to authorize the setting up of a Lay Private General Secondary Educational Institution named:

“BEST ANGLO-SAXON COLLEGE” (BASCO) Bitotol

THE MINISTER IN CHARGE OF SECONDARY EDUCATION,

MINDFUL of the Constitution;
MINDFUL of law n°2004/022 of 22 July 2004 to lay down the rules governing the organization and functioning of private education
in Cameroon;
MINDFUL of decree n°2008/3043/PM of 15 December 2008 to lay down the modalities for the organization and
functioning of private education in Cameroon;
MINDFUL of decree n°2019/001 of 04 January 2019 to appoint the Prime Minister and Head of Government;
MINDFUL of decree n°2019/002 of 04 January 2019 re-organizing the Government of the Republic of Cameroon
MINDFUL of decree n°2011/410 of 09 December 2011 to form the Government;
MINDFUL of decree n°2018/190 of 02 March 2018 completing certain dispositions of decree no 2011/408 of 09
December 2011 organizing the Government of the Republic of Cameroon;
MINDFUL of decree n°2012/267 of 11 June 2012, to organise the Ministry of Secondary Education;
MINDFUL of the application file to effectively create, tendered by Mrs LEMBI ABEN NGIA.

HEREBY ORDERS AS FOLLOWS:

Article 1: In compliance with the stipulations of articles 4, 5, 6, 7, 8 and 9 of decree n°2008/3043/PM of 15 December
2008, Mrs LEMBI ABEN NGIA in her capacity as proprietress, is authorized with effect from the date of signature of this
order to set up the first and second cycle of a Lay Private General Secondary Educational Institution called: “ BEST ANGLO-
SAXON COLLEGE” (BASCO) at Bitotol, Nkolofamba Sub-Division, Mefou and Afamba Division, Centre Region

Article 2: The proprietress must respect the building plan attached to the application file for creation. In case of
modification of the said plan, it must be forwarded to the Minister of Secondary Education for prior approval. At the time of
effective opening, the proprietress must do so only for the type and cycles of education authorized above.

Article 3: The present order shall be valid for five (5) years with effect from the date of signature. It is personal and non-
transferable and under no circumstances should this serve as an authorization to open the school. Any defaulter will be
subjected to severe sanctions as prescribed by the regulations in force.

Article 4: The services of the Ministry of Secondary Education, administrative authorities and authorities of Private
Education Organizations are charged with the implementation of this order each in its domain of competence.

Article 5: The present order will be registered and published wherever need be.

PRESENTATION: This document was forwarded to the Minister of Secondary Education

by the Regional Delegate of Secondary Education for Littoral with a favourable
recommendation.
