/Beneficiaries

Our project will greatly benefit the following:

1. Residents

- The residents within the community will benefit from the project since their

safety will be ensured. Respectively, the rate of fatalities and accidents will be

lowered that can sometimes be a problem financially especially to the less

fortunate.

2. Drivers

- As this project can hinder speeding vehicles before crossings, entrances and

exits, sharp turns, drivers will be prevented from such accidents. This will also

help them to be more responsible and more considerate when driving.

3. Government Officials

- This initiative is beneficial to government officials since it may help them gather

knowledge for future projects, allowing them to conduct programs more

efficiently. It can also help a community's economic growth by lowering

transportation expenses connected with accidents and traffic congestion.

Furthermore, they benefit public health by lowering the number of injuries and

fatalities caused by accidents. The government must continue to invest in these

initiatives since they have been shown to reduce accidents and promote safe

driving practices among motorists and people in the community.

4. Police

- Upon the installation of speed humps, guns, and signages that have been set

around the community residence, the speed of cars can be at a lower rate. As a

result, the police will have fewer drivers to catch because of over speeding and

may lower the complaints by the residents.

5. Future Proponents

- The project “OPLAN Stay Alive – Think and Drive” will be beneficial to the

future proponents who wish for sources to gain more knowledge and ideas. Also,

they might alter the existing elements in the said project which they think are

necessary for the success of their project.

III. Methodology

1. Planning

- The proponents will be using a month’s time to prepare for planning the whole

execution of the project. The weeks will be spent learning about the area and the

complaints from the locals in order to incorporate the data into the plan and resolve

the occurring problems. The proponents will also put together a thorough list of all

the duties that will be required to carry out the plan effectively, so that they won’t get

lost and can stay organized all throughout the project.

2. Road Checking

- The proponents will conduct a road analysis over the course of the upcoming month,

considering the roads' durability, whether streets/roads require speed bumps.

Moreover, the proponents will request an approval from the barangay officials to

move forward with their project on the area after determining the locations that needs

to install speed bumps and speed guns.

3. Funding Agencies

- The proponents will locate sponsors the next month who will provide funding. Then,

the proponents will initially promote the project on various social media platforms,

such as Facebook, Twitter, and TikTok as well as by using flyers and posting them

around the area. Another stage is to create an online fundraising campaign which will

be opened until the end of the project to generate financial support from internet

users around the community. Also, the proponents will approach local businesses and

barangay government representatives to contribute financially or an equipment, such

as the raw materials for speed bumps and willing labor workers, that are required for

the project.

4. Preparation

- The proponents will get ready and make the necessary purchases in the fourth month

such as the raw materials for the speed bumps and signages, speed guns, supplies for

the flyers and stickers to be given out to attendees on the seminar/webinar. They will

then check to see if all the required tools and equipment, as well as the personnel the

barangay has provided, are available for usage. To make it more organized, the

proponents will make schedules for each worker in the barangay. Following that, the

proponents, with the help of the barangay officials, will then set up the materials and

prepare it at the designated street.

5. Designing

- In the fifth month, by setting up the streets, the proponents will now proceed in

designing the speed bumps and signages in where they will be easily noticeable by

drivers. In addition, the proponents will make a layout of the neighborhood which

will be used in showing the residence on the seminar/webinar, letting everyone in the

community know which streets will be closed due to construction.

6. Seminar / Webinar

- In the sixth month, the proponents will provide a Seminar / Webinar. They will seek

out a professional speaker who is willing to volunteer and share his or her thoughts

on the significance of the project. Then, the proponents will also discuss on how they

will be plan out the project. They will then choose the day and time for the seminar.

As most residents are only available on weekends, the venue should be convenient

and the schedule should be considered.

7. Installation

- Within the next three months, the installation part will occur. The proponents will

organize a meeting with the barangay government representatives where tasks will be

discussed and assigned. Thereafter, the proponents will carry out the tasks according

to their predetermined schedule for each barangay street. The proponents will

carefully advise each worker with the restricted preventive measures implemented by

the government.

8. Monitoring and Checking

- Monitoring will be done within the three months of installation to have the

proponents see the progress of the project and to see if the workers are following the

given schedule, following the government’s rules and regulations. The proponents, as

well, will check if the project is accomplishing its goals and objectives.

9. Documentation

- The proponents will carry out the documentation from the sixth month onward to

guarantee and assess the project's flow and progress. By having such documents, the

proponents can show these to the funding agencies and sponsors of the project to

show the project’s consistency and the report for transparency.

10. Evaluation

- Conclusively, the proponents will gather feedback from the recipients via a survey.

This will show whether the project was successful and whether the neighborhood has

improved. Following this section, the proponents will be able to determine whether

they have achieved their project’s goals and objectives.

V. Conclusion

Speed humps can be used to control the speed of moving traffic on roads and it can reduce

the number of car accidents in the area by decreasing the speed of vehicles. Due to the increasing

rate of accidents cause by over speeding, this project intends to reduce the speed of vehicles in

the streets to slow the traffic, following the installation of signages to further inform not only the

drivers but also the residence about the importance of road safety. By maximizing the

proponents’ knowledge about the said project, they aim to spread awareness, advertising

“OPLAN Stay Alive – Think and Drive” on Facebook, Instagram, and TikTok for better

recognition form the public since social media platforms are widely used nowadays. By

implementing such efficient and effective measures, this project will evidently prevent accidents

that have a negative impact on the community.
