1.0 General
1.1 The following defined terms, gensrally in arcordance with BS 5975, will be used:-
1.1.i Formwork: Tentporaty works used to give the required shape ancl support to poured
concrete, ie shutters.
1.1.2 Falsework: Any tenrporary structure used to support a permanent structure while it is not
self-supporting.
l.Z Other types of tenlporary work such as coffcrdarns, earthworks and acccsses are also
covered.
ti 1.3 In order to comply with tire requirenicnts of the Costain International Healttr and Safery
Procedures for the Hunter Projects, the following relevant procedures are mandatory.
2.1 Every item of temporary works; eg falsework, cofferdams, access scaffold, forrnwork etc;
must be properly designed.
2.2 Drawings and/or sketches must be preparecl to enable temporary works to be constructed.
Any restraints to be applied to the loading of tenrporary works must be clearly shown on the
drawings or sketches and indicated in the calculations
2.3 Designs may be carried out iu the Project Office or by the supplier of a proprietary system.
In either of tltese qxes The Project lvlanager or Nominated Representative will write and issue a
Design Brief which will be copied to the Temporary Work Co-ordinator or his Delegated Deputy.
---/' Within the scope of the Hunter III Project the only area where tiris is expected to be required and

2.4 For the definition of minor tenrporary works see section 3.3.
2.5 The Design Brief will take the lbrrn shown in appendix 1. It may be amplified by
correspondence if llecessary. All pars of the proforma must be cornpletecl.
2.6 A requirernettt for an Independent Design Check may be inclucled for the scaffold in section
2.3 above. If it is not it will be assumecl that it is either not required by legislation or contract or
that other arraltgemelrs will be nrade.

3.0 Design
3.1 Chechs
3.1.1 Wren all independent Temporary Works Design Check is required by legislation or Contract
it will be done by a Chartered Engineer where possible. If a Chartered Engineeiis not available, t6e
clteck will be carried out by a suitably experieuced engineer. The degree of experience necessary
will be decided by the Projrct Managcr or Nominated Representative. lhis will be done by
reference to thc design type,conrplexity ancl any rclevant specification.
3.1.3 A Checking Engineer may be from the Projrct concerned or another ProjecUOffice,but must

not ltave been involved with the initial design. If a suitable Checking Engineer is not available the
Chief Engineer will be consulted regarcling an external checking organisation.
3.1.4 A Design Brief will be issued in the same way as for an initial
design but must state clearly
that it is for an INDEPENDENT Design Check. Details of the checks required will be given ani
any requirernent for a Design Check Certificate stated.
3.2.1 A Design Check Certificate will be issued for clids done when required by a Brief. This
will either be of the Civil Engineering Division pattenl shown in upp.nOi* 2 or of a sirnilar
acceptable forrnat.
3.2.2 Copies of any Design Check Ccrtificates issued rnust be retained on Site by the Temporary
works Co-ordinator or his Delegatecl Deputy as Quality Records. Any rnodifications mactl to a
Ternporary works Design after the clcsign check has been conrpleted must be referred back to both
the designer and tire checker for approval. Modificatiolls may only be incorporated into tle
temporary works after these approvals have been received in writing. ' :

A Temporary works Co-ordinator (lWC) will be appointed for the Project. The Projrct Manager
will norninate a tnenber of Project Management in writing to act as the TWC ancl Delegated
Deputy.
Tlte TWC and his Delegated Deputy must have suitable temporary works experience.
The duties and responsibilities of the TWC or Delegated Deputy ale as follows:-

a) Co-ordinate all complex tetnporary works activities including those of sub-
contractors
b) Ensure that thc various responsibilities have been allocated and accepted
c) Eruure that a dcsign brief has been established with full consultation, is adequate,
and is in arcord with thc actual situation ou site
d) Ensure tllat a satisfactory temporary work design is carried out
e) Eruure that tlie design is independently checked for concept, structural adequacy
when required by BS 5975 or the Specification and cornplies with the Design Brief.
This check rnay be carried out by the TWC if suitably qualified

4.4 It
is recommended that the Ternporary Works Co-ordinator and his Delegated Deputy are
made aware of tlte guidelines of BS 5975. Particular attention should be paid to the sections
included in appendix 4 which are:-
Tlte TWC or Delegated Deputy must be given thc authority to stop the work if he is not satisfied
with any aspect of the temporary work.
5.2 A P/A to Proceed (Appendix 6) is valid until the nexr I-IOLD POINT indicarecl in the design
calculations, drawings, sketches or I&Tp is reached.
5.3 A P/A must be uncouditional. If the TWC or Delegated Depufy finds that there are faulg in
tire temporary works the PIA must ttot be issued. A P/A will only be issued when the faults have
been rectified and re-inspected by the TWC or Delegated Deputy.
An appropriate PERMIT must be issuecl by safefy officer prior to start of activities.
For repetitive work suclt as pouring of the capping bearn or ground support works such as trenches,
cofferdams etc wltere tlte issue of a 'Pertnit to [,oad' is inappropriate, the 'Permit to proceed' will
be used. The TWC or Delegated Deputy rnust ensure that the work are carried out according to
any methods and assulnptions stated in the dcsign. This will be done by regular inspection *6i.tt
may be recorded in the Diary of the Twc or his delegated cleputy.
5.4 The P/A profornta included as appendiccs to this section rvill be used on the project. All
sectionsof the form nust be complcted.
6.0 Sub-contractors
6.1 Where sub-contractors arc cniployccl who design and/or erect ternporary works, t6e duties of
the TWC or Delegated Deputy are unchanged. Tlre TWC or Delegated-Oeputy must carry
out the
duties described in Section 4.2 and, have the authority clcscribed in Section 4.3.
6.2 Costain lnternatiottal, as main Contractors, must monitor the sub-contractors' activities'to
ensure compliance with theCostain International Health and Safety Procedure for the Hunter Phase
III Project and all otirer relevant codes of practice. All sub-contractors' temporary works must be
designed, checked, erected and Perrnits issued as if under the direct control of Costain International
Limited.
