The IMO in brief

Founded in 1948, the IMO:


– Works towards improving maritime safety
– Fights marine pollution
– Is setting up a compensation system for people incurring financial
losses linked to marine pollution
– Has established an international system for distress calls and searches
and rescue operations

What are the rules?

Performance Standard For Protective Coatings for Dedicated Seawater


Ballast Tanks

Designed to control the quality of ballast tank coatings including:


– Surface preparation
– Coating application
– Inspection
– Coating quality

For application in Newbuildings and at least full refurbishment (not concluded)

Improve quality means improved safety


Cost will increase – but all have to comply

Timing

The New Rules are proposed in two phases:-


– 1st July 2006 for New Bulk Carriers over 150m in length (revised SOLAS XII/6.3)
– Remaining IMO regulated vessels from 1st July 2008

Delegations from Newbuilding Countries argue against these dates


– Probably no change to dates, but some crucial exemptions within specific areas
– Contracts prior to xxx etc…

Performance Standard For Protective Coatings for
dedicated seawater ballast tanks

Applicable to dedicated seawater tanks (Ballast Tanks) for all types of ships
and double-side spaces of bulk carriers

Target Useful life of 15 years

• Estimated but not limited


– can vary according to operating conditions such as ballast times and
temperatures during voyages etc…
• Rules dictate how this shall be achieved
– by, choice of coating system, steel preparation, application, coating
inspection and maintenance

General Principles

As previously:
– Inspection, surface preparation and coating process shall be agreed
upon by owner, yard and coating manufacturer

Inspections shall be clearly reported in the coating technical file


– technical file is a document to follow the Newbuilding into service life as
an integral part of the ship supplied

General Principles

This being a standard aiming at a target life, any reference to maintenance


(in this standard) should be for mechanical damages and not deterioration of
the coating. Unless otherwise stated.
– Regardless of this, any faults or deterioration shall be repaired in
service regardless of cause

Periodic inspection in service is required

Ship design to allow better coating performance


– Rolled profiles, reducing scallops and avoiding general complexity in
design

Shall include, but not limited to:


– Statement of compliance or type approval (coating)
– TDS
– Shipyard Records
– Inspection and repair procedure

Basic Coating Requirements

Coating Type
– Epoxy Based Systems (including Epoxy Mastics)
– Other coating systems with performance according to the test procedure
(ie. new technology)
– A multi coat system with contrasting colours
– Final coat of light colour to ease inspection

Pre-Qualification
– B1 approval
– 5 years in-service history where class has notation after 5 years
inspection of 'GOOD'

Specification

Film thickness:
– Nominal DFTs are proposed – one shall be chosen
• NDFT 325µm & 85/15 rule, min 300µm
• NDFT 300µm & 90/10 rule, min 270µm

Number of coats:
– 2 full coats and 2 stripe coats with epoxy coatings
– First stripe coat to be extensive, second according to need for thickness
(or not)
– Can be evaluated with new technologies in line with specified testing

Primary Surface Preparation

When no shop primer is used or it has deteriorated


– Sa 2½ with profiles between 30 – 75 µm
– Blasting should not be carried out when
• the relative humidity exceeds 85%
• the steel surface is less than 3 °C above the dew point

Zinc Containing silicate shop primer shall be compatible with the main
coating system
– Coating manufacturer to confirm
– Discussion around a general shop primer approval

Primary Surface Preparation

Soluble salts
– 50 mg/m² of Sodium Chloride (NaCl)
– 70 mg/m² of Total soluble salts Same

Surface Pretreatment after erection


– Butts and small damages up to 3% of total tank area, St3, or Sa2½
where practicable.
– More than 3%, then Sa2½

Acceptable Dust Level

• ISO 8502-3
– tape test
– max dust level : 2

Secondary Surface Preparation

Steel shall be prepared so that the coating can be applied and perform
in accordance with the given specification

– Remove sharp edges / weld spatter / and any other contamination in


accordance to ISO 8501-3
– Edges to be rounded to a min. 2 mm radius
– No oil contamination
– Sa2½ on damaged shop primer and welds
• Again being discussed further
– No Abrasive inclusions
– Otherwise same as Primary Surface preparation

Other Issues

Ventilation
– Adequate ventilation for application, drying and curing and continued
after application process according to coating manufacturer
recommendations

Environmental conditions for application


– The relative humidity shall be below 85%
– The steel surface shall be more than 3°C above the dew point

Other Issues

Testing of coating
– Destructive testing to be avoided
– DFT to be checked after each application and final total DFT after
completion

Repair
– Any defects, pin holes, bubbles, voids etc., to be marked up and
repaired
– All repairs to be recorded and re-checked and documented

DFT Control

Measurements to include but not limited to:-


– At least one measurement per 5m² of flat surface area
– At least one measurement at 2 – 3 meter intervals and at 15 mm from
the edges of tank boundaries
– Longitudinal and transverse stiffener members and Main Supporting
Members
• Measurements according to drawings - in the standard at 2 – 3
meter intervals and not less than 3 sets between main supporting
members, where one set at each end and one at the mid point
– Around openings one set per side
– 5 measurements per m² but not less than three on complex areas such
as large brackets of main members
– Additional as seen fit by coating advisor

Coating Inspection Requirements

Coating Advisor to be NACE II or FROSIO red certified

Inspection shall include but not limited to


– surface preparation at all stages
– DFT at all stages
– Cure of all coatings including the shop primer
– Block Assembly & Erection
• Visual prior to and after surface preparation
• All standard measurables (detailed in this standard)

Product Pre-Qualification

Existing Products
– B1 classification in DnV testing
– 5 years 'Good' Classification
– Fingerprinted

New Products
– To be tested in an extended B1 testing procedure
– Fingerprinted
– Limited capacity – so difficult to get new products through the test
institute (DnV)
