Abstract
The main purpose of this study is to assess the role of CSOs in promoting good
governance in Menesibuworeda. Explanatory qualitative methods is used to attain
the objective of the study. There are many civil society organization in
Menesibuworeda however, the research was focus on three civil society
organization because of shortage of time, finance and the study of the research
area is on distance/far/. Respondents were selected through simple random
sampling and purposive sampling techniques. The gathered data would analyzed,
summarized and presented qualitatively. The study reveal that civil society
organization have important role in promoting good governance by helping
development program and providing of education.

CHAPTER ONE
1. INTRODUCTION

1.1Background of the study

Governance means the process of decision making by which decisions are implemented or not
implemented. Governance insures through public strengthen, anti-corruption, encouraging
growth of private, effective delivering of public service and tries to establish the rule of law
(Sheferaw,2006). Good governance prevails when the government respect the rule of law, listen
the voice of people, full fill the election promise, draft a law that maintain justice, create security
and peace for all citizen, fight corruption and then it is possible to say government is practicing
good governance(Asagidew,2006)

The major elements of reform process including the introduction of formal, decentralization on
the base of ethnic federalism. Of course, it is true that Ethiopia is not new to associational life in
general and civil society in particular. Community based life or what is commonly called in
formal and self –help association are well known and familiar parties or social and cultural land
scope in rural and urban area ( Alemu and Dejene, 2006).

Menesibuworeda is located at western part of Ethiopia which is 596 km far from the capital city
of Ethiopia, Finfine. In Menesibuworeda there are several local civil society organization and
fewinternationalcivil society organization those provide humanitarian service to the needy
people. This research proposal mainly will intend to explore the role of civil society organization
which is found in Menesibuworeda especially in promoting good governance.

1.2 Statement of the problem

Good governance is a wider agenda that occupied at the center of the discourses on the
development and democracy. This indicates that, it can be considered as among the precondition
for basic human rights. In addition to this, good governance allows citizens to acquire the
necessary services as well as information from the concerned bodies and also citizens can secure
their freedom to express their opinion and idea.

In contrast to the above, the absence of good governance limits the promotion of both human and
democratic right and it hinders the development and traits of democracy. In turn, this will restrict
the overall development of particular nation. Generally, the breakdown of accountability,
transparency and high level of corruption vise versa poor economic management leads to high
level of poverty, political instability and frequent military coups in some countries and failed
political institution (ADB,2010).
Therefore, this study was aimed to investigate the role of civil society organization that are based
in Menesibuworedaand to examine the challenges of these civil societies faced in their day to
day activities with it’s possible solution to solve the existingproblem.

In the same way, Mena Sibu District is selected due to its high population rate, especially in
which many populations are lived in this woreda and most researchers are focuses their research
on mendi town but at the moment the research is need on this area weather the civil societies are
extend their role down to the rural population or, not. Thus, the finding of the research fills the
gap by emphasizing on the role of civil society organization in promoting good governance in
the area which play role for the population.

1.3 Objective of the Study

The study has both general and specific objectives.

1.3.1 General objective

The general objective of the study was to identify the role of civil society organization in
promoting good governance in Menesibuworeda, western Wellega Zone.

1.3.2 Specific Objective

The specific objective of the study is include:-

 To identify the role of civil society organizations in promoting good governance in the
study area.
 To identify the factors affecting civil societyorganizations in promoting good governance
in the study area.
 To identify possible opportunities for civil societyorganizations to promote good
governance in the study area.

1.4 Research Questions

This research addresses the following basic questions.

 What is the role of civil society organization in promoting good governance in the study
area?
 What are the factors affecting civil societyorganizations in promoting good governance in
the study area?
 What are the opportunities for civil society organizations to promote good governance in
the study area?

1.5 Significance of the study

The study would contribute in the following importance:


The study would bring good insight and direction about how civil society can participate in
enhancing good governance in MenesibuWoreda.

The study at certain level has significance to regional and local government in showing the
importance of civil society organization in up lifting good governance.

The study would also create favorable condition for those who will further study on the issues
related to the topics on wider scale.

1.6 TheScope of the study

The study was confined to identify the role of civil society organization in promoting good
governance in West Wollega Zone, Menesibuworeda.Thus, this research will be mainly focus on
assessment of the role of civil society organization promoting good governance in Mena
SibuWoreda.

1.7 Organization of the study

This stud isconsist of five chapters. chapter one contains the introduction part of the study
including background, statement of the problem, objective of the study, research question,
significance of the study, scope of the study, limitation of the study, and organization of the
study. Chapter two contains an over view of related literature thatinclude the relevant concepts,
theories and issues related to good governance and civil societies. Chapter three emphasized on
the research methodology which comprises description of the study area, research approaches,
sources of data, target population, sampling techniques, sampling size of the study, data
collection instrument (questionnaires and interview), method of data analysis and ethical
consideration. Chapter four contains analysis, presentation and discussion of the collected
information/data/ where Chapter five is contains conclusion and recommendations of the paper.
CHAPTER TWO

2. Literature Review

2.1 The Concept of Good Governance

The concept of good governance is defined as the exercise of political,economic and


administrative authority to manage a nation’s affairs, public resources and attempt to settle the
different disagreement that rose at all level. According to Anderson (2005) governance was
never allowed to become a conceptual “strait jacket” but was expected to function as rather loose
frame work which each researcher covered creatively explored political issues of significance.
The problem that encounter therefore is not the limitation streaming from the imposition of
making sense of the wide range of interpretation of governance the authors brings of the agenda
(Ibid).

Governance is described as the process of decision making and the process by which decisions
are implemented or not implemented. It is the analysis of governance that focuses to corporate
international governance and between international and other sector of society (UNDP, 2006).
The concept of good governance often as the model to compare in effective economy, political
bodies with variable economy. Because, the term good governanceaid organization and
authority developed countries often will focuses the meaning of good governance to set a
requiring consent (Ibid).

In the long discourses on investing detailed theoretical argument surrounding the concept of
good governance is beyond the immediate scope and purpose of this introduction. It would
suffice to adopt a definition which more or less, incorporates basic element commonly shared by
most existing of political powers to manage the affairs to the state. In the broader sense, it refers
to the various processes relating to the leadership, such as policy making, private and civil sector
in determining how power is exercised (Mary, 2006).

2.2 Characteristics of good governance


Good governance has eight major characteristics. These include participation, rule of law,
responsiveness, consensus, orientation, equity, effectiveness and efficiency. According to
(HNDP, 2006), have reflected on the element of good governance and their relation to
development.
Participation: -Well informed citizens that make national and effective use the information
circulating in the public sphere in their participation in decision making (MC Nair, 2002).
Responsiveness: Good governance requires that institution and process try to serve all stake
holders within responsible time frame work. It is seem as real indicators of good governance
(Graham, 2003).
Consensus: There are several actors and as many viewpoints in a given society. Good
governance requires mediation of best interest of the whole community and how there can be
achieved(C,G,G,2003)
Equity: All men and women have opportunity to improve or maintain their being. A societies
will be depends on ensuring that all. Its members free that they have stake in it and no feel
excluded from the mainstream of society. This requires that all groups but particular the most
learned double have opportunities to improve maintain their well being (Ibid).
Accountability : Decision makers in government the private sectors and civil society
organization are accountable to the public as well as to institutional stoke hold accountability is a
key elements of good governance not only governmental institution but also private sector and
civil society organization accountability to the public who is accountable to varies depending on
where there decision or actions taken are internal and external to an organization or institution
(Ibid).
Effectiveness and Efficiency: Good governance means that the process and institution produce
results that meet the needs society while making the best use of resources at their disposal. The
concept of efficiency is the best use of resources at their disposal. The concept of efficiency in
the context of good governance also covers the suitable use of natural resource and protection of
the environment.(Ibid)
Rule of Law: good governance refers fair legal form works that are enforced impartially. It
alsorequires full protection of human rights.Particularly those of minorities. Impartial
enforcement of law requires and independents judiciary and an impartial and corruptible policy
force(Ibid).
Transparency: This is usually associated with openness and information sharing which enables
the public to make informed about matters that concerns them. Effective transparency
encumbers the corruption growth and contributes to the social and political stability prevalence
(Kaufaman,2002).
2.3 The Concept of civil Society
The term civil society is controversial as it is defined in various way. The world Bank uses the
term civil society to refer to the wide array of nongovernmental and not for-profit organization
that have a presence of public life, expressing the interest and values of their members or
others , based ethical, cultural, political, scientific, religious philanthropic considerations. Civil
society organization therefore refers to a wide array of organizations, community groups,
professional associations and foundations. As to the commission of European
communities(2001), civil society includes group of trade union and employers organizations
( social partners); non-governmental organizations; professional associations; charities; gross
roots organizations; organization that involve citizens in local and municipal life with particular
contribution from churches and religious communities. Department for international
development (DFID,2001) used the term civil society to describe the broad range of
organizations in society which fall outside government which are not primarily motivated by
profit. They include voluntary association, women’s groups, trade unions,community groups,
chambers of commerce, farming and housing comparatives religious or tribal based groups,
sport, cultural groups, associations, academic and research institution, consumers groups and so
on.
Conventionally, civil society is defined especially as the political space between the household
and the state (contentious, 2001). It takes a more organizational and instrumentalist view and
thus civil society in terms of an arena of negotiation. It is where individual attempts to constitute
themselves in arrangements themselves and advances their interests.
It is thus comprises asset of nongovernmental organization institutions associations(formal and
informal) authority structure, and collective activities, which group the mass of population
together in different ways. Nevertheless, organizational and instrumental definition tend to
ignore relational aspects of civil society. Thus, for instance, although state and civil society are
separate from each other, they are also in several ways dependent on one another (Ibid).
In Africa context, civil society organization have played an important part in communal life and
civic structures across Africa. It is not uncommon to Africa societies that have organized
themselves either in age, labor, parish, faith or other forms of civic groups to advance their
common interest ( Prisicilla,2011). Nonetheless, the African traditional civil society
organization have gone through various trajectories, which in turn, have shaped and reshaped
the functions of civil society organizations depending on the circumstances of each country or
region. In this regard, the governing political ideological in Africa in Africa have a strong
influence on the civil society organizations. Also, as Opoku (2007) point out civil society
organizations in most parts of Africa have existed in the pre-colonial period in various forms
such as self-help and solidarity groups to strengthen collaboration and mutual assistance among
the members of similar localities.
The state of civil society government relationship has gone important trajectories since the
1980swhen the neo liberal approach become more dominant in shaping the political of most
Africa countries. As Robinson (4007 ) point out, neo liberal influence in Africa has been
pronounced since the 1980s when international donors like the world Bank and the IMF
prescribed the structural adjustment programs (SAPs). As the result, traditional African civil
society organization where side –lined; leaving the civic space for modern and western based
nongovernmental organizations. Donors have used them aid one of their preferred aid delivery
mechanism rationalizing their effectiveness over the African government and traditional African
civil society organizations.
The basic that have been governing the formation and cooperation of most type of civil society
are the 1960s civil code of the empire of Ethiopia and association registration regulations of
1996. These laws are generally un responsive of the realities of the sector, as they fail to take in
to account the diversity of the profiles among civil society and contemporary appreciation of
their roles in good governance and development (Desselegn,2008). In adequacy of the existing
law and other reasons expressed in the CSP justified its promulgation. The reasons that enforce
the government to acct the law aware to ;- ensure the realization of the citizens right to
association enshrined in the constitution, aid and facilitate the role of charities and societies,
enable and encourage the charities and societies to develop and achieve their purposes in
accordance with the law, create asituation in which the operation of charities and societies are
transparent and accountable, and ensures charities and societies operate legally.
2.4. The 2009 Civil Society Proclamation in Ethiopia
The government of federal democratic republic of Ethiopia (FDRE) has introduced charities and
societies proclamation No,621/2009, effective from13th February 2009.The objective of the law
as provided for in the preamble is to ensure the realization of the citizens right to association and
right to aid and facilitate the role of charities and societies in the overall development of
Ethiopian people. However, when the law is implemented the reality on the ground showed that
instead of realizing the right to association and facilitating the role of civil society organization.
It was found to be restrictive, mainly to environmental nongovernmental organization/civil
society organization(Kefauver,2012). This has been manifested through limitation of
intervention area mainly advocacy on the one hand and 30% of the budget allocation to
administrative cost.
With respect to limitation of intervention area mainly, advocacy, all SCo s/NGOs including
environmental NGOs/CSOs are not allowed to undertake any advocacy work if they receive
more than 10% of their fund from foreign sources. One may be surprised when looking in to the
law, mainly articles 14 sub article 5of the proclamation, us undertaking environmental advocacy
is not among those charitable purposes and activities limited to only Ethiopian charities and
societies who are supposed to mobilize more than 90% of their budget from within the country.
However, systematically through the limitation of budget allocation and interpretation of the law,
it has been found that engaging in environmental advocacy is not possible practically.
As the result, systematic, democratic and organized effort by environmental NGOs to mobilize
the source of disadvantage, valuable and affected groups towards changing and influencing
unfriendly policies or initiating conducive policies, laws practices are found to be impossible,
this has led to silenced position of NGOs and free ride approach by the government mainly on
some policy measures.

2.5. Classification of Civil Society Organization


The typology of civil society organization various depending on the context used. According to
Desseleng (2008), civil society institution in Ethiopia are divided in to four broad categories:
these are non-governmental organization, advocacy organization, interest group institution,
commonly organization. CSP dealing with the formation and operations of divided in to two
broad categories as charity and society. It envisages three forms legal establishment of charities
and societies depending on the law under which are formed, sources of income, compensation of
member’s nationality and place of residence. These three forms of association including:
Ethiopian charities or Ethiopian society, Ethiopian resident charities or Ethiopian resident
societies and foreign charities.
2.6. The Role of Civil Society
The experiences in preparation poverty reduction strategies have broken new grounds in history
socioeconomic policy making for developing countries. The two important new elements in
these strategies are the prerequisite for the inclusion of the poor in the formation of the programs
and their being result oriented one manifestation in popular participation is the enhanced
activities on issues by civil society organization(Mechael,2002).
In this respect the working of Ethiopian economic association(EEA) provides a case in point.
The EEA aid professional organization that engages in policy research works aimed at solving
the multitude of economic problems in the country. During the preparation of Ethiopia poverty
reduction strategies paper EEA embarked on major project entitled training and civil society
participation enhancing project it involves survey as well as several consultative process that
provide for people to have their voices heard(Ibid)
Furthermore a number of programs were arranged of allow the inclusion of other section of
society such journalist and parliamentarians. For developing countries the formation of poverty
PRSPS represents departures from past experience in development policy in several ways. First
development plans have been transformed in to explicitly result to cause commitments to ward
reduction reviling wide spare poverty. Secondary, perhaps the more emphatic aspect the
introduction in to the policy making process of modality that demands a participatory approach
(Ibid).

3. Research Methodology

3.1 Description of Study Area

MenesibuWoreda is located at western Ethiopia which is 596 km far from the capital city of
Ethiopia, Finfine. Menesibu is one of the woredas in the Oromia region of Ethiopia, named after
its administrative center, Menesibu as part of western wollegazone ,which is bounded by Kiltu
Kara in the east, BenishangulGumuz regional state in the north, Qondala district in the west and
BaboGambel district in the south direction. The total population for this woreda estimated
approximately 144959 of whom 74158 were men and 70801 were women’s. This Town has
altitude and longitude 463’N37O49E4.7830 37.0830 and an elevation of1500-1730 meters above
the sea level. It has been still the administrative center of wollega zone as well as
menesibuWoreda (CSA,2005).

3.2. Research Design and Approach

The study was Descriptive qualitative research .this type of method was appropriate and help to
harness the detailed and deep insights and understandings of the topic under
study.Thedescriptive researchtype would help to determine the research design, data collection
method and selection of subjects. Additionally, the research was conduct such types of research
to undertake in depth study through explore attitude behaviors and experiences using methods or
data collection instrument as key information on our topic on the research general data collected
questionnaires, description, verbal description and design . It would be chosen due to subject
nature of data which helped together citizen’s opinion and experiences through interview.
3.3. Sources of Data

For the purposes of study the researchers was used both primary and secondary sources of data.
Primary data would be collected through key informant’s interview. Secondary data would be
collected from relevant literatures such as, books, library, magazines, etc. After the sample was
made the researcher would develop instrument of data gathering which was help full to gather
primary data like questionnaires, interview, Mendi administrative workers, employers and
different respondents and other means of secondary data gathering instrument may be devise to
the primary data.
3.4. Target Population

The target population of the research study would be the resident people of Menesibu, which
could be used as a source of data for the study and also there was other sources of information
like CSOs office, action for development in the town political organization.

3.5. Sampling Techniques

The study willemploy both simple random sampling and purposivetechniques to collect data
from residents; and from the workers of civil society organization office. This is to get relevant
information to the issues.YOU NEED TO SPECIFY CLEARLY THE SAMPLING
TECHNIQUE YOU GOING TO EMPLOYE FOR BOTH RESIDENS AND FOR OFFICE
WORKERS!!!

3.6. Sample Size

For the study totally I would take informants from 3organization randomly, due to the method
was obtained by selecting one unit on a random basis and chosen additional elementary units at
evenly spaced intervals until the desired number of units was obtained. (WHERE IS SAMPLE
SIZE) YOU NEED TO SPECIFY CLEARLY!!!

3.7. Data gathering techniques


There were several ways of collecting the appropriate data which differ considerably in context

of money or costs, time and other resources at the disposal of the researcher. The researcher was
select one of these methods of collecting the data took into consideration the nature of
investigation, objective, and scope of the inquiry, financial resources, available time and the
desired degree of accuracy (Girma, 2014).Thus, by considered the above conception the major
data collection techniques of the study would bestructured interview, Focus Group Discussion
and In-depth interview to assess the role of civil society organization in promoting good
governance.

3.7.1.Survey
This method is used to reveal specific facts about the issues. It is also the most visible and
pervasive form of research techniques in gathering data

3.7.2. Focus group discussion


FGD would be selected to collect the data due to it is quick and relatively easy to set up and
useful in gaining insight into a topic that may be more difficult to gather informationthrough
other data collection methods.In addition also due togroup dynamics could provide useful
information that individual data collection did not provide.

3.73 In-depth Interview


In depth interview would be selected to collect the data due to it could provide much more
detailed information than what was available through other data collection methods. Thus, in-
depth interview would be conducted with civil society organization of the study area.
These participants of in-depth interview would purposively selected by assuming that they have
deep experience and relevant information about the issues in the study area.Also, in-depth
interview would be conducted with employees of selected organization for the study. These
respondents of in-depth interview are purposively selected by assuming that they have deep and
relevant information about the issues from their organization responsibilities and continue
involvement in the issues.as well as, they have roles to participate developing good governance
with all stockholders.

3.8. Method of Data Analysis

The data would be analyzed through qualitative methodto give clear understanding about the
issues. Therefore, qualitative data would be analyzed and presentgethrough description,
narrating, translating, categorizing, assembling and interpreting the issues deeply, contextuallyto
come up for the report.
3.9. Ethical consideration

In order to ensure that the study would be carried out in an ethical sound way, the researchers
save guard the dignity, rights, safety, and wellbeing of the study participants. The researchers
would have obtain their consent and protect their confidentiality. The researchers was
accordingly obtain their consent to participate and protect their security. In the course of the
study, the researchersobtainedwritten consent from individuals and institutions that participate in
it without coercing or unfairly pressuring any one. The researchers will also obtain their verbal
consent and agreed with them that their real names would not appear in the study. It was
important to protect the identity of the people from whom the researchers would gather
information. Thus, the researchers was code their names in the codes , while keep a list of their
real names in secure file.
CHAPTER FOUR
4.Data Presentation and Analysis
The chapter deals with the presentation and analysis of collected data from three organizations of
Teacher associations, civil society office and administration office. The study draws respondent
from those organization for the purpose of questionnaires an interview. The questionnaires
distributed for the respondents of the employees and members of the teachers association ,
civil society office and Action for Develcsopment of Menesibuworeda .Therefore, the
interpretation was made depending on the majority os the responses in terms of questionnaires
items and interviews.

4.1 .The role of Civil society organization in promoting good governance


in menesibuWoreda.
The respondents reported that the organization had some role in promoting good governance in
Menesibuworeda. There are many civil society organizations in Menesibuworeda. However, the
researchers focused on three civil society organizations. This indicates that civil societies of the three

The respondents answered that the teachers association play role by providing quality of education
and,the majority of them answered that Civil society organization play role by helping people how they
participate in constructing democracy and communicate with government through peaceful
involvement in developing good governance. In addition, the Action for development helping
government’s in participating in developmental program. Whereas, some of the respondent answered
civil society organization can play other roles to promote good governance in MenesibuWoreda .
Respondents further elaborated the area of participation of civil society in promoting good governance
of the study area in the following manner.

Civil society usually participated in providing quality of education and responded and directed by
governmental policy as well as applies the government policy .As a result the organization tries to
achieve the quality of education jointly with the government and address the goal of government on
education. I helps by giving priority for women and disabilities to get loans to empower women in
economy. Civil society plays a role as decreasing poverty and ensuring the environment by doing on the
climate relicenseeconomy on the study area.

4.2. The Importance of Civil Society Organization in Promoting Good


governance Democratic Cultures
The respondent responds that the importance of civil society organizations to promote good governance
include delivery public service to the society and also help the government in development program by
working with the society. Whereas, civil society organization can play significant role in promoting
democratic culture through which citizen can pursue their common goals by treating community equal
and also by giving observation about honesty, trusty, equal support, and fair treatment among the
community in Menesibuworeda .
Even though there is no civil society organization in promoting democratic culture by influencing
government policies, the respondents responds that civil society organization can play significantrole in
promoting democratic culture among the community in Menesibuworeda . There fore, as the
respondent responds civil society can promote democratic culture without influencing government
policies. For instance, trust, honesty ,equalityand tolerance when they used scarce resources and also
they provide equal treatment without regarding sex, racial, and religion. Additionally, the respondent
responds that civil society organization can develop democratic culture through empowering
women.The organization also give for them priority to get loans to empower in the community.

Generally the researcher concluded that civil society organizations can play a pivotal /essential/ role
in promoting good governance and democratic culture in MenesibuWoreda through providing equal
treatment and supporting women’s.

4.3. The more role of civil society organization in promoting good governance
in menesibuworeda
The majority of the respondents realized that civil society organizations are play more role in promoting
good governance through creating awareness among the respondents said that they contributed by
providing several aid and few of the respondents said that they contribute for good governance by
monitoring and controlling the activities of government officials and providing or suggesting commenter
in order to amend the problem .

As the result, from interview, civil society organization in Menesibuworeda , can play more role in
promoting good governance . Their role in promoting good governance can be manifested in different
ways. Through advocacy they play a role to ensure that the issue of special social group’s such as
children and women’s and disable or marginalized groups were included in policy issue. In this case they
can promote situation for such for such groups in which their needs and wants are meet.

Teacher association play more role in promoting good governance in Menesibuworeda by providing
service or fulfill the educational service to the school. And also can create conditions for quality of
education . It also can solve the problem of school service or materials. Furthermore actin for
development/AFD/ can play a pivotal role in MenesibuWoreda. And also can work to change the
economic conditions of the community or to raise the society standard of life. In generally AFD in
menesibuworeda work on economic, social and other areas of the community and they contribute
more fore existence of good governance which is the base for all explained above.

In addition The teachers association also work to change the livelihood of the people by supporting
school of the area by providing materials and supporting teachers on giving quality education for
citizen.

From this, the researcher can concluded that CSO plays crucial role in order to secure and realized the
presence of good governance by accomplishing several tasks, particularly in relation to creating
awareness among the Menesibuworedasocieties and also the public officials about the importance of
good governance.
In addition apart from the above questioners, interview data were collected from interviews of
Menesibuworeda of Action for development, teachers associations, and public affairs office. The data are
analyzed here under the following manner . As respondent responds the benefit of society from civil society
organizations in Menesibuworeda , in proving quality of education in order to develop the awareness of
community about gender quality.the respondent especially from public affairs office and from teacher
association and relatively from action for development describes that their organizationsbenefit the society
in providing saving habit to change their living standard and reducing poverty. Their objective is also to
promote good governance. This has pervasive/universal/effective to promote good governance in
MenesibuWoreda.

The respondents from Action for developments adds that first of all, the organization establishment
is the implication of good governance and the organization providing different service to bring good
standard of living to the community hand in hand with government and also provides job
opportunities for unemployment and in effect it increase the wealth of the society with regard to
this, the major target of good governance is also making wornness , effective use of resource and
make equal opportunity to all communities above ideas is the good contribution of good
governance.

Generally, the organizations have their own goals and objectives to solve the problem of the society
with the government . Hence, those organization established for helping society and for promoting
good governance. However, this organizations is faced different problems to achieve its goals. This
is because of lack of fulfilled transportation in the rural area, insufficient budget of the organizations.
Uncomfortable topography, the distance of civil society organization from zonal level lack of
governmental interference in terms of fund raising to the organizations are the major problems of
the organization to extent and participate in promoting good governance.

4.4 Factors hindering civil society organization to promote good governance in


menesibuworeda
The majority of the responds reported that the associations have challenged in promoting good governance ,
whereas, some of the respondents reported that there is no challenge to promote good governance in the
study area. This indicates that as majority of the respondents reported,there are challenges to promote good
governance in MenesibuWoreda . The respondents who said yes further elaborates the challenges of civil
society in promoting good governance in the study area in the following manner.

Lack of skilled man power


Lack of strong support from government side
Un sufficient workers of the organization and mobility the employees to achieves on the goals and
objectives of the organization.
Shortage finance on the side of Organization
Lack of strong rules and regulations of employees by organizations
Some people do not want loans, because they believe that taking loan is sin

5. Conclusion and Recommendation


5.1 Conclusion
The paper has tried to highlight the roles of civil society organizations in promoting good governance . It also
explores specifically the record of the role of civil society organization in Menesibuworeda .describing the
past changes and features prospect of civil society , the contribution reflects on issues such as the legal
framework of non-governmental organizations, their founding situations and the institutionalizations of the
cooperation between good governance and civil society . The study conclude that civil society has an
essential role of civil societal development and good governance, as well as the rule of law , effective and
efficiency of service, based on the basic questions, and major findsof the study has the following conclusion
could made as follow:-

 Major findings of the study:


The result of the study indicate that the major problems problem in the role of civil society organization
in promoting good governance are lack of skill man power, lack of man finance, luck of conducive
environment by government, absence of due attention for this organizations further more; due to the
above problem, the organizations do not achieve its goal and objective successively. As a result the
finding indicate that, there are no clear policy and implementation guide lines that persuade civil
society organizations.

The study also finding that the society is benefiting from the organizations as the organization is
providing saving to them, in order to change their living standard and reducing poverty and advisor
service. In addition the study finding that civil society organization teach the society in participate in
governmental activity and struggle in promoting good governance in the study area.

Based on the collected data, the study shows that the majority of respondents are founding the
productive age, degree and diploma educational kevel those are the hope of the country in the study
area.

5.2 Recommendation
The researchers would like to forward some recommendations that help civil society organization either
to do more than what it has been doing under the presence of such constraints and limitations or to
overcome such problems in order to have an enhanced role in good governance. Hence the following
recommendations would contribute to their full achievement of their objectives.

Lack of economic availability do not enable them to promote good governance in which the need and
interest of society can better be addressed. So, minimize some of some of this problems by creating
conducive environmental situation such as, rules, regulations, standard or issues which enables different
activities of civil society organization with full confidence on educations, health and food security as well
as the development of the country should create better and wider participation of such charitable
organization.
The close relation between the government and civil society organizations could bring better
achievements for the existence of good governance. Therefore the government and civil society
organizations should have established standard link between central, regional, local and Keble level,
which help them to get the necessary information through supervisor activities and reporting system.

Finally, the activities of the civil society organizations and expansion in to local community in promoting
good governance are remarkable, such development role and contributions of the civil society
organizations in promoting good governance activities should appreciated and get necessary support
from the government.
