I. Introduction

A. General Statement

1. Topic: Imposing stricter government policy for social media

2. Claim- Positive

3. Hook- People wanted freedom, how will the government help regulate social

media if it impose stricter policies?

4. Background Information- In the modern society, social media is powerful and

inevitable that the new generation brings the necessary attitudes and

knowledge to manage themselves without problems in digital environments.

Kids and adults use social media daily for recreation purposes or latest trends

and news. Students may use it for getting information in order to do their

homework. Business owners and employees may use it to transact with their

clients. However, sometimes people experienced abusive behavior from people

online, banking fraud, scam, fake news and others. Therefore , imposing

stricter government policy for social media can help solve this problem.

Philippines is a democratic country, will this work?

B. Thesis Statement: Although social media makes communication easier, the

government should provide stricter rules in order to

prevent cyberbullying, violence, fraud and the spread of

false information.
II. Social media may actually allow people to express their own

ideas and emotions that may help others.

A. Freedom of Speech

1. The dictionary definition of speech may be limited to the written or

spoken word, we’re really looking at types of expression. This applies to

visual interpretations, as well as artistic forms of speech.

2. It promotes the free exchange of ideas.

3. Helps people to have a chance to ask questions or share perspectives,

therefore it creates more learning opportunities in society.

B. Connect with people

1. Enables them network and stay connected with their friends without

physical meetings.

2. No matter if you are searching for a former college roommate, your first

grade teacher, or an international friend, no easier or faster way to make

a connection exists than social media.

3. This is a great feature for teachers to use to facilitate classroom

discussions because it lets them utilize the vast store of information

available on the Web. This can be a great time saver for the teacher -

since students no longer need to visit a library to conduct research- and

it can be a great way to engage distracted learners.

C. Unfiltered comments

1. Unfiltered comments reveals the truthfulness of an issue or event.

2. Allows the internet influencers to get opinions of different people of


their blog or post.

3. Everyone will be more open.

III. Social media should be regulated by stricter government policies

A. Prevents cyberbullying

1. Cyberbullying can include sharing personal or private information about

someone else causing embarrassment or humiliation.

2. Bullying can cause serious long-term problems for both the bully and

the bullied. The bullied person can have problems in school, issues with

depression, slipping grades, and could even resort to drug use to deal

with the problems caused by the bullying they experience.

3. The long-term effects of their behavior include drug and alcohol abuse,

trouble with the law, dropping out of school, and committing domestic

violence as an adult.

B. Reduces the spread of false information

1. Clickbait are stories that are deliberately fabricated to gain more website

visitors and increase advertising revenue for websites. Clickbait stories

use sensationalist headlines to grab attention and drive click-throughs to

the publisher website, normally at the expense of truth or accuracy.

Clickbait can influence individuals’ emotional states, whose response

may result in their behavioral intentions (Pengnate, Young, Chen, 2018).

2. Prevents the elderly and children from being deceived by fake news or

being affected by negative news. They can’t distinguish whether the

news are real or not.


3. Imposing stricter government policy can lessen the spreading of rumors.

C. Reduces different types of scams

1. Allow people to shop online without worrying about fake goods or e-

commerce where scammers fail to provide goods that the consumers

have bought, or send good which are counterfeit or substandard quality.

2. Prevents the investment scam, fraudsters advertise a ‘too good to be

true’ investment opportunity to reduce the consumers being scammed.

3. Identity thief, giving criminals access to vast amounts of personal data,

which can then be used to target specific demographic groups and

personalize scams to make them more convincing. For example, using a

person’s real name, or making reference to their hometown, recent

holiday, hobbies and friends.

IV. Imposing stricter rule on social media to avoid bank fraud and, prevents

identity theft, because it has a huge impact to society.

A. Creates a huge impact to youths

1. The positive impact of social media on the youth today include making

them update on the events and trends happening around the world.

2. Social sites impact the lives of youths in a society a great deal in terms of

morals, behavior and even education-wise.

3. “From the many interviews carried daily, youths say that social media

platforms make their lives enjoyable, efficient and easier and has also

become their lifestyle.”

B. Avoids bank fraud


1. Bank fraud is a serious problem on social media.

2. Synthetic identity theft is a type of fraud in which a criminal combines real

(usually stolen) and fake information to create a new identity, which is

used to open fraudulent accounts and make fraudulent purchases.

Synthetic identity theft allows the criminal to steal money from any credit

card companies or lenders who extend credit based on the fake identity.

3. Getting personal information by giving lottery and free gift scam.

C. Prevents identity theft

1. Lessen the percentage of being scammed by using other people’s

identity to get some cash from their friends. Identity thief, criminals

access to vast amounts of personal data, which can then be used to target

specific demographic groups and personalize scams to make them more

convincing. For example, using a person’s real name, or making

reference to their hometown, recent holiday, hobbies and friends.

2. Gives people a peaceful life.

3. Identity thieves increasingly use computer technology to obtain other

people's personal information for identity fraud. To find such

information, they may search the hard drives of stolen or discarded

computers; hack into computers or computer networks; access

computer-based public records; use information gathering malware to

infect computers; browse social networking sites; or use deceptive

emails or text messages.


V. Conclusion

A. Summary

Even if it brings social media marketing, sharing of ideas , and quick

electronic communication of content to the society, the government must

implement policy to regulate the misuse of social media frauds, false

information, and influence individual’s emotional states.

B. Suggestions/ Feedback/ Bottom line

The government can impose strict media controls using monitoring

systems and firewalls, shuttering publications or websites, and jailing

dissident journalists, bloggers, and activists. 

C. Restatement of thesis

To conclude, social media allows freedom, easier communication, and

people can catch up with latest news and trends, however; there are many

negative impact to society if not regulated by government.
