4 Basic Design

4.1 General

4.1.1 (Addition) Gas turbines shall be supplied by Vendors qualified by experience to

manufacture and package the units being proposed. The vendor will be considered
qualified if, at the location proposed for manufacture and packaging, they have previously
manufactured and packaged two gas turbines of the same model as that being proposed
which meet the following requirements:

a. Gas turbine units being proposed shall be of identical design.

b. The materials for the gas turbine unit being proposed shall be identical to that on
which the identical turbine experience is based for all turbine/compressor rotor
and combustion gas and air path stationary parts components.
c. Rated power output, and inlet temperatures to the first stage power turbine stator
vanes, shall be equal to or greater than those of the turbine being proposed.
d. The specified fuels for the proposed gas turbine shall be similar to those fuels on
which the identical gas turbine experience is based.
e. Controls, protective systems, and auxiliary systems of the gas turbine unit being
proposed shall be similar in type and design to the identical turbine on which the
experience is based.

The two gas turbines shall have been in continuous operation for a minimum of 8,000
fired hours each and shall have performed satisfactorily throughout their operation. Major
damage to the compressor/turbine rotors or stationary parts in the combustion air/hot gas
path shall constitute cause for disqualification.

Proof of compliance with the above requirements shall be submitted to the Purchaser
with the equipment proposal for approval by the Owner’s Engineer.

Where the Vendor qualification requirements above prevents the application of the latest
technology, the Vendor shall submit a second alternative proposal incorporating the latest
technology features for evaluation by the Owner’s Engineer. This alternative proposal
shall specifically identify the undemonstrated by experience features and state their
advantages.

4.1.3 (Decision) The Purchaser will specify the normal duty dry bulb temperature, relative
humidity, and barometric pressure on Page 1, Lines 19, 20, and 21 respectively of the
Combustion Gas Turbine Data Sheets. Unless otherwise specified, the certified point on
Page 1, Line 30 of the Data Sheets shall be at normal duty.

4.1.4 (Substitution) Gas turbine units shall be suitable for periods of idleness of several months
duration under the specified site conditions, without requiring any special maintenance
procedures.

4.1.5 (Addition) In sizing gas turbine drivers to drive generators the following practice shall be
applied:

a. The gas turbine vendor shall state their guaranteed generator terminal output site
rating of the turbine-gear (if required)-generator assembly based upon the following
conditions:

(1) An inlet pressure loss of 100 mm shall be assumed.

(2) An exhaust pressure loss of 100 mm shall be assumed for simple cycle applications.
(3) An exhaust pressure loss of 300 mm shall be assumed when waste heat is to be
recovered.
(4) An elevation of ___ meter shall be assumed.
(5) An ambient temperature of 50°C shall be assumed.
(6) A relative humidity of 80 percent shall be assumed.

Note: It is a normal practice that Gas Turbine Vendors quote a guaranteed generator
terminal output site rating with all internal losses accounted for, including the driven
generator.

b. The gas turbine Vendor’s guaranteed generator terminal output site rating will be
further de-rated as follows:

(1) A de-rating of 2 percent (a 0.98 multiplier) shall be allowed when a gear box is
required.
(2) A de-rating of 2 percent (a 0.98 multiplier) shall be allowed for fouling and erosion of
the gas turbine compressor and the resulting loss in efficiency.
(3) A de-rating of 4 percent (a 0.96 multiplier) shall be allowed for long term gas turbine
deterioration.

The resulting de-rated generator terminal site rating in kWe will assure that the gas
turbine driver is capable of providing the necessary power to the generator until an
overhaul is required.

4.1.8 (Decision) The Vendor shall state in their proposal, the guaranteed maximum emission
levels of NOx, CO, and unburned hydrocarbons for both their standard combustion
system and their dry low NOx combustion system using the Purchaser supplied fuel gas
properties. The Vendor shall provide a cost adder for their dry low NOx combustion
system.
