7.0 1.0 PURPOSE

Bashair Nimr International Asso.is awarded with the Project PA-000151: Call Off Contract for 3
Years Electrical and Instrumentation Services in Farha&Saiwan.This documentshall act as a
guide to construction personnel on how to carry out the works safely and in accordance with
CCED Project Standards, HSSE& Quality requirements.

The purpose of this procedure is to define the inspection, testing, method and criteria for
Installation of UPS System for the project.

2.0 SCOPE

To provide safe working surroundings by establishing a procedure that addresses the sequence
of construction activities for performing Installation of UPS System at Blocks 3 and 4 on Call-Off
basis as follows:

5.0 RESPONSIBILITIES
The following personnel with the responsibilities entrusted to them shall be responsible for
carrying out the works mentioned in the scope of work.

5.1 PROJECT MANAGER

 PM will be Muscat based.

 Shall be responsible for providing all equipment, materials and other resources required for
the works as per approved project schedule.
 Reports to CEO .

5.2 CONSTRUCTION MANAGER

 Reporting to the Project Manager.

 Ensuring sufficient plant and equipmentis in suitable safe working order and
calibrated as necessary.
 Ensuring that all construction operations are carried out to schedule and in
accordance with quality and safety requirements
 Ensure the filling of journey management plans for all transport, delivery and transit.
 Responsible for the upkeep of welfare facilities at site.
 Shall be responsible for training and awareness programs for all personnel deployed
for the activity and ensure the work completion as per the approved project
schedule.
 Planning and acquisition of labor resources
 Ensuring that all construction operations are carried out to schedule and in
accordance with quality and safety requirements
 Ensure the filling of journey management plans for all transport, delivery and transit.
 Ensure for the upkeep of welfare facilities at site
5.3 QA/QC ENGINEER

 Reporting to the Construction Manager.

 Ensure the implementation of quality control procedures according to contract
requirements.
 Liaising with construction team representative to follow Quality procedures.
 Implementing the Quality systems at site in accordance with Quality plans,
Inspection & Test plans and procedures
 Preparing all Quality Control documentation.
 Preparing all pre-construction documentation with respect to Control of all Civil &
Electrical works
 Carry out inspection as per the ITP and contract requirements.
 Co-ordination of Site inspections with CCED.
 Co-ordination and execution of Audits as per the requirements.
 Prepare & compile daily reports.
5.4 SITE ENGINEER/SUPERVISOR
 Responsible to the Construction Manager.
 Supervision of all workers under his authority.
 Ensuring plant and lifting equipment is maintained in good order.
 Ensuring material handling, cleanliness and storage activities are performed in
accordance with the project procedures and specifications.
 Supervising personnel involved in lifting operations and ensuring of their
competence.
 Carry out on site tool box talks.
5.5 HSSE OFFICER
 In addition to the roles and responsibilities as disseminated generally in the Contract
Specific HSSE guidelines, the following activity specific functions shall be carried
out.
 Disseminate HSSE Policies specific to the activities involved and facilitate
implementation.
 Provide inputs for work specific Job Risk Assessment and Mitigation.
 Implementing the Project Health & Safety Manual.

 Implementing statutory safety regulations at site.

 Ensuring all plant and equipment has the relevant certification.
 Preparing site safety plans.
 Issuing corrective action as appropriate and review of corrective actions.
 Liaising with the Company on environmental issues.
 Reports to the Project Manager and interfaces (functional reporting) to HSSE
Manager on HSSE related matters and to the Project Engineer on day to day
matters of the project.
 Delivering the Project HSSE execution plans and monitoring, auditing and reviewing
implementation throughout the project.
 Supporting line managements in the implementation of the HSSE management
system, contract HSSE plan and monitor the effectiveness of the plan.
 Advising on HSSE procedures and legislations.
 Provision of assurance that Risk Assessment and Method Statement are being
followed.
 Monitoring the effectiveness of all elements of the HSSE program including the
required HSSE trainings.
 Assess field activities by conducting onsite audits and site visits to ensure HSSE.
 Comply and extend assistance for external safety audits.
 Accountable for integrity of all HSSE data, record keeping and administrative
reporting in accordance with Company and Contractor policies.
 Implement and assist emergency procedures and conduct drills to assess
effectiveness of such plan; and,
 Implement safe system of works, i.e. Journey management, permit-to-work
procedure and other safety programs.
 Responsible for all BNI and their Subcontractors Journey Management.


6.0 GENERAL PROCEDURE TO FOLLOW

 Strictly follow HSSE guidelines provided.

 Permit to Work system shall be strictly adhered to while operating.

 Tool Box Talk shall be conducted before commencement of work.

 All the equipments deployed at site are to be inspected and approved by the Company.
 Erect sufficient warning signs and warning tapes to prevent unauthorized access.

7.0PROCEDURE FOR PROCESS

7.1 Receipt And Storage Of Material

MATERIALS:
 Materials used will be as per the material submittal approved by the CCED and will be as per
the approved drawings in coordination with other services.
 Material shall be inspected on receipt in accordance with Project material control procedure (to
be submitted), The QC Inspector shall prepare and maintain records of all inspections and
tests required by this procedure.
STORAGE:

 All Materialsshall be unloaded with care to avoid any damages.

 If they are shipped in packs or pallets, each pack of pallet shall be lifted individually with
suitable lifting equipment.
 Every precaution shall be taken to preserve their cleanliness before installation.
 Store in accordance with manufacturer’s instructions, properly protected from construction
activities and weather conditions.
 The material received from client shall be stored in designated area of store.
 Arrangements shall be made to protect against effects of weather and environment.

7.2 Precautions

7.2.1 Scaffolding

 Scaffolding shall not be disturbed or altered by any unauthorized persons where

alterations are required an authorized Scaffolder would be used to carry out the work
under competent supervision per safety tag system.

 Where materials are to be positioned on scaffolding it shall be ensured that the

scaffolding is not overloaded.
 Scaffolding shall be inspected regularly for suitability.

7.3 Installation Procedure / Method Statement

7.3.1 Pre-Installation
 All materials and documentation relevant to this particular Section of works will be
checked by the Construction Department and and to be verified/accepted by QC
Inspector prior to the commencement of works ensuring that these are correct type as
reviewed.
 Before any permanent works will proceed, pre-inspection on all materials, tools and
access for installation to be carried out.

7.3.2 Equipment inspection

 Upon receipt at the storage and handling area, the equipment will be inspected for
mechanical damage.

 The name-plates will be checked against the equipment data sheets to ensure
conformity.UPS panels will be inspected against mechanical damages.

 Particular attention will be paid to the condition of battery charging panels and U.P.S.
control panels which have panel fascia mounted instruments. Where these panels are
sealed to prevent the ingress of moisture or dust, they shall not be disturbed unless
damage is observed.
 Batteries will be removed from their packing cases and inspected for damage. The UPS
shall use Ni-Cd (Nickel Cadmium) type batteries.
 Batteries will be returned to their packing cases and stored at a dry, clean and preferably
cool location as per the manufacturer's instruction, in air conditioned rooms at
temperature not exceeding 25º C.

7.4 Battery Installation Inspection

7.4.1 Prior to installation, the battery room will be inspected to ensure the floor finish is
complete, clean, and free from debris and any obstructions. Any floor or wall fixings should be
installed and finished. Room shall be properly ventilated. Lighting components and fans
installed inside the battery room shall be explosion proof typed.

7.4.2 Battery racks will be inspected to ensure they are assembled according to the
manufacturer's instruction and detailed drawings, are properly fixed and are stable.

7.4.3 Battery placement will be checked to ensure the arrangement of the positive and
negative is as per the connection diagram. The final connection will be checked to ensure
tightness and the correct polarity has been followed. The complete arrangement will be
checked to ensure it is clean and as per drawing.
7.5 Battery Charger and Inverter
7.5.1 Base plate, floor fixings etc. will be checked for level and location and fixing
points checked against their position on the respective panels.
7.5.2 Before installing in position, panel sections will be opened up and
inspected for cleanliness and to ensure no foreign bodies are present. Dust will be
removed using a vacuum cleaner or rags as appropriate.
7.5.3 Installation will be witnessed to ensure the equipment is vertical and fixing bolts
tightened. Where equipment consists of a number of panel sections, the assembly
shall commence from the center section. Sections on either side of the Center shall
be alternated, leveled and shimmed as necessary.
7.5.4 The complete assembly will be checked to ensure alignment and level after
tightening of the bolts.

7.6 Inspection
7.6.1 UPS panels will be inspected to ensure there are no loose connections
and properly installed.
7.6.2 The ratings and settings of fuses and protective devices will be checked
against the panel schedule.

8.0 INSPECTION, TESTING AND COMMISSIONING

All inspection and testing shall be carried out in accordance with specifications. Work shall be
carried out by the experienced site team under the guidance of engineer and shall further be
checked and approved by quality engineer.

 Check the materials are approved.

 Check for any damage or defects, name plate details
 Check all devices installed as per the specifications & Drawing.
 Visual Inspection: Conduct visual inspection prior to testing.
 Field tests shall be witnessed by authorities having jurisdiction.
 Perform tests and inspections.

9.0 SAFETY INSTRUCTIONS

During the installation all measures shall be adopted to ensure safe working.
 Ensure toolbox talks are conducted as per the activity risk assessment
 Permit to work system shall befollowed with due care wherever applicable.
 Ensure that the work is done underthe supervision of Supervisor/ Engineer.
 All necessary tools are to be takenalong once and for all till the completion of the work .
 Adequate drinking water should be provided to the work force.
 CCED site management system shall be implemented.
 All personal involved shall use necessary PPE.
 All equipments shall be inspected by HSE prior to use.
 Access and good housekeeping shall be maintained.
 Fire extinguisher shall be available at all work fronts.
 All activities at heights shall be provided with suitable working platforms.
 When working at height proper fall protection measures shall be taken.
 All access ladders and scaffoldings shall be secured and safety tagged before use.
 Waste management shall be strictly followed to keep the job site neat and clean.
