World Health Organisation has declared the recent outbreak of novel Corona virus
reported from Wuhan city, Hubei Province in China (COVID- 19), as Public Hea
Emergency of International Concern. As per the WHO report on 7 th March 2020,
countries have reported COVID-19 positive cases. In India, as on 9 th March 39
cases tested are reported positive. In Andhra Pradesh,suspected cases are be
reported from the persons returned from the foreign travel.Several measures
have been initiated by the state for containment and surveillance activities for CO
19. In order to effectivelymonitor the same it is decided to conduct active surveilla
in the entire state to identify all the persons returned from foreign travel
on or after 10th February 2020.

1. All the districts shall conduct active surveillance and line list all
travelerswho returnedfrom abroad on or after 10th February 2020,to identif
suspect cases in allthe villages/wards.
2. All the Households in the village/ward shall be visited by ASHA
assisted by Village/Ward volunteer for tracking of foreign return
persons and their health status. This process shall be conducted on
11th and 12th March 2020
3. Every ASHA along with Gram/Ward volunteer shall visit all the
households in villages/wards and enumerate the number of persons in the
house hold, number of persons who have returned from abroad on or a
10th February 2020and number of family members currently in abroad. De
of every household shall be filled in FORMAT Aby the ASHA and uploade
the Gram/Ward volunteer in the Gram/Ward Volunteer App.
4. Dedicated online application has been developed in Gram/Ward
Volunteer for data entry. Gram/Ward volunteer shall initially entry the
particulars of ASHA name, ASHA phone number, Supervisory officer nam
and Phone Number and PHC code (RCH code).
5. In case of any household member returned from the foreign travel
or after 10th February 2020, details shall be collected from the above
persons in the FROMAT B and the details shall be uploaded in the Gram/Wa
volunteer App by the Gram/Ward Volunteer.
6. One Public Health Staff (ANM, MPHA(M), MPHS(M), MPHS(F)
,MPHEO, PHN and CHO) shall be appointed for every 5 ASHAs. These PHS sh
ensure the completeness and quality of active surveillance.
7. PHC Medical Officer is in-charge for all these active surveillance acti
and further management. Medical officers shall ensure that every foreign
returnee, who has not completed 28 days home
isolation, shall be visited on daily by the concerned PHS.
8. Data of all foreign travelers will be made available in the MSS
webportal. Medical officers shall upload the data on daily basis on hea
status of the foreign returnees.
9. In caseany suspect case (Foreign returnee with symptoms) is
identified, ASHA and PHS shall inform to MO PHC immediately. MO PHC sha
contact state call centre or district call centre for guidance totransport thor
designated 108 ambulances and to admit in designated health facility
identified in the district for COVID-19 Management.
10.All the staff involved in surveillance activities shall be provided with the
gloves and masks.
11.Suspect’s residence and adjoining areasshall be sanitized with 1% so
hypochlorite solution by village sanitation team. All the water sources in the
village / ward shall be chlorinated.
12.District Medical and Health Officer is nodal officer for surveillance
activitiesin the district.
13.District Collector/ District Nodal officer shall draw the action plan for
active surveillance and data uploading and ensure that health status of all th
foreign returnees are monitored.
