1. PREAMBLE:
Despite various preventive and precautionary measures taken in the operations, the
possibility of a mishap has to be thought of, as there will be always a residual risk in any
operation which may lead to emergency situations. Hence, the need to prepare a Contingency
Plan for dealing with incidences is likely to affect LIFE and / or PROPERTY, both within the
working premises and in the immediate neighborhood.
Such an emergency could be the result of malfunction of the Plant & Equipment or non-
observance of operating instructions. It could, at times, be the consequence of acts
outside the control of plant management like severe storm, earthquake, flooding, or deliberate
acts of arson or sabotage.
A Major Emergency in the plant is one that may cause serious injury or loss of life and
damage to the property.
This Emergency Response Plan (ERP) explains the code of conduct of all personnel in the
plant along with the actions to be carried out in case of an Emergency. This plan gives the
guidelines for employees, contractors, transporters, visitors etc. It mitigates the effects of the
emergencies that contained within the boundary of the work area. It defines responsibilities but
also informs about prompt rescue operations, evacuations, co-ordination and communication.
2. EMERGENCY:
An unexpected and uncontrolled event that has seriously harmed or threatens harm to
workers.
Any potential occurrence such as but not limited to equipment failure, or failure of control
equipment which could endanger workers in the area.

3. NATURE OF EMERGENCY:
The emergency specified in the ERP refers to occurrence of one or more of the following
events:
a) Fire/Explosion.
b) Major accident such as structural or building collapse, overturning of vehicles.
c) Natural calamities like storm, flood, earthquake, etc.
d) Sabotage act of terrorism, civil commotion, air raid etc.
4. OBJECTIVES OF ERP:
To control the emergency, localize it and if possible eliminate it.
To avoid confusion, panic and to handle the emergency with clear cut actions.
To minimize loss of life and property to the plant as well as to the neighbourhood.
To make head count and carry out rescue operations.
To treat the injured persons.
To preserve records and to take steps to prevent recurrence.
To restore normalcy.

event of fire emergency in the anywhere at site .

Shall carry out the works assigned to each individual during the emergency response
committee meeting.
Shall be responsible for a smooth operation at the project area by communicating the
situation updating the event and control the rumor.
Shall be responsible to control the traffic at project entry and keep access clear of any
obstruction to ensure free movement of ambulance and other vehicles.
Shall not allow any vehicle to park near the entrance or on the road, which are not required
for the rescue operation.
Temporarily suspend the entry of visitors and other workmen who are not required for the
rescue operations.
Main Controller
Inform to emergency Co-coordinator and arrange for public addressing system.
Monitor the situation continuously.
Keep administration in standby mode for vehicle requirements & First aid services through
administration officer.
If fire is uncontrollable. inform

Protect himself & proceeds to site quickly. Access the magnitude of Incident.

installation and property.
Advice the emergency vehicle to reach with medical aid.
Shall assist the First Aid person to attend the injured and, rush the injured to the hospital
after giving the first aid.
Arrange/ assist for the required facilities through Accounts & Administration for the
necessary medical aid, manpower, money, conveyance etc.
Give any own instructions to rescue with consulting the emergency response team.

Assist to rescue team as per the advice of the Emergency Response Committee.

Shall be responsible for identifying a suitable person at the hospital throughout the
emergency treatment of the patient. Shall complete the formalities (in case of surgical
requirements) and coordinate with the Doctor.
Ensure the availability of emergency vehicle always and any additional in case of
emergency.
Every typical floor of the towers (DCP 5kg), fuel storage area (DCP 5kg), and Office
premises 5 Kg), D.G locations (DCP 5 kg) shall provide with minimum one fire extinguisher.

All typical area in mechanical stores & client stores area route map displayed with
emergency exit routes to assembly point.
Fire extinguishers are being checked on weekly basis by EHS department and
documented on monthly basis.
Emergency Response committee has been constituted for responding quickly from all
areas.
Training on emergency preparedness for the team members.
Workmen /Staff are trained to operate the fire extinguisher at site.
Assembly point is located near Security office at entrance. (As per emergency escape plan
route)

Procedure:Procedure for Raising Alarm
On discovering the fire/emergency, information will be given to the main controller with
following details.
Location of Fire/Emergency:
Attempt will be made to fight with the fire by using nearest right type of fire extinguishers.
If it is uncontrollable fire, fire alarm will be raised by either main controller or time office,
whichever earliest.

operated to alert all the workers in the site.

If any of the equipment is not working, runners would be engaged to send the
communication.
Assembly Point:
Assembly point is designated place for all workmen to assemble at the prominent location
by using shortest possible route, during emergency time. Head count will be done at the
assembly point.
On Control Emergency:
Finally, when the emergency has been brought under normal control the main controller will
direct the emergency response committee by giving “All Clear Signal” thus employees and
those connected with emergency roll call at assembly point, and rescue team would come
to know the emergency situation has now come under normal control.
Fire response
In case of a fire
If possible, nearest right type of fire extinguisher & Water hose will be used to extinguish
the fire. DCP and CO2 type fire extinguishers are provided at various locations to extinguish
the fire. Water hose is also kept at every floor.
If the fire could not be controlled, then the following action will be taken.
Communicate to time officer/emergency coordinator located in the ground floor about the
emergency.
Communicate to the Emergency Response Committee.
Main Controller/Time Office will arrange for public addressing system immediately upon
ascertaining the situation of fire.
As soon as the alarm starts all workmen will move to the respective assembly point at
ground floor.
Emergency Response Committee will gather in the ground floor near to time office and they
will collect correct information. Also will evacuate the workforce at quickest time.
If the fire is still not under control, Call will be made to

Workforce will assemble near the assembly point Head count by the concern engineer,
Supervisor and Charge hands
Time officer will inform Ambulance services at for further requirements.
Evacuation
Evacuation from the site is required only in major emergencies like uncontrollable fire,
Bomb threats, Major collapse of structure etc.
On hearing the alarm, all the workmen will assemble near the respective emergency
assembly point.
The security / time office will bring the entry register to the emergency assembly point.
The time office in charge will organize head count for dept and head counting team
organize for the head to ensure the no one is trapped in the fire.
On completion of Head Count Procedure, personnel will be sent from site via the main
entrance to outside the site. No personnel should stop anywhere to collect their personnel
belongings etc
Workmen shall be returned to job after getting “All Clear” signal from the main controller
for the respective teams.
Emergency controller / EHS Engineer will investigate and send the investigation report to
BUEHSM

◙ Try to put off the fire with the use of fire extinguisher immediate.
◙ If you are not aware about the usage, just leave the area by shouting “Fire” …. it will have
noticed to others.
◙ All the available workers must calmly orderly have leave the site. (Including bathrooms,
office, etc.)
◙ If you get caught in smoke, get down on your hands and knees and stay low; smoke and
fumes raise, so the cleanest air in the floor.
◙ If water is available, use a wet rag or cloth as filter through which to breath.
After a fire:
◙ Follow the direction of emergency response personal. Don’t enter the site until “All clear”
signal is given.

Bomb threats are made in a variety of ways. Often times they are called in, usually to the target, but they can also
be communicated in writing or by recording. All bomb threats are to be taken seriously at L&T. If a bomb threat is
received, follow the procedures outlined below:
· The location of the bomb ,· The time the bomb is set to explode ,· The type of bomb
· The type of container the bomb is in ,· Why the bomb was placed there ,· The caller’s identity
3. Alert another staff member to call the telephone company to attempt to trace the call
5. Listen for any background noises, voice inflection, accent or anything else that would help to determine the origin
of the call.
6. Notify emergency response team about the threat; for informing to police and other assistance.
7. If evacuation has been decided upon, no one will enter the office until the police department has given an all
clear to management member in charge.

Once the bomb threat has been received, all employees will evacuate the site upon instructions from properly
identified emergency response. All evacuees will report to outside pre-designated assembly area for accountability.
· If a suspicious package or letter arrives at the site, personnel should not open it.
· Contact the nearest supervisor or manager immediately after evacuating the area.
· Do not put the package or letter in water or a confined space, such as a desk drawer or filing cabinet.
· If possible, open windows in the immediate area to assist in venting potential explosive gasses.
· In site and office evacuate all and shift to emergency assembly point.
· You can stay in the open space near to the fabrication yard at jetty and emergency assembly point at office.
· Get out from under any possible display, fixture, or equipment that could fall during the incident.
Emergency Procedure:
In the event of an earthquake the engineer/in-charge should take charge of the process. The Engineer/in-charge
should instruct all employees to duck and gain cover.
1. Move away from windows or objects that may fall on you. 2. Take shelter under a table or sit or
stand close to pillar. 3. If you are outside, get away from the building and any overhead
cables/poles ‘4. Do not switch on/off any equipment 5. Do not use open flame

are in immediate danger. 3.Use stairs, do not use elevators. 4.Open doors carefully. 5.Watch for falling objects.
· The Engineer/in-charge should remain calm, and help escort as many employees and guests out of the site as
possible without affect to himself.
· If possible turn off equipment's and electricity. Stay clear of all downed/damaged electrical lines.
· Help any employees or guests in need of assistance. Do not attempt to move a seriously injured person unless they
are in immediate danger.
· All employees will evacuate to the designated safe area provided on your evacuation map.
· The Meeting Area Coordinator will conduct a head count of all employees. Immediately notify the emergency
personnel of any employees missing.
· DO NOT re-enter the facility for any reason until given the “All Clear” signal.
The best response to encountering a person about to become violent or open hostility is to try to defuse the
implementing violence or prevent more violence. This means following these steps in order:
1. Accept the situation as it is; apathy, denial and ignorance reduce safety and survival. Stay calm.
2. Don’t endanger yourself unnecessarily. Run away. This is most possible when verbal abuse is encountered and
before physical violence has occurred. If running away is impossible, then hide using counters, desks or other
physical barriers as shields.
3. If you are unsuccessful in running away or hiding, then “fight”. In situations where threats

Understand the person’s mindset. Speak in a soothing yet authoritative manner.
c) Offer to help find a solution; ask the person for the solution he wants. Present options whenever possible.

e) Stall for time. Maintain or gain distance. Watch for chance to escape to safer area.
f) Watch for signs of impending violence. If imminent jeopardy of death or serious physical injury, you may have to
act to save your life. (Personal judgment call.)
2) If safe to do so, the Emergency Response Team Members should take the Emergency Binder and radio with them.
3) Emergency Response Team Members should remain calm, and help escort as many employees and guests out of
the site as possible.
5) If possible, a sweep of the building should be conducted for any remaining employees or guests.
6) All employees and guests must evacuate to the designated safe assembly area indicated on the Key Technology
emergency evacuation map
7) Time officer will conduct a head count of all employees at the meeting areas. Immediately notify the Coordinator
of any employees missing.
8) DO NOT re-enter the facility for any reason until told to do so by the Assembly Area Coordinator or the
Emergency Response Team Coordinator. DO NOT leave the property or go to your vehicle unless approval has been
given.
10. If it required to evacuate port itself, use main two gates (Gate No 2 & Gate no 4 at Paradip Port Ltd. ).

ii. Communicate with Respective engineer in charge available at site and monitor
the situation.
iv. Advice on public address system that everybody should assemble at “emergency
assembling point” which is a designated place at site.
vii. Advice operators to park the cranes and heavy equipment in a safest place.
ix. Check the chances to fly-off G.I. sheets and if found necessary burden the same
with sand filled bags.
xi. Contact Respective engineer in charge and tell them to head count the people
assembled at emergency assembling point.
xii. Contact School (Temporary safe refuge) to get the school opened.
xv. Make necessary arrangements to provide drinking water and food, etc.
xvi. Maintain constant communication with Paradip Port Ltd. and weather bureau
officials.

•Know your flood risk to your location’s access and escape routes
•Keep roof and parking lot drainage systems free of any obstructions
RESPONSE
•Don’t drive through flooded areas. If your car stalls, abandon it immediately.
RECOVERY
•Ensure that facilities and equipment are cleaned, dehumidified, sanitized and deodorized
•Do not turn on utilities until the structure, the building is checked for gas leaks.

FALL
WHAT TO DO?
• If the victim is unconscious, not breathing or has a
serious injury, call the ambulance immediately
• Make sure the area is safe for everyone and check the victim for
any injury, bleeding
• Do not move the victim from the position you found them in,
unless they are in danger
• Apply first aid and stop all bleeding
• Support head to ensure head, neck and spine are aligned.
• If you suspect neck injury, keep a rolled towel on either side of the
neck
• If the victim is not breathing open the airway, using the jaw thrust
method and give rescue breathing

SNAKE BITE
WHAT TO DO?
• Immediately call an ambulance
• Press a clean cloth directly on the bite
• Firmly wrap the bite and the area above and below it with a
bandage. The bandage should have enough pressure to stop the
swelling but NOT the blood flow
• Keep the victim completely still and use a splint or sling to make
sure the area of the bite does not move
• Determine the snake species only if it is safe to do so
• Use Anti-Venom only if you are certified
WARNING: Do not cut the wound with knife or suck out the venom, it
will make the situation worse
• Do not wash the area of the bite
• Do not let the victim move around

WHAT TO DO?
• Always call the ambulance
• Turn off the power and ensure the area is safe before
approaching
the victim
• Protect yourself by standing on dry insulating material
• If you need to move victim away from electrical source, push them
with a nonconductive material… wood, book, rubber mat
