Recently there was changes in the reference document: OD/OPS/ELEC/003-Testing of Electrical protection
System (Second paragraph has been added in introduction. Changes have been made in the schedule of
overhauling) in Feb’2019.

In view of above, the LMI/OD/OPS/ELEC/003/047 (Testing of Electrical protection Systems) has be


revised for inclusion of changes in reference document: OD/OPS/ELEC/003 dated Feb’2019. The revised
LMI is attached for reference.

This needs approval of CGM (T/K).

1.0 INTRODUCTION:
An electrical protection system is needed to act and disconnect as speedily as
possible any element of the power system in which a fault has developed. The
protection system must be highly selective and discriminatory. A fully functional
electrical protection system is necessary to achieve the highest degree of integrity,
reliability and availability of the equipment.
A mal operation - a false operation of a protection system or a failure of the
protection system to operate when needed - can result in equipment damage,
personnel hazards, and wide area disturbances or unnecessary customer outages. A
maintenance or testing is used to determine the performance and availability of
protection systems. Electrical Protection and control systems have seen dramatic
technological changes spanning several generations. During the past 15 years,
major functional advances are primarily due to the introduction of microprocessor
technology such as primary measuring relays, monitoring devices, control systems
etc. The significant traits (Self-monitoring capability) of these relays have an
impact protection system maintenance/testing strategy.
A suitable level of regular testing is necessary to ensure the reliability of the
protection system performance so as to achieve the following :
(i) Minimize the plant damage under fault conditions.
(ii) Minimize the likelihood of unnecessary tripping
(iii) Maximize the safety of individuals
2.0 SCOPE:
This LMI provides information regarding various major electrical equipments and
their protection system, testing procedures to be followed, documentation and
schedule for testing of equipments related to the Units of NTPC/Kaniha ( 2 X 500
MW of ST-I & 4 X 500 MW of ST-II).

5.0 MAJOR CRITICAL EQUIPMENTS AT TSTPP:


Annexure-I provides a list of major electrical equipments and its protection
systems installed at TSTPP. Those protective equipments are to be tested as per the
test procedures to ensure reliable operation in case of the occurrence of a fault.
6.0 METHODS OF THE TESTING:
Protection System testing for electrical equipment /devices, can be grouped into
the following :-
6.1 Primary Testing:
To ensure the satisfactory operation of the equipment during service, primary
testing is carried out by subjecting the equipment to the rated level of
stresses. Manufacturer’s recommendations on limiting values/conditions shall
be strictly followed. Since Primary testing involves a high level of
voltages/currents, the special precautions with regard to the safety of man
and machinery is essential.
6.2 Secondary Testing:
Secondary Testing involves the testing of equipments / devices used for
protecting the main equipment i.e. cables, CT’S, PT’S, relays, switches, etc. This
testing requires low voltage and low current injection. The complexities of
different schemes and their interfacing with each other require special
precautions in isolating the equipment under test. Approved available testing
formats shall be used which specify the stress experienced during the test in
terms of Voltage, Current, frequency, time etc, and the satisfactory functioning
of the device within its recommended allowable limits.

6.3 Dynamic Testing:


Once the primary and secondary testing of different components of unit have
been successfully completed, the dynamic testing shall be performed to
confirm the overall performance and stability of different interconnected
systems of the Unit. Since the dynamic testing is carried out when the system
is in an energized condition, all necessary plant conditions shall be specified
in advance, and full precautions shall exercised with defined responsibilities.
Specific formats devised for this purpose shall be filled in & to be analyzed
before proceeding further. Subsequently, all the data sheets, formats are to be
preserved for further reference and comparison purpose by the concerned
Section Head.
6.4 Functional Testing:
Functional testing of all equipments, schemes, interlocks, inter-trips, alarms
and interfacing with DDCMIS etc, shall be checked by performing a simulation
or actual test (if possible) at regular intervals. These checks are also to be
performed after any indiscriminate tripping/operation.

7.0 SCHEDULE OF TESTING:


(a) Protection pertaining to 400/220 KV lines, During Unit Overhaul or
ICTs, Start-up Transformers, Bus bars, line Any shutdown available for
Reactors, interlocks, Alarms, SOE’s etc 10 days or more after
installed at switchyard control room. completion of 04 year (for
Numerical relays) and 02
year (for Electromechanical
relays)
(b) Protections related to Generator, GT, UT, UAT, During unit overhaul/after
Excitation System, 11 kV, 3.3 kV, 0.433 kV any major work on the
switchgear of the respective Unit. equipment
(c) Main equipments such as Generators, During equipment
Transformers, Switchyard equipments e.g. overhaul/after any major
Breaker, CT, CVT etc., SCC/OCC of generator work on the equipment.
(d) Dynamic testing such as AVR response, After Unit overhaul
changeover schemes etc. Or if felt necessary
(e) Protection pertaining to remain 11/0.3/0.4 Equipment overhauling or
KV equipments at off-site areas. after completion of 02 year
(numerical Relay) and 01
year(electromechanical
relay)
Test procedures and formats pertaining to different type of relays are available
under ISO-9000 documentation system and the same may be followed.
8.0 RESPONSIBILITY & RECORD KEEPING
All the envisaged modes of test shall be performed by the Electrical Testing Group.
Deviations, if any shall be clearly recorded and approved by Head of O&M.
Records of that results are of utmost importance and therefore be kept in a
systematic manner preferably system-wise for further reference. Head of Electrical
Protection & Testing group shall be responsible for appropriate preservation of
these records.
