1. Introduction

This method of statement describes the general method and safety aspects for Electrical Board Turn On.
The purpose is to describe the work as a whole process and in micro level to ensure safety and proper
progress and quality of work. This work will be carried out by respective subcontractor and under TEE’s
supervision.

2. Scope of Works

The scope of work involves the following:


a. Electricity Turn On to Sub Board

4. Work Sequence

4.1 Site Survey

a. To conduct a preliminary site survey on existing site conditions and access before work start.

4.2 Electrical Board Turn On

a. Prior To ‘TURN ON’

1. Visual inspection on Electrical Board Layout


2. Visual inspection on installation of Cable Tray / Cable
3. Visual inspection on Sub Board
4. Insulation and continuity check on cable.
5. Insulation test on Electrical Sub Board.
6. Immediate Contractor LEW / competent person must be present during ‘Turn On’.

b. After ‘TURN ON’

1. To witness the test.


i) Voltage.
ii) Earth Loop Impedance.
iii) Phase sequence.
iv) Tripping of protection relay.

4.3 Storage of Material and equipment

a. Proper warning signs must be provided


4.4 Main Contractor Engineer/ Supervisor

a. Ensure Immediate Contractor to carry out work according to Client / Consultant requirement.
b. To arrange for inspection.
c. To witness the test.
d. To ensure Immediate Contractor LEW / competent person on site.
e. To ensure the room is tidy.

4. 5 Immediate Contractor – LEW/ Competent Person/ Engineer

a. Ensure work is carried out according to Client/Consultant requirement.


b. To submit inspection form once the work is completed.
c. To carried out inspection / test and record the reading.
d. Ensure LEW / competent person is present.
e. All personnel to be out of the room at the moment of switching.
f. Ensure no tools are inside Sub Board.
g. Proper housekeeping to maintain within the room.

5. Work Supervision

The work involved in this method of statement will be carried out by well experienced, trained and
competent sub contractor’s workforce and under TEE’s supervision.

6. Safety Procedures, Hazard Analysis and Risk Assessment

Applicable safe work procedures will be implemented to site:


The following must be undertaken before commencement of work:

 Site Safety Supervisor shall conduct a safety briefing for all personnel involved in the operation.

 Daily toolbox meeting to be conducted by the Site Safety Supervisor to remind and educate the
weak signals/hazards involved in the activities.
 Submit all statutory equipment certificates to the Safety Department for evaluation and
comment.
 All workers and personnel must be issued with a Personal Protective Equipment (PPE) and
ensure that they are to be worn at all times.
 First aid box and fire extinguisher must be present at all times.
 Proper barricades / warning signs must be prominently installed in the work area.

For major activities and trade works specific Method of Statement & Risk Assessment will be
prepared and reviewed before proceeding with the work. The risk assessment will be reviewed
periodically as per safety plan.

In addition to site-specific TEE’s workers and staff shall undergo Safety Induction Course with the
Work Health, Safety Environment Officer (WHSO).

Only adequately trained / experienced and competent person shall be deployed. All work shall be
carried out in accordance to the site safety rules and procedures. Site supervisor shall inspect the
cable termination and panel installation work.

7. Emergency Measures and call out Procedures

A. General Procedures

Site Layout and Emergency Evacuation Plan, Emergency Procedure and Emergency Response
Flow Chart according to CH2M guideline and will be posted at various locations around the site.
The drawing provides the following information, which may be needed, in an emergency:
Site Layout Plan showing the location of muster point (s), exit point (s), fire extinguisher /
hydrants and First Aid facilities. Emergency Contact number of the Authorities Contact Number
(s) of key staff, fire and ambulance emergency services. This information will be revised regularly

to reflect the actual site conditions. Emergency Rescue team and procedures for rescue
operation must be incorporated into the plan

B. Specific Procedures

Toolbox meetings are to be held regularly on site during which emergency procedures are explained
and discussed with the workforce.
