Checklist for Chief Engineer’s Standing Instructions

The following instructions are presented to ensure safe and efficient engine room operations. They are
complementary to Company’s Ship Board Procedure Manuals. There is no alternative to individual
initiative and common sense when faced with a critical situation on board. Any doubts or suggestions
regarding these orders may be discussed with the Chief Engineer at any time.
A) HOT WORK
1. No hot work is to be carried out outside the designated area, anywhere on the vessel, without
permission from C/E or 2/E.
2. Hot Work Permit to be completed prior commencement of hotwork.
3. Duty Engineer / 2nd Engineer will be responsible for ensuring that the work site is safe for hot
work.
4. Continuous supervision and checks are to be maintained throughout the period of hot work.
5. A portable fire extinguisher and a charged hose or bucket of water to be kept standby till
completion of work.
6. Where required a check for flammable vapours and sufficient O 2 also to be carried out.
7. Upon completion of the job, the person supervising the job to close the PERMIT for the job been
completed, and materials and equipment been withdrawn. The completed permit to be returned
to the Master for filing.
1. Duty Engineer / 2nd Engineer will be responsible for inspection, gas freeing and ventilation of the
space.
2. Enclosed space entry permit is to be completed and filed.
3. One responsible person is to remain at the entrance to the confined space, in constant touch
with the party entering. Entry Permit to be displayed at entrance. SCBA set to be kept standby at
entrance.
4. Master / Chief Engineer to be informed prior entry & after completion of work.
1. All E/Room personnel are to be in proper working clothes including full sleeved boiler suits,
safety shoes, ear protectors, helmet and working gloves whilst at work.
2. Proper protective gear should be used while handling chemicals, welding, checking batteries,
grinding, chipping, etc.
D) ENGINEER’S CALL
In case any urgent assistance is required due to malfunction of any equipment or Emergency. All
Engineers should be called immediately using the Engineer’s Call Alarm.

E) SAFETY EQUIPMENT
1. All E/Room personnel should be familiar with the location and operation of all safety equipment
on board.
2. Tests and checks to be carried out on all equipment as per PMS and recorded.
3. Any defects observed in the safety equipment should be attended to on a priority basis.

1. Prior using any lifting equipment always check weight of object to be lifted and confirm that the
equipment is designed to handle that load.
2. Check all wire slings, eye bolts, shackles etc. are in good condition and suitable for load to be
lifted .

5. Do not suspend lifting tackles from pipelines or weak supports as these may give way causing
severe damage to personnel and machinery.
J) LOG BOOK
1. All entries are to be legible and accurate. Duty Engineers are to sign all entries. Do not white out
any entries All corrections are to be canceled and initialed (keeping the canceled entry legible).
2. All important operations and checks should be logged down.
3. Please bear in mind that the Log Book & Movement book are legal documents.
4. Daily work done not to be maintained in the E/R log book but in the separate registers.
5. Please ensure no pages are torn from log book/movement books.
K) UMS OPERATION
1. The UMS operation of Engine room will be between 1800 hrs and 0800 hrs or at duty change
timings as per Chief Engineer.
2. 2nd, 3rd and 4th Engineers will be Duty Engineers for the day, from 0800 hrs to 0800 hrs, in
rotation. (or from 1200 to 1200 hrs).
3. UMS checklists to be filled and signed by the duty engineer and also logged in log book.
4. Alarms during the UMS period are to be promptly attended to and recorded in the alarm register.
5. Investigate and confirm any bilge alarm and do not blindly transfer bilge’s.
6. Thorough round of the engine room is to be taken when engine room is manned again after UMS
operation.
7. Duty Engineer will be assisted by a Motorman during the night round for safety reasons. All
alarms to be accepted & not left unacknowledged or with audio alarms off.
8. No one is to enter the engine room during UMS operations without the knowledge of the duty
engineer / bridge.
9. When entering the engine room alone duty engineer should put on the dead man alarm.
10. During UMS operations the Duty Engineer should remain within the range of alarm panels. If
required he should delegate another engineer for the period he is going to be unavailable.
11. Duty Engineers are forbidden to consume any alcohol during the entire 24 hr period & at least 6
hrs prior taking charge.
12. Bridge to be informed when putting E/R on UMS mode / on leaving E/R after attending an alarm
condition.
13. Ensure standby Aux. Eng. is ready to start mode at all times.
14. Confirm with bridge that all fire alarm zones are in normal operation and none isolated.

L) INVENTORY
1. Promptly update receipt & consumption of spares / stores to maintain an accurate inventory.
2. Store all spares safely and take precautions to avoid corrosion and damage.
3. Periodically inspect spares to check for any signs of deterioration and damage and rectify.
4. Inform Chief Engineer of low levels and anticipated consumption to plan requisitions.
5. Ensure critical components e.g. liners, etc. are supplied with class certificates.
M) MAINTENANCE
1. Always inform Chief Engineer prior isolating any equipment for maintenance.
2. Carry out all checks necessary prior restarting any machinery after maintenance. Avoid
shortcuts.
3. PMS routines for all equipment to be followed.
N) WATCH – KEEPING
1. All Engineers should be familiar with handing over / taking over watch procedures and follow all
instructions sincerely.
2. The Engineer of the watch should not hand over the watch to the relieving engineer if he has
reasons to believe that the latter is not capable of carrying out his duties effectively.
3. The relieving Engineer should satisfy himself that the members of his watch are apparently fully
capable of carrying out their duties efficiently.
4. The relieving Engineer should not take over the watch until he has examined the E/room log
and checked for conformity with his own observations.
O) POLLUTION PREVENTION
1. All Engineers must be familiar with the oil transfer procedures and spill contingency plan.
2. All transfer operations are to be carried out by the D/Engineer and not delegated to Motorman or
Junior Engineer.
3. Engineer carrying out transfer should not be involved in any other job for the duration of transfer.
4. No oil transfer is to be carried out in port without the Chief Engineer’s permission.

12. Where overboard discharge of Sewage, due design or regulations, is not permitted, the
overboard valve to be kept lashed in shut position. The holding tank to be emptied before
entering such zones.
P) BALLASTING OPERATIONS
Q) GENERAL
1. All engineers should be familiar with the operation of all machinery in engine room in normal as
well as emergency mode.
2. All Engineers should read, understand and sign Company S & Q Manuals.
3. All E/Room personnel should be familiar with SEP checklists / procedures and comply with them.
4. Boiler water and Cooling water tests should be carried out and recorded regularly. Enter results
in Log Book.
5. Do not always rely on high level alarms when filling tanks, check level physically.
6. Always ensure all drain trays and save all’s on deck are unplugged to prevent accidental water
ingress especially during heavy weather.
7. All shore assisted maintenance will be supervised by Chief Engineer / 2nd Engineer. Never rely
completely on “The Experts”.
8. Registers to be maintained for following :
a) M/E maintenance record.
b) A/E maintenance record.
