1 PURPOSE
This procedure and guidance information has been developed to highlight fire hazards
and the precautions and suppression facilities necessary to prevent fires from occurring or
spreading on Jubail Polysilicon Project to prevent loss of life, serious injuries and damage
to plant, equipment and structures.

2 SCOPE
This is applicable to be used by all members of the Contractor Project Management Team,
Supervisors and Subcontractors personnel in all JPP Construction activities including
labor camps.

3 RESPONSIBILITY

3.1 Project Manager


The Project Manager shall support this procedure in the following manner:
• To ensure that the workings of this procedure are known and followed by personnel
with specified duties;
• To assist with the development of this Fire Prevention Plan to align with Emergency
Response Plan (P1-CON-A03-415)
• To monitor the effectiveness of this procedure by constant communication with the
line management down to the staff level.

3.2 HSE Manager


The HSE Manager shall have the following emergency response responsibilities.
• To provide whatever training is required for fire teams and fire wardens necessary
and appropriate for the Project.
• To arrange fire prevention and fire extinguisher training to other necessary persons
working on the project.
• To ensure that fire detection systems provided are adequate and that regular and
routine maintenance schedules are being followed;
• To provide personnel tasked with checking and maintaining fire extinguishers.
• To designate Fire Marshall who will oversee checking and maintaining fire
extinguishers in Contractor labor camp.
• To designate and maintain appropriate number of muster point
• To ensure that the maintenance of an inventory of flammable materials and control of
usage to the minimum required is followed by all section department
• To designate personnel to liaises with the electrical/instrumentation department for
the inspection, testing and servicing of fire alarms, smoke detection units etc.

3.3 Fire Marshall


• Mobilize all fire men to respond timely to any fire emergency including utilization of
fire truck, and other fire fighting equipments.
• Conduct daily fire fighting drills for fire men
• Lead in the regular inspection of fire fighting equipments, and fire alarm units.
• Maintain adequate records of all fire incidents
• In the event of emergency, facilitate mustering, shelter-in-place or evacuation
procedures
• Establish isolation perimeter and evacuate non-responding personnel to a safe area
outside perimeter and determine type and level of emergency response needed to
maintain isolation perimeter

3.4 Administration Manager Will ensure;


• Provision of a written emergency plan encompassing all areas under his control and
supervision, is prepared;
• That an appropriate number of office staffs are assigned with the responsibility to act
as fire wardens, with the duties of marshalling and controlling the evacuation of
premises. There shall be a minimum number of two marshals for each muster point.
• That office staff(in particular new starts) are briefed and kept updated on fire and
emergency response procedures including muster points
• Maintenance of an inventory of flammable materials and control the usage to the
minimum required.
• Provision of metal filing cabinets for documents, stationary and other
• Ensuring that a clean desk policy is being adhered to and that materials are not
allowed to accumulate, by regular housekeeping and checks of the offices at the
close of business.
• Daily checks of the office to ensure that walkways are not obstructed, carpet and
other fittings are secure, fire doors kept closed and that the means of escape are
being maintained;
• Liaise with the electrical/instrumentation department for the inspection, testing and
servicing of fire alarms, smoke detection units etc.

3.5 Camp Boss/Manager


• Ensure kitchen areas shall be monitored to ensure that electrical and gas fittings are
being turned off after use and do not present a fire hazard.
• Clear glass doors shall have the direction of opening e.g. Push/Pull and a warning
strip placed to prevent personnel running into them.
• Ensure that training in the use of fire extinguishers shall be given and instructional
sign boards shall be displayed to highlight the emergency procedures when fire
occurred.

• Ensure that personnel are informed not to interfere with fire detection or firefighting
equipment;
• Ensure that a ‘NO SMOKING’ and ‘NO COOKING’ policy applies in the bedroom
areas;
• Ensure that night security guards regular patrol the camp areas and ensure that fire
has not broken out; security lights are operable and identify any other potential area
of risk.
• Liaise with the HSE Department and Administration Manager on all fire prevention
matters.

3.6 Workshop Superintendent


• Workshops are maintained in a neat and tidy manner and that waste oil, rags and
other flammable materials are removed at the end of each shift or as necessary.
• Workshop personnel shall be instructed on the use of fire extinguishers, raising the
alarm and fire hazards in the work place.
• Battery recharging will be conducted in well ventilated areas, with no smoking signs
and fire extinguishers in place.
• Areas around pedestal grinders and other hot work type activities are kept free of
combustibles.
• Welding and burning shall be screened and controlled to prevent fire risk and
exposure to personnel.
• That flammable liquids such as; gasoline, diesel etc. are not used for cleaning
purpose.
• Provision of adequate storage areas that are located in places where exits,
passageways and stairways are not adversely affected.
• Ensure that paint materials with flash point lower than the atmospheric temperature
(or as per instruction stipulated in the MSDS) shall be stored in a mechanical
ventilated room.

3.7 Site Supervisors


• Ensures availability of basic firefighting equipment.
• Train workers on how to use fire extinguishers.
• Ensures correct extinguishing media is stationed on site.
• Implement measures to eliminate or control fire hazards.
• Implement controls on combustible materials, flammable materials away from
possible source of heat.
• Ensures escape route is not obstructed.
• Implement associated procedures, plan that prevent fire in the workplace e.g. Safe
Handling of Gas Cylinders, General Safety Regulation on Site, waste Management
Plan, and others.

• Implement the mitigation measures stated on risk assessment particularly for critical
works.

3.8 Material Manager


• Shall ensure that all Chemical purchased locally and abroad be provided with MSDS
and has appropriate storage area.
• Shall ensure that all chemicals upon deployment to each section and or
subcontractor be communicated concerning the fire hazard it may
induced.
• Shall provide competent individual responsible for proper protection when carrying or
transporting flammable liquid.
• Shall ensure that all Government relevant regulatory requirements when handling
flammable chemicals are completely and absolutely secured and provided

3.9 All Personnel


• All personnel should familiarize themselves with the locations of all emergency exits
from their work area and the location of their nearest Muster Point.

4 LIST OF MAJOR FIRE HAZARDS IN THE CONSTRUCTION SITE


Fire hazards include the following, but not limited to;
• Fires in office
• Electrical faults
• Vehicles
• Fuel Storage
• Flammable gas storage
• Smoking
• Hot work
• Mechanical friction
• Waste collection point
• Paint mixing shelter
• Lamination mixing shelter
• Welding and cutting
• Smoking
• Kitchen

5 INSTRUCTIONS
The following instructions apply to the precaution and arrangements necessary for the
protection of life and property on the project.

5.1 General
The following general instructions shall be followed and adhered to:
• Materials and equipment shall be maintained in an orderly manner that reduces or
prevents the possibility of fire spread.
• Materials shall not be stored in a manner that obstructs fire points, sprinkler heads,
alarms, emergency exits, electrical panels and walkways.
• Materials will not be stored close to, or in a manner that conceals, floor openings or
hoist ways.
• Doors provided for emergency escape will open outwards in the direction of travel.
• Equipment will not be fuelled while the engine is running.
• Smoking is prohibited whilst refueling, painting and laminating activities are taking
place.
• Incompatible materials will not be stored in proximity to each other.
• No Smoking Policy will be implemented. Provided smoking areas with steel ash trays
and signboards away from the worksite.
• Electrical wiring with connections shall be setting through the loop or circuit and no
exposed wiring shall be installed.

5.2 Site Supervision


• Particular care to be taken when carrying out hot work operations in locations where
combustibles may be present. This will include precautions such as; fire hazard
inspection of the surrounding area, removal of any combustible materials, provision
of fire blankets and fire extinguishers.
• Compressed gas cylinders shall be closed when not in use, stored and used in an
upright position, have their protective caps fitted when moving and transporting them
(unless by cylinder trolleys).
• Compressed gas cylinders shall be kept clear of electrical equipment and cabling
where they may become part of an electrical circuit.
• Gas cylinders shall not be taken into confined spaces, and feed hoses when used in
confined spaces shall be moved out when not in use.
• Oxygen cylinders shall be kept free of oil and grease.
• Fuel gas and oxygen hoses shall be clearly distinguishable in good condition and
secured properly.
• Cylinders shall be fitted with flash back arrestors.
• Fire extinguishers shall be available before hot work commences and persons trained
in their correct use.Provide lidded refuse containers for the safe disposal of aerosols
which have contained flammable materials label.

5.3 Portable Fire Fighting Equipment

5.3.1 Training

• Training must be arranged for an adequate number of personnel to be trained in the


use of portable firefighting equipment. This should ensure that there are trained
persons in every location where persons are working.

5.3.2 Provision and location of extinguishers


• Adequate numbers of portable fire extinguishers must be made available throughout
the site.
• The fire extinguishers must be located in conspicuous positions close to exits on
each floor.
• It is recommended that extinguishers be mounted off the floor at a height of
approximately 1.0 meter and clearly signed fire point.
• In the open, it is recommended that extinguishers be situated in red painted open
fronted boxes. The boxes should also be positioned above ground level with a sign
‘fire point’ at a height easily seen above any intervening obstructions.
• Appropriate fire extinguishers, e.g. Carbon Dioxide or Dry Powder; must be provided
close to electrical distribution panels and other major items of electrical equipment.
• All mechanically propelled site plant should carry a suitable fire extinguisher.
• The adequacy of portable firefighting equipment must be regularly reviewed as the
work progresses by the supervisor, safety officer and subjected to be replaced or not.

5.4 Maintenance and Inspection


• Fire extinguishers, hydrants and other fire protection equipment must be maintained
and inspected on a regular basis.
• In particular; weekly checks should be carried out to ensure the following :
• All fire hydrants are clear of any obstruction and clearly marked.
- Suitable fire extinguishers are in place adjacent to the fire risks.
- Fire extinguishers are fully charged, undamaged, no signs of visible corrosion,
clean from dirt and hoses in good condition.

5.5 Fire Response Procedures


If a fire occurs, any person near or witness the incident must, immediately carry out the
actions listed below 0

• Activate the nearest manual fire alarm.


• Call site security and give relevant details.
• Site Security to alert Fire Service, Emergency Rescue Team.
• Alert other personnel on site and remove any injured person(s) from immediate
danger.
• If no personal risk is involved, an attempt should be made to extinguish the fire using
nearest fire extinguisher or hoses.
• If in doubt, evacuate the premises and leave fire fighting to the experts.

• Evacuate building following the evacuation procedure.


• Go to designated Assembly Point.
• Follow instructions (See ANNEX 6.1)
