Congratulations! We are pleased to consider your application and would like to


invite you to Round II of the selection process of the Chief Minister’s Good
Governance Fellowship (CMGGF). In Round II, you are required to do the following:

1. Submit response to the selected case study question. You can choose any one
case out of the 15 case study questions provided below in this document. In your
proposal, please address the following components:

a. Identify the problem: Explain the problem’s scope and relevance and
identify the major issues and gaps
b. Craft the solution: Craft a thoughtful, implementable solution that would
address the problem as you see it.
c. Critique your solution: Present the biggest hurdles to your solution and how
you would address those hurdles.

2. Please tell us why you are suitable for the position applied under the CMGGF
program. (250 words maximum; note that this is in addition to the prescribed word
limit of 1500 words for the response to the case study question)

3. Please take a print out of the Declaration provided, sign it and send the scanned
copy of the same along with the other two deliverables.

to encapsulate your insights and the response to the question within the deadline i.e.
August 28, 5:59:59 PM IST. Please email the deliverable to

Additional Notes:

A. The semi-structured nature of the task is intended and hence the CMGGF team will
be unable to provide further details on it – please use your judgement to make logical
assumptions and state them in the analysis.

the word limit, the submission would not be evaluated. Feel free to use any available

Case Study Question I

Client: Secretary, Public Health Engineering Department, Government of


Chhattisgarh

Client Situation: In 2014-14, Chhattisgarh ranked number one in the country for
providing domestic water connections under the National Rural Drinking Water
Programme (NRDWP). At the same time, the fluoride content in water is beyond the
permissible limit in 17 out of the 27 districts in the state. (“Fluoride content in water
high in 17 districts of Chhattisgarh”, Indian Express, July 24 2015)

As a first step, the Public Health Engineering Department of the Government of


Chhattisgarh conducted an extensive survey to map out all the fluoride affected
habitations and water sources in the state. Accordingly, the survey revealed that a
total of 2095 water sources across 25 districts had fluoride content higher than the
permissible limit, as prescribed by the World Health Organization. Now, the
Secretary, PHED wants to develop a mitigation plan to address the issue and provide
safe and sustainable drinking water to all the fluoride affected habitations by 15th
August 2019.

The goal of this engagement is to identify the issues and gaps and accordingly,
conceive a multi-pronged strategy to address the issues in a holistic manner by
leveraging different schemes and financial resources at the disposal of the PHED.

Task: Please propose a creative solution for the client highlighting your preliminary
assessment of the situation and how the issue can be tackled over a period of two
years to achieve the desired results. You are also expected to identify and prioritize
the possible issues along with your recommendations.

Case Study Question II

Client: District Collector, Korba, Chhattisgarh

Client Situation: In June 2017, Chhattisgarh became a signatory to the Under2


coalition, aimed at reducing the greenhouse gas emissions 80 to 95 percent below
1990 levels, or limiting the CO2-equivalent per capita to two annual metric tons by
2050. (“Chhattisgarh joins global alliance against climate change”, Hindustan Times,
June 14 2017)

As a next step, the Government of Chhattisgarh has requested all the district
collectors to prepare and submit innovative proposals for the State Action Plan to
achieve the aforementioned objectives for the state. Accordingly, the district collector
of Korba, the power hub of Chhattisgarh, wants you to develop a proposal focusing
on sustainable and eco-friendly practices for the industries in the district. It is also
important to highlight that Korba is among the most critically polluted areas (CPAs)
in the country, according to the 2014-15 annual report of the Union Ministry of
Environment & Forests.

The goal of this engagement is to identify the suitable green interventions, highlight
their expected-impacts and accordingly, conceive an actionable strategy for the
district. To devise a sound plan, you must consider all the relevant stakeholders,
institutional mechanisms, funding sources and existing schemes.

Case Study Question III

Client: Chief Minister's Office, Government of Chhattisgarh

Client Situation: The Pahari Korwas are one of India’s 75, and Chhattisgarh’s seven,
“particularly vulnerable tribal groups”. Chhattisgarh has only 37,472 Pahari Korwas
left, scattered across four districts. (“Aren’t there other places with hills which have
road, power?”, Indian Express, January 4 2016)

The Hon’ble Chief Minister of Chhattisgarh, Mr. Raman Singh had announced an 11-
point programme for the “particularly vulnerable tribal groups” such as Pahari
Korwas. The measures listed in the 11-point programme include a house for the
landless, a hand pump for drinking water, electricity, health check-ups and ration
cards for all. Now, the Chief Minister's Office wants to take forward this initiative by
rolling out Direct Benefits Transfer (DBT) to increase efficiencies in government
payment systems and strengthen social protection delivery. As a first step, the CMO
wants to pilot the initiative in the three districts – Jashpur, Korba and Surguja – with
the highest population of Pahari Korwas and has assigned you the task to conduct a
DBT readiness assessment for the three districts.

The goal of this engagement is to select the relevant metrics for the assessment,
identify the critical issues and gaps based on the as-is situational analysis and
accordingly, recommend inputs for addressing the identified gaps. The pilot project
has to kick off on Jan 1, 2018.

Task: Please propose a detailed roadmap for the client highlighting your preliminary
assessment of the situation and how the DBT can be rolled out to achieve the desired
results. You are also expected to identify and prioritize the possible issues along with
your recommendations.

Case Study Question IV

Client: Secretary, Energy Department, Chhattisgarh

Client Situation: Korba was declared as fifth critically-polluted area in 2010 by the
Central Pollution Control Board, following which the state devised Korba Action
Plan. The plan suggested actionable points such as 100 per cent utilisation of fly ash
generated, adoption of High Concentrated Slurry Disposal (HCSD) system,
upgradation of electrostatic precipitator, using coal of better quality to mitigate the
pollution etc. However, this mandate was not strictly observed. As a result, Korba has
remained a “critically polluted area” since the last five years. (“Chhattisgarh failed to
ensure compliance with environment laws: CAG”, The Hindu, April 2016)

The Energy Department has conducted an extensive survey to assess the current
situation. The survey revealed that the current average fly-ash utilisation by the
thermal power companies put together is less than 50 percent and the few HCSD
systems installed are underutilized. Moreover, recently, there have been reports of
several health related incidents due to the pollution.

The goal of this engagement is to identify the critical issues and gaps, which are
restricting the compliance to the Action Plan and accordingly, assist the Energy
Department to create a strategic mitigation plan to address the issue in a holistic
manner. The strategy should focus on exploring innovative solutions and leveraging
the resources available at the disposal of the Energy Department to rectify the
situation at hand.

preliminary assessment of the situation and how the issue can be tackled to achieve

Case Study Question V

Client: District Collector, Bijapur, Chhattisgarh

Client Situation: Analysis of the 71st round of NSS data on Social Consumption and
Education reveals that a mere 2.9% of rural population in Chhattisgarh are adept at
use of computers. Computers in this survey include desktop, laptop, palmtop
notebook, tablets or smartphones. (“On computing ability, rural India is lost in the
woods”, The Hindu, March 14, 2017, Kolkata Edition)

Government of Chhattisgarh has decided to roll out several schemes driven by


Information Technology, one flagship scheme being telemedicine services in remote
areas of Chhattisgarh. To fast-track this scheme, Common Service Centres (CSCs)
will be used for delivering these services. It is clear that encouraging social
entrepreneurs to set-up and maintain CSCs in areas where digital literacy is poor is
going to be a challenge.

The District Collector of Bijapur has consulted you to develop a plan to remove some
of the hurdles, one of them being digital illiteracy. The Telemedicine scheme is
planned to be initiated on August 15th, 2018.

The goal of this engagement is to identify the hurdles and accordingly, conceive a
strategy to address the identified issues to ensure success of other schemes driven by
Information Technology.

Task: Please propose a creative solution for the client highlighting your preliminary
assessment of the situation and how the issue can be tackled over a period of one year
to achieve the desired results. You are also expected to identify and prioritize the
possible issues along with your recommendations.

Case Study Question VI

Client: District Collector, Jashpur, Chhattisgarh

Client Situation: As many as many as 243 cases of human trafficking were reported
from the state since 2010, Chhattisgarh Home Minister Ramsewak Paikra informed
the Assembly on July 21 2015. 100 cases of human trafficking cases were registered
in tribal-dominated Jashpur district. (“243 trafficking cases reported from
Chhattisgarh: Minister”, Zee News, July 22 2015)

Jashpur is one of the 27 districts of Chhattisgarh. A tribal dominated district, 62


percent of the population belongs to the Scheduled Tribes category, Jashpur has been
facing an alarming situation of human trafficking. As per a UNICEF survey, close to
1500 children were trafficked from only five blocks in the district from 2012 to 2014.
The survey identified the lack of opportunities in the district as a major bottleneck in
tackling this issue as it made the minors vulnerable to trafficking. Moreover, there is a
major problem in the rehabilitation of the rescued trafficking survivors.

Accordingly, the district administration in Jashpur has planned a special initiative


called ‘Nayi Roshni’ to provide rehabilitation support to the survivors. The DC has
assigned you the task to identify relevant measures, which can be undertaken as part
of this initiative and also explore further steps with respect to solving the problem at
hand.

The goal of this engagement is to understand the existing issues, identify existing
institutional measures to address the issue and come up with a set of
recommendations and list of activities which can be undertaken under the initiative.
Also, identify the stakeholders you would consider, the funding sources you would
utilize and institutional mechanisms you would work with.

Case Study Question VII

Client: District Collector, Janjgir Champa, Chhattisgarh

Client Situation: Over 14,000 villages have been declared open defecation free
(ODF) so far in Chhattisgarh which has set the target of becoming an ODF state by
October, 2018. “Under the Prime Minister’s clean India mission, we have made
14,064 villages of the state open defecation free,” a Panchayat and Rural
Development Department official said on Friday. The state has 27 districts and of
them five — Dhamtari, Mungeli, Rajnandgaon, Sarguja and Durg — have so far been
declared as ODF. (“Over 14,000 villages declared open defecation free in
Chhattisgarh”, Indian Express, June 2 2017)

Today, Chhattisgarh is one of the best performing states in terms of progress in the
Swachh Bharat Mission (Gramin) and approximately 88 percent of the households
have an Individual Household Latrine (IHHL). However, the district of Janjgir
Champa still has a long way to go in order to be declared as ODF and only 61 percent
of the households have an IHHL. As a result, it is among the bottom five districts in
the state in terms of IHHL coverage. The District Collector has now set a target to
attain ODF status by 31st July 2018 and while doing so, also wishes to focus on
creating awareness about the concept of Water, Sanitation and Hygiene (WASH) in
the district.

Accordingly, the DC has assigned you the task of studying the existing sanitation
situation in the district and suggest ways to strengthen the implementation of the SBM
(G). Think through and study the situation, focusing on the stakeholders involved, the
available funding sources, the critical gaps in the implementation and the institutional
mechanisms you would want to strengthen.

Task: Prepare a roadmap for the client, highlighting your preliminary assessment of
the SBM (G) in the district and how you intend to tackle the issue and achieve the
desired results by the stipulated time. You are also expected to identify and prioritize
the possible issues along with your recommendations.

Case Study Question VIII

Client: Chief Secretary, Government of Chhattisgarh

Client Situation: Situated in Bilaspur district and 160km northwest of Raipur,


Shivtarai is home to around 2,000 Gond and Baiga tribals known for their skills with
the traditional bow and arrow. “Baigas and Gonds are archers by birth. Now, their
children are taking up archery as sport and making the state proud,” said Itwari Raj, a
head constable in Chhattisgarh Armed Force and the person who is credited with
getting the kids hooked to the sport in 2004. Chhattisgarh Archery Association
secretary Kailash Murarka feels government help is necessary to turn the exceptional
talent into Olympic glory. (Archery in veins, tribal youth in Chhattisgarh nurse
Olympic dreams”, Hindustan Times, November 07, 2016)

Two sportspersons, Renuka Yadav (Hockey) and Laxmirani Majhi (Archery), from
Chhattisgarh represented India in the Rio Olympics 2016. Encouraged by the
performance of the two sportspersons and the tremendous wealth of sports talent
available in the state, the Government of Chhattisgarh has set an ambitious target to
send 15 sportspersons to the Paris Olympics 2024. At the same time, the state is
cognizant of the challenges faced by the sports talent in terms of access to proper
equipments and facilities. Therefore, a Special Task Force, under the chairmanship of
the Chief Secretary has been set up to prepare the roadmap for Mission Paris 2024.

The Chief Secretary has roped you in as a Consultant to the Task Force. The goal of
this engagement is to conduct a situational analysis to identify the gaps and issues in
the sports ecosystem in the state and accordingly, prepare a set of recommendations to
address the identified issues and achieve the desired objective.

Task: Please prepare an action plan to achieve the stated objective. In the action plan
highlight your preliminary assessment of the situation with regards to the sports
infrastructure and talent available in the state, and provide a comprehensive roadmap
for addressing the issues in a sustainable manner in order to nurture the potential and
sports talent in the state.

Case Study Question IX

Client: District Collector, Bemetara, Chhattisgarh

Client Situation: As many as 310 farmers committed suicide in Chhattisgarh in the


last three years. The maximum number of suicides were reported in Surguja district
(102), followed by Bemetara (65), Kabirdham (42), Janjgir-Champa (33), Raigarh
(24), Rajnandgaon (16), Balod (9), Raipur (6), Balodabazar (4), Dhamtari (3),
Mahasamund (2) and one each in Bastar, Kondagaon, Korba and Durg. (“310 farmers
committed suicide in Chhattisgarh in three years”, Times of India, March 10, 2016)

Over the last couple of years, like the other districts of Chhattisgarh, Bemetara has
also been facing an acute shortage of water despite being close to the periphery of a
major river such as Shivnath. As a result of the water shortage, agricultural
productivity has been hit and the worsening economic conditions of the farmers has
been identified as the primary reason for the increase in number of farmer suicides in
the district. The District Collector has identified the need to address the issue of
farmer suicide in a holistic manner and has accordingly decided to prepare a detailed
action plan for the district. The focus is also on increasing public awareness about the
various government schemes and initiatives in the agriculture and water conservation
sector.

The goal of this engagement is to prepare an action plan by identifying the major
issues pertaining to the agrarian distress in the district and accordingly, conceiving a
multi-pronged strategy to address the issues in a holistic manner by leveraging
different government schemes at the disposal of the District Collector.

Task: Please prepare a comprehensive action plan for the client highlighting your
preliminary assessment of the situation and identifying the various resources and
schemes that can be leveraged to implement the proposed recommendations listed in
the action plan. Also, identify the possible issues that could pose a challenge to the
successful implementation of the proposed recommendations.

Case Study Question X

Client: Vice-Chairman, Chhattisgarh Tourism Board, Government of Chhattisgarh

Client Situation: Tourism minister Dayaldas Baghel said Chhattisgarh has


tremendous potential for tourism as the state has rich natural forests, wildlife and
other places of tourist importance. (“Times wildlife photography book a boost to CG
tourism”, Times of India, December 1, 2016)

Despite the tremendous potential for tourism development in Chhattisgarh, the state
does not rank in the top 10 in terms of domestic tourist inflow and accounted for only
0.012 of the total domestic tourist visits in 2015. Moreover, it is ranked 29th in the
country when it comes to foreign tourist visit in the same year as only 6,394 foreign
tourist visits took place in 2015. Now, tourism can become a major source of
livelihood and revenue generation for the state.

Therefore, seeking to tap this potential and address the situation, the Chhattisgarh
Tourism Board has come up with the Vision 2022 to be ranked among the top 10
states in the country for both foreign tourist visits and domestic tourist visits. The
CTB has also placed special emphasis on promoting value based tourism along with
increasing the volume of tourist inflow in order to develop the sector in a sustainable
manner. Accordingly, the Vice-Chairman, CTB is now leading a team to prepare a
detailed action plan to achieve the stated objective.

The goal of this engagement is to identify the existing issues and gaps in the tourism
sector in the state and accordingly, prepare a roadmap for tapping the tourism
potential of the state by leveraging different schemes and financial resources at the
disposal of the Chhattisgarh Tourism Board.

Task: Please prepare a concept note for the client highlighting your preliminary
assessment of the situation, making recommendations to address the identified gaps
and identifying the various resources and schemes that can be leveraged to achieve
the desired objective. Also, create separate strategies for attracting the domestic
tourists and foreign tourists to the state.

Case Study Question XI

Client: Secretary, Department of School Education, Government of Chhattisgarh

Client Situation: Even though six of India’s least developed states spent more on
education per elementary school student in 2014-2015 when compared to 2011-2012,
learning outcomes of students did not improve. The six states are Chhattisgarh,
Jharkhand, Madhya Pradesh (MP), Rajasthan, Uttar Pradesh (UP) and Uttarakhand.
Less than 25% of the students in Class 3 in Chhattisgarh could read words. (“Six
least-developed states spent more on education but students made little progress”,
Hindustan Times, July 14, 2017)

The Government of Chhattisgarh has focused on improving the access to affordable


education to children around the entire state. The state has made significant
improvement in providing the required physical infrastructure in the government
schools in line with the provisions of the Right to Education Act. Now, the state is
focusing on imparting quality education to the child in the primary and middle school
as well as improving the employability of the students in secondary and higher
secondary school.

The goal of this engagement is to identify the existing issues and gaps in the
education sector in the state and accordingly, prepare a roadmap for improving the
quality of education in all the government schools in the state by leveraging different
schemes and financial resources at the disposal of the Department of School
Education.

Task: Please propose a creative solution for the client highlighting your preliminary
assessment of the situation and identify the measures, which can be implemented to
achieve the desired results. You are also expected to identify and prioritize the
possible issues along with your recommendations.

Case Study Question XII

Client: CEO, Chhattisgarh Infotech Promotion Society, Government of Chhattisgarh

Client Situation: Chhattisgarh has launched its Startup Action plan to promote
upcoming entrepreneurs with access to loans and tax sops for startups. The state has
announced goodies including exemption from electricity duty for 10 years, stamp
duty for land purchase or lease and fix capital subsidy of up to 40%. (“Chhattisgarh to
offer sops to push startups”, Economic Times, September 14, 2016)

It has been close to a year since the Startup Action Plan was launched by the
Government of Chhattisgarh. The incentives and sops offered by the state has boosted
the startup activity in the state, especially in the urban centres. Moreover, the
government is also conducting different boot camps across the state’s 27 districts to
select the best ideas for a state driven incubation plan. Now, the CEO of Chhattisgarh
Infotech Promotion Society (CHiPS), the nodal agency for the Startup Action Plan
also wants to develop a startup ecosystem in the rural areas of the state. The idea is to
encourage rural youth to build startups, which cater to the rural demand for services
as well as create livelihood opportunities for other youth in the rural areas. This is
especially important because 76.76 percent of the population lives in the villages.

Therefore, the CEO has assigned you the task of preparing a rural area specific
Startup Action Plan. The goal of the engagement is to study the rural ecosystem and
identify the issues posing a challenge to developing startups. Subsequently, identify
focus sectors for startups and come up with recommendations for creating a vibrant
rural startup ecosystem by leveraging the various government resources and schemes
available at the disposal of the Government of Chhattisgarh.

Task: Please prepare a creative rural Startup Action Plan solution for the client
highlighting your preliminary assessment of the situation and how a vibrant rural
startup ecosystem can be developed in the state. You are also expected to identify and
prioritize the possible issues along with your recommendations.

Case Study Question XIII

Client: Secretary, Forest Department, Government of Chhattisgarh

Client Situation: Wide-scale mining in Chhattisgarh has resulted in extensive


wildlife habitat destruction, which has rendered a number of elephants homeless. As a
result, Human-elephant conflict has become commonplace in Chhattisgarh, with
displaced elephants venturing into human settlements. Although a comprehensive
official report is awaited, it has been estimated that more than 50 people have died
across Chhattisgarh in human-elephant conflict in 2016. (“Chhattisgarh villagers face
a challenge: Wild elephants”, Hindustan Times, January 2017)

Given the increasing number of human-elephant conflicts in the state, the Forest
Department is now trying to come up with a roadmap to address this issue. As a first
step, the Secretary, Forest Department has consulted you to conduct a rapid
assessment of the situation, highlighting the extent of damage caused to elephant
habitations by the mining and other development activities in the state and identifying
the most affected zones.

Case Study Question XIV

Client: District Collector, Balrampur – Ramanujgunj, Chhattisgarh

Client Situation: Women belonging to the Oraon tribe — one of the poorest in
Chhattisgarh — here now run pig farms and brick kilns, work as masons, contractors,
and suppliers in various departments, run the Collectorate canteen and supervise its
parking area, and, in a first for the state, drive auto-rickshaws. (“Poor Chhattisgarh
district is now a textbook success story”, Indian Express, June 14, 2015)

Encouraged by the success of the initiatives taken by the District Collector in Surguja
to empower Self Help Groups (SHGs) in the district, the Government of Chhattisgarh
wants to strengthen the state-wide program for economic empowerment of women.
As a first step, the Secretary, Department of Panchayat & Rural Development has
asked each district to prepare an action plan listing all the possible activities that can
be undertaken by the SHG women in that district and also identify all possible
schemes for convergence.

Accordingly, the district collector of Balrampur – Ramanujgunj wants you to design a


proposal focusing on sustainable livelihoods opportunities for the women of the
district. The DC has also requested you to think of possible ways in which the SHGs
could be strengthened to support the implementation of existing government schemes.
The goal of this engagement is to study the existing women livelihoods and SHG
ecosystem in the district and identify the potential opportunities and challenges in
achieving the stated objective of economic empowerment of women.

Case Study Question XV

Client: Secretary, Department of Health, Government of Chhattisgarh

Client Situation: "As many as 32,604 cases of malaria, both critical and normal,
were reported in the state from January 1 to March 31 this year," a health department
statement released today said. Of these, 26,602 cases of malaria were caused by
Plasmodium Falciparum protozoan, which is more virulent, while 6,000 were caused
by Plasmodium Vivax. The health department is working to get rid of the disease
completely by 2030 and an action plan is being drafted for the same, the release said.

Malaria and dengue are a major health epidemic in Chhattisgarh and a large number
of cases and deaths are reported from the tribal dominated districts. Also, some cases
are not reported because of lack of access to the public health system in heavily
forested and tribal dominated areas. In light of this fact, the Department of Health is
preparing a comprehensive action plan to get rid of both malaria and dengue by 2030.
Therefore, the Secretary, Department of Health has set up a Committee to identify the
existing issues and gaps in the delivery and implementation of malaria and dengue
control and eradication schemes launched by the Government of India and
Government of Chhattisgarh. Accordingly, the Committee will draft an action plan to
mitigate the identified issues and address the gaps in order to achieve the desired
objective.

The Committee has assigned you the responsibility of preparing a draft note on the
subject for the perusal of the Secretary. The goal of this engagement is to study the
situation in a holistic manner and solve the problem by identifying the issues and
gaps, evaluating the opportunities available, and leveraging the institutional
mechanism and resources at the disposal of the Department of Health.
