GLOSSARY

Absorptive Capacity - is defined as composed of both financial capacity and


institutional or managerial capacity. The former includes the so-
called "counterpart funds" (an expression used in a loose way to
indicate local currency portions to be borne by the recipient
government or an executing agency during a project term) and
"recurrent budget" to finance 'recurrent costs' incurred after a
project is completed and handed over to a recipient side.

Accountability - means decision makers accept responsibility for their decisions.

Bankability - implies financial sounded in the handling of revenue sources


and expenditures.

Competitive City - is an economically sound city with broad-based growth of


employment, incomes and investment. In a competitive city , the
output, investment, employment and trade respond dynamically
to market opportunities.

Comprehensive Land Use Plan (CLUP) - is a document embodying specific proposals


for guiding, regulating growth and development.

Family Poverty Threshold - monthly income required by a family of 6 to satisfy


nutritional requirements (2,000 calories) and other basic needs.

Good Governance - implies that all groups in the urban society are represented, or
can participate in government. It also implies that government is
accountable and transparent.

Governance - is the manner in which power is exercised in the management of


a country's economic and social resources for development. For
a city, governance is the exercise of power to manage city's
economic and social development.

Land Use Planning - an activity/process that involves the rational and judicious
development, utilization of land resources in a sustainable
manner.

Livability City - is a city where there is equitable opportunity for all residents to
participate in, and benefit from, the economic and political life of
a city.

Local Economic Development (LED) - is the process by which public, business and
non-government sector partners, work collectively to create
better conditions for economic growth and employment
generation. The aim is to improve the quality of life for all.

Management - is the process that ensures the goods of an organization are


achieved and resources are used efficiently and effectively.

Minimum Basic Needs (MBN) approach - is a strategy of prioritizing requirements to


ensure that the basic needs for survival, security from personal
harm, and enabling needs of the individual, family and
community are attended to.

Municipal Development Fund (MDF) - is another fund source, established under PD
1914, is capitalized from the proceeds of foreign loans,
assistance and grants and makes loans to local governments to
finance selected development projects.

Poverty Incidence - is the proportion of families with monthly income falling below
the poverty threshold.

Poverty Rate - is the percentage of the population not able to finance a basic
basket of goods.

Special Education Fund (SEF) - consists of the "respective shares of provinces, cities
and municipalities in the proceeds of the additional one percent
real property tax levied and appropriated for educational
purpose. (PD 477, sec.C). This fund is now observed as another
important source of asset-forming expenditures of the local
government.

Sustainable City - is a city that is livable, competitive, bankable and well-managed


and well governed.

Transparency - relies on a presumption of access to information about how


government works. It means operating in a manner that is open,
honest and be able to be questioned because there is ready
access to information.

Urban areas - include all barangays or portions of which comprising the


poblacion, central business district (CBD) and other built-up
areas including the urbanizable land in and adjacent to said
areas and where at least more than fifty (50) percent of the
population are engaged in non-agricultural activities. CBD shall
refer to the areas designated principally for trade, services and
business purposes.

Urban Karte - is a diagnostic chart to consolidate the analysis of urban issues


in a comparable manner. It is a product of local initiatives, data
collection, measurement and identification of issues that are
primarily implemented through local initiatives.

Zone/District - an area within a city or municipality identified for a specific land


use as defined by manmade or natural boundaries.

Zoning Ordinance - is a legal measure, which embodies regulations affecting land


use.
