SPECIFICATION FOR API 650 – WELDED STEEL STORAGE TANKS

1.0 SCOPE

1.1 This specification and API 650 Latest Edition describe the minimum construction
requirements for the materials, design, fabrication, erection, inspection and
testing of aboveground, non-refrigerated storage tanks fabricated of carbon steel, austenitic
stainless steel, or aluminum. This specification describes additions and modifications made
to API 650. This specification supplements, but does not supersede, API 650 and any
applicable jurisdictional requirements.

1.2 Additional requirements included in applicable Purchaser’s drawings and/or data sheets
shall take precedence over requirements contained herein. However, any conflict among the
requirements shall be immediately referred to Purchaser for resolution. In such cases,
responses from Purchaser must be in writing to constitute a determination or agreement.

1.3 In case of conflict among documents covering the scope of work, the order of precedence of
documents to resolve conflicts shall be, in descending order:

1.3.2 Data sheets and drawings by Purchaser

1.3.3 This specification, MQ-SP-M-4002, “Welded Steel Storage Tanks”

1.3.4 Other references listed in paragraph 2.1.

In all cases of conflict, however, Manufacturer shall advise Purchaser of such before
proceeding with affected scope of work.

1.4 Deviations from this specification must be approved in writing by Purchaser prior to
implementation.

1.5 Details not included in Purchaser’s documents shall be the responsibility of the Supplier.

1.6 Compliance by the Manufacturer with the requirements of this specification does not relieve
Supplier of his responsibility to supply equipment of proper design and construction and
fully suitable for all specified conditions.

2.0 BASIS OF DESIGN

2.1.1 Atmospheric pressure, non-refrigerated tanks shall be designed to API 650.

Closed tanks subject to low pressure whose design is permitted under the rules
of API 650 shall be designed per API 650 as supplemented by Appendix F.

Higher pressure tanks up to 1.03 bar shall comply with API 620, but shall
include those API 650 requirements regarding materials and examination that
are more restrictive than the corresponding API 620 requirements.

2.1.2 It is acceptable for API 650 tanks with a wall thickness not exceeding 13 mm
to be in accordance with Appendix A of API 650. Group I materials of Table 4-4a,
Section 4, page 4-10 of API 650, shall not be used below (-) 6°C.

2.1.3 Shop assembled API 650 tanks shall be to Appendix J except that a minimum of
spot radiography shall be applied and buttwelds shall have full fusion.

2.1.4 Floating roof tanks shall be in accordance with the appendices of API 650 listed
below in addition to other requirements specified in this specification.

 External floating roofs: Appendix C


 Internal floating roofs: Appendix H

2.2 Design Temperature

2.2.1 For API 650 carbon steel tanks which can operate over 93°C, but not exceeding
260°C, the design temperature and strength calculations shall be in accordance with
API 650, Appendix M .

2.3 Design Loads

2.3.1 Wind loads shall be in accordance with ASCE 7-05. Unless otherwise specified,
209 kph basic wind speed shall be used.

2.3.2 For design of API 650 top and intermediate wind girders, API 650 design criteria and
the basic specified with ASCE 7-05 shall be used. Unless otherwise specified,
209 kph basic wind speed shall be used.

2.3.3 The need for intermediate wind girders shall be assessed for API 650, Appendix A
tanks.

2.3.4 Earthquake loads shall be in accordance with API 650, Appendix E. Rain and snow
loads shall be in accordance with ASCE 7-05.

2.3.5 The Manufacturer shall also consider the following loads in addition to standard
design loads:

 Platforms, ladders and piping loads


 Loads imposed during transport
 Support columns lateral loads
 Heat treatment effects

2.3.6 Rates of filling and emptying shall be as specified on Purchaser’s data sheets and
shall be used by the Manufacturer to size the tank vents.

2.3.7 Design of the tank vacuum and pressure relief system shall be the responsibility of
the Manufacturer. As a minimum, all applicable requirements of API 2000 shall be
met.

2.3.8 Manufacturer shall design tank connections for loads imposed by the piping system
as specified on Purchaser’s data sheets.

2.4 Foundations and Settlement

2.4.1 Tank foundations will be fabricated by Others, as required. Manufacturer to verify


foundation levelness before the start of erection.

2.4.2 If appreciable tank settlement is expected and if specifically requested by Purchaser,


facilities for monitoring settlement shall be provided by Manufacturer. This shall
include for monitoring the settlement of the tank bottom relative to the tank wall.

2.4.3 The tank shall be designed to withstand the absolute and differential settlements
indicated in Purchaser’s data sheets. The design of tanks operating at temperatures
above 65°C shall consider the settlement resulting from the desiccation of the soil.

2.5 Allowable Stress

2.5.1 Maximum allowable stress values shall be in accordance with API 650.

2.5.2 For austenitic stainless steel tanks, the allowable stress values shall be to the rules of
API 650, Appendix S.

2.6 Tank Capacity

2.6.1 Tank capacity specified on the tank data sheet shall be the net working capacity.

2.6.2 Net working capacity shall be determined from the lowest and highest liquid levels as
defined in this specification.

2.6.3 The lowest liquid level to be used for determining net working capacity shall be the
higher of the following:

 300 mm above the top of the open end of the internal suction piping. If more
than one suction line is specified, the lowest suction line shall be used. Water
draw-off nozzles shall not be used for consideration of lowest liquid level.

 300 mm above the roof landing height for floating roof tanks.

2.6.4 The highest liquid level to be used for determining tank capacity shall be as follows:

 Fixed roof tanks: 460 mm below top of rim angle


 Internal floating roof tanks: 460 mm below bottom of overflow slots or liquid
level when top of roof seal is 150 mm below overflow slots.
 External floating roof tanks: liquid level when top of the secondary seal is 150
mm below rim angle.

3.0 MATERIALS OF CONSTRUCTION

3.1 Material specifications shall be as permitted by API 650.

3.1.1 ASTM A283C plate shall not be used for shell, shell reinforcement, or tank bottom
annular plates for thicknesses greater than 12 mm.

3.1.2 Manufacturer shall obtain written permission to use decoil plate versus mill flat plate.
Decoil plate shall only be used for floating roofs, tank bottoms, and tank cone roofs.

3.2 Annular bottom plates shall be to the same material specification and grade as the bottom
shell course.

3.3 Plate material used for reinforcement and for nozzle or manway necks shall be to the same
material specification as the shell to which they are welded and shall meet the same notch
toughness requirements.

3.4 If forgings are used for shell reinforcement of nozzle or manway necks, they shall meet the
same notch toughness requirements as specified for the shell plate.

3.5 For stainless steel tanks use the material specifications and allowable stress rules of API 650,
Appendix S.

3.6 All attachments to the tank shall be of the same material type as the tank component to which
they are attached.

3.7 Cast fittings shall not be used.

3.8 Unless otherwise specified, flexible shoes and secondary seal tension plates for floating roof
seals shall be 18 gauge 304 SS material. Shoe seal pusher plates, grounding shunts, and
secondary seal tension plates shall be 304 (1/4 hard) spring stainless steel material. All other
fastenings, pins, bolts, nuts, clips, flexure closures and related hardware shall be either 304 SS
or 430 SS material, selected to prevent corrosion failure and galling at wear points.

3.9 Unless otherwise specified, primary and secondary seal material shall be 35 mil. Mesalon
7010 and 20 mil. Mesalon 7010 respectively or approved equal. Wiper tips shall be
Nitrile/PVC.

3.10 Structural steel for platforms, ladders and stairways shall be to ASTM A36. Bolting for
structural steel shall be to ASTM A325.

4.0 DETAIL DESIGN

4.1 Corrosion Allowance and Minimum Thickness

4.1.1 Purchaser will specify the corrosion allowance required for each tank. If omitted
from inquiry, Manufacturer shall question the omission. Corrosion allowance shall
be added to the calculated tank wall thickness and each internal surface exposed to
the contents unless otherwise agreed by Purchaser.

4.1.2 Corrosion allowance shall be added to the minimum annular plate thickness specified
in API 650, Section 5, page 5-10, Table 5-1a.

4.1.3 Minimum thicknesses shall be as required by API 650 except that the minimum
installed shell thickness shall be 6 mm for tanks with diameters of 15.24 meters and
less.

4.1.4 If settlement at the tank wall is expected to exceed 100 mm during testing or
operation, the annular plates shall be strengthened. The minimum thickness
from Table 5-1a shall be selected from only the 220 or 250 Mpa columns.

4.1.5 Minimum thickness of internal structural members shall be 6 mm plus corrosion


allowance.

4.2 Shell, Bottom, and Wind Girders

4.2.1 The thickness provided at any shell course shall not be less than the course above.

4.2.2 The height specified for cone roof and floating roof tanks shall be from the bottom
of the shell to the top of the rim angle. The wall height must satisfy tank net capacity
requirements as specified in paragraph 2.6.

4.2.3 The shell shall be designed for a liquid height to the top of the shell. Unless specified,
windskirts and/or overflow slots are not acceptable for external floating roof tanks.
When specified, the shell shall be designed for a liquid height to the top of the shell
extension.

4.2.4 Overflow slots shall be provided, unless otherwise specified, at suitable locations
on internal floating roof tanks per API 650, Appendix H.

4.2.5 Fixed roof API 650 tanks shall normally have a frangible joint between the top angle
and the roof plates unless otherwise specified by the Purchaser, the internal design
pressure dictates otherwise, or self-supporting roof is specified.

4.2.6 For fixed roof pressurized design to API 650, Appendix S, shall be used for stainless
steel design.

4.2.7 The top angle for fixed roof tanks shall be turned inwards, unless required externally
to assist insulation support. Refer to Purchaser’s data sheets for the required
arrangement.

4.2.8 Wind girders on floating roof tanks shall be as follows:

 Location shall be 1070 below top of curb angle


 Minimum width shall be 610 mm outside the curb angle
 Design shall include the support of a moving 454 kg concentrated load
 Bottom side of horizontal joint shall be seal welded.

If used as a walkway, the girder shall comply with API 650, paragraph 5.9.4.

4.2.9 For stainless steel tanks, the wind girder section modulus of API 650 shall be
modified per Appendix S.

4.2.10 All tanks 30.5 meters or larger in diameter shall be provided with annular plates.
API 650 shall govern the provision of annular plates for tanks smaller than 30.5
meters in diameter.

4.2.11 Annular plates shall be buttwelded. If backing bars are used, they shall extend
beyond the limits of the annular plate to serve as a run-off tab for welding purposes.
The minimum thickness of the annular plate shall be 10 mm for tank diameters 30.5
meters in diameter and over. Bottom plate fillet welds shall be 2-pass. If tank wall
settlement will exceed 200 mm, increased strength of annular plates and bottom plate
welds shall be considered.

4.2.12 Tank bottom plates for API 650 flat bottom tanks shall be lap welded
construction, unless otherwise specified.

4.3 Fixed Roof

4.3.1 Fixed roofs shall be self supporting at least up to 7.2 meters diameter.

4.3.2 Supporting structures shall be braced to provide a stable design not subject to
buckling failure. Lateral bracing for roof framing shall be provided if required per
API 650, paragraph 5.10.4.

4.3.3 Columns shall be of pipe or structural sections. Base and cap plates shall be
continuously welded. Pipe sections shall be sealed.

4.3.4 Bearing plates, 10 mm thick minimum shall be provided under columns.

4.4 Floating Roof

4.4.1 For external floating roofs, adjustable roof supports for low operating level and high
cleaning level shall be furnished. A 1220 mm minimum roof elevation is preferred for
operating level. Equipment may require a greater dimension for clearance, such as
with pontoons and suction nozzles. An 1830 mm high elevation for cleaning is
preferred. Both dimensions are established at the periphery of the floating roof deck.
These dimensions shall be checked for clearance whenever internal equipment is
installed in the tank. For internal floaters, the 1220 mm and 1830 mm elevations are
also required and shall be designed to not restrict tank filling height with the legs set
at low operating level conditions.

4.4.2 The roof elevations shall be stated in Manufacturer’s quotations.

4.4.3 Bearing plates, 20 mm thick minimum shall be provided under each support leg.
Striker plates equal to the tank bottom thickness shall be provided under the gauge
hatch and vacuum breaker legs.

4.4.4 Thickness of the outer rim for all carbon steel floating roofs shall be, as a minimum, 7
mm plus corrosion allowance.

4.4.5 Roofs shall be the contact type designed to eliminate the presence of any air-vapor
under the deck.

4.4.6 The Manufacturer shall demonstrate the adequacy of his design to resist distortion
under design loads.

4.4.7 Pontoon bulkheads shall be welded at the top to be vapor tight.

4.4.8 External floating roof design shall preclude instability from ponding loads. Depth of
water ponding on the roof shall not exceed 50 mm. Roof drains, including check
valve, shall be sized to prevent the roof from accumulating a water level greater than
design at the maximum rainfall rate specified by Purchaser when the roof is floating at
the minimum operating level. A roof sump with cover or trash screen shall be
provided to receive collected water. External floating roofs in excess of 36.6 meters
in diameter shall have an additional roof sump. The secondary sump shall be located
below the rolling ladder runway and adjacent to the pontoon. Both sumps may use the
same roof drain hose. The roof drain assembly shall be hydrotested after installation.

4.4.9 External floating roof secondary seals shall be grounded to the shell using stainless
steel shunts. As a minimum, 24 gauge x 50 mm wide grounding shunts at 3050 mm
center shall be provided on the secondary seal. Internal floating roof may use
grounding cables.

4.4.10 External floating roof shall be grounded from the roof to the rolling ladder and from
the rolling ladder to the shell.

4.4.11 Floating roof decks shall be totally supported by false structures, scaffolding, etc.,
during fabrication. Manufacturer shall specify erection procedure and weld procedure
for approval.

4.4.12 Pontoon rim space shall not exceed ± 50 mm from approved design drawings.

4.4.13 Roof seals design shall:

 Be sufficiently flexible and have sufficient range of movement to accommodate


tolerances, roof movements and flexings of the roof and tank wall.
 Remain stable in sunlight, tank liquid and tank vapor.
 Prevent contact between organic materials and the tank contents
 Metallic shoe seals shall extend a minimum of 100 mm below the product level
 Include rim space vents, if required by seal design used.

4.4.14 Sleeves for leg supports shall remain below liquid level when the deck is fully
deflected.

4.4.15 Internal floating roofs shall not be pan type, unless otherwise specified by Purchaser.

4.4.16 The bottom of roof legs shall be fabricated with flat plates or weld caps. Drain
openings shall be provided.

4.4.17 Internal floating roofs shall be designed to self drain or to float when flooded.

4.4.18 If specified, the bottom side of floating roof tanks shall be seal welded to
accommodate corrosive services. When specified, special consideration shall be given
to weld sequence and a minimum of 7 mm plate shall be used. Weld procedure shall
be submitted for approval.

4.4.19 External floating roof, regardless of diameter, shall be provided with a foam dam
whether a foam system is specified or not. The dam shall be 5 mm thick steel and
shall be in accordance with NFPA no. 11, paragraph 5.3.5.4. The foam dam shall be
50 mm above the secondary seal. The bottom of the foam dam shall be seal welded
both sides.

4.4.20 Provide a minimum of 75 mm clearance between the roof or seal and any shell
penetrations or shell appurtenances at roof landing height.

4.5 Manholes and Nozzles

4.5.1 The numbers of manholes to be provided are shown in the following table:

In addition, one 20 inch manhole shall be provided in


each floating roof pontoon compartment; covers shall
be designed per Appendix C.3.5

4.5.2 Flush type clean out fittings shall only be provided when specified by Purchaser.

4.5.3 Multiple manholes shall be approximately equally spaced.

4.5.4 Manhole construction shall be per API 650. Additional requirements may be stated in
Purchaser’s data sheet to accommodate mechanical mixers or other external
attachments.

4.5.5 Flanges for nozzles shall be in accordance with the following:

 No slip-on flanges shall be used on the shell unless specified by Purchaser. Roof
nozzles and gauge pipe slip-on flanges will be allowed.
 Threaded connections are not acceptable on the shell.

4.5.6 All API 650 tanks shall have a water draw-off connection constructed of Schedule 80
pipe minimum. A sump shall be provided unless otherwise specified by Purchaser.

4.5.7 “Low-type” nozzles, as shown at API 650, Table 5-6a, are not allowed unless
specifically required by Purchaser.

4.5.8 Nozzle flange bolt holes shall straddle vertical-horizontal centerlines, unless otherwise
noted.

4.5.9 Nozzles and manholes shall not be located in weld seams, without Purchasers
approval.

4.6 Foam Systems

4.6.1 The Manufacturer shall provide complete foam systems when specified by the
Purchaser. The system shall be in accordance with NFPA No. 11 and with the
requirements of this specification. It shall include installation of all piping down to
grade, including a distribution header located approximately 3 meters above grade.
The piping from the distribution header to termination point outside the firewall to be
provided by others.

4.6.2 Cone roof, external floating roof, and internal floating roof tanks shall utilize fixed
foam Type II discharge outlets per NFPA No. 11, with attached foam makers. Foam
system pressure requirement to be specified by Purchaser.

4.6.3 External floating roof tanks shall utilize top of seal application per NFPA No. 11,
Annex “A” with splash board or approved equal. Refer to NFPA No. 11, Figure A-
5.3.5.2 (a).

4.6.4 Foam dam shall be provided on external floating roofs per paragraph 4.4.19 of this
specification.

4.6.5 Manufacturer shall assure equal distribution of foam to all points on roof.

4.6.6 The foam piping shall be hydrotested and constructed in accordance with MARAFIQ
Engineering Standards.

4.7 Other Accessories

4.7.1 The Manufacturer shall size and provide roof vapor vents for normal and emergency
conditions in accordance with API 2000. Manufacturer shall supply two 100% vents
for normal conditions. Emergency vents shall be provided with weather shields. The
need for flame arrestors shall be considered by Purchaser. Tanks that may operate
above 93°C shall be equipped with emergency roof manway vents in addition to roof
vents.

4.7.2 An automatic liquid level gauge, reading at ground level, shall be provided for each
tank. The gage shall be Varec Model 2500, Shand & Jurs Model 92021, or Purchaser
approved equal. The roof connection shall be adjacent to a manway or be constructed
with a maintenance access hatch. The gauge float shall ride on liquid surface.

4.7.3 One flanged 8-inch gauge hatch, self-closing and non-sparking, shall be provided on
the roof of each API 650 cone roof tank. The hatch shall be located adjacent to the
gauging platform.

4.7.4 Floating roof pipe type anti-rotation devices shall be provided with a gauge hatch.
Unless otherwise specified, a 200 mm galvanized guide pole shall be provided with
25 mm diameter drilled holes on 300 mm centers staggered on two sides and located
parallel to the shell. The guide pole shall be supported at the bottom from the tank
shell and shall terminate 460 mm from the tank bottom. The well for guide poles shall
be designed to minimize emissions. As a minimum, the well shall include a gasketed
sliding cover and pole sleeve.

4.7.5 Hose primary drains shall be provided on external floating roofs. Hoses shall be
Coflexip; other manufacturers are permitted only as approved by Purchaser. HMT
“Pivot-Master” Joints with rigid piping may be substituted with approval by
Purchaser. Minimum size shall be 75 mm to 27.4 meter diameter, 100 mm to 39.6
meter diameter, and 150 mm to 57.9 meter diameter. Between 57.9 meter and 79.25
meter diameter, two 150 mm drains shall be minimum. Roof drain piping supported
by the tank bottom shall be schedule 80.

4.7.6 All API 650 fixed roof tanks shall have a scaffold cable support.

4.7.7 All tank circulation vents, shell overlow openings, and external floating roof foam
chamber discharge ports shall be equipped with stainless steel coarse mesh material
and shall attach from the outside to allow easy replacement.

4.7.8 Tank mixer design criteria shall be specified by the Purchaser for mixing or blending
applications. Mixer Supplier shall typically supply mixer with a cover plate to be
installed by the Tank Erection Vendor.

4.8 Structural Steelwork

4.8.1 Fixed roof tanks shall be provided with spiral or radial stairways and gauger’s
platform for access to gauge or sampling hatches. To avoid walking on the roof,
platforms located above the roof are required at all roof accessories such as vents,
gauging devices, and instrumentation, not accessible from gauger’s platform. A
platform shall be provided to provide 360 degree access to the gauging / sampling
hatch.

4.8.2 External floating roof tanks shall be provided with a spiral or radial stairway and
platform for access to gauge or sampling hatches. The platform shall be positioned to
remain clear of product in the event of overflow. Vertical ladders shall not be used
unless otherwise specified by Purchaser. A vertical ladder from the platform to
windgirder shall be provided on radial stairway design.

4.8.3 External floating roof tanks shall have a rolling type roof ladder with a minimum
angle to the vertical of 30 degrees. It shall have access from the gauging platform.
Rolling ladder shall be provided with self leveling treads. Grease fitting shall be
provided on the wheel hubs.

4.8.4 Handrailing shall be provided at gauger’s platform of fixed roof tanks and internal
floating roof tanks to prevent access onto the cone roof.

4.8.5 Handrailing shall be provided for all platforming, stairways and floating roof ladders.
For fixed roof tanks, the Handrailing shall be extended around the edge of the roof for
at least 1830 mm either side of the platform.

4.8.6 All ladders, platforms, and handrails shall meet all requirements of OSHA.

4.8.7 All platforms and stair treads shall be galvanized serrated bar grating.

4.8.8 For insulated tanks, all supports, platforms, clips, etc., shall be designed to
accommodate insulation.

4.8.9 Internal piping supports shall be furnished with a bearing plate seal welded to the tank
bottom.

4.8.10 Provide minimum of 8 galvanized electrical ground lugs, 75 mm x 7 mm flat bar, with
11 mm diameter center hole. Locate 150 mm above tank bottom.

5.0 FABRICATION

5.1 General

5.1.1 The design shall maximize shop fabrication. All parts requiring post weld heat
treatment shall be assembled and heat treated in the Supplier’s shop.

5.1.2 When foundations are built by Others, the tank erector shall inspect and accept the
foundation confirming its acceptability for tank construction.

5.1.3 Tank plates shall be handled properly during tank fabrication and shall not be used
for any other purpose, such as being used for a roadway.

5.1.4 Plates shall not have holes cut in them for handling.

5.1.5 Reinforcing pads shall be vented by a 6 mm drilled and tapped hole and shall then be
filled with grease after painting.

5.1.6 All parts that must be welded to the tank shall be installed before the hydrotest.

5.1.7 Bottom plates shall be thoroughly cleaned on the underside before being positioned.
All dirt, mud, loose scale and debris shall be removed.

5.1.8 Plates shall be new and unused. Plates shall not be used for any other reasons, i.e.,
roadways.

5.2 Welds

5.2.1 Welding shall conform to API 650 and to MARAFIQ Specification MQ-SP-M-4041.

5.2.2 Welding procedures must be approved by the Purchaser before commencement of


any welding.

5.2.3 All main seams and annular plate welds, excluding shell to bottom plate welds, shall
be buttwelds with full penetration and full fusion, unless otherwise specified by
Purchaser. Main seams shall be welded from both sides, unless otherwise approved
by Purchaser.

5.2.4 Nozzles and manholes shall be welded with full penetration and full fusion welds.
This requirement applies to welds through reinforcing pads as well as the tank shell.

5.2.5 Electroslag and electrogas welding are not permitted, unless approved by Purchaser
after review of Manufacturer’s procedures, past experiences, test results, etc.

5.2.6 The Brinell hardness of any weld or heat affected zone shall not exceed 200 BHN.

5.2.7 All weldments shall meet the notch toughness requirements of the base metal
material.

5.2.8 Alignment clips, temporary attachments, and temporary attachment weld spacing
shall adhere to API 650 and API 653 guidelines. Removal of the items mentioned
shall be inspected by the Purchaser’s representative. These areas may be subject to
ultrasonic thickness testing and/or non-destructive testing as deemed necessary by
Inspection or the Purchaser’s representative.

5.2.9 The tank bottom shall be welded with two passes utilizing E-6010 electrodes for the
first pass and E-7024-1 electrodes or SAW procedure for the second pass. If SMAW
process is utilized on the second pass, the electrode diameter shall be limited to a
maximum of 5.5 mm for E-7024-1.

5.2.10 All tank bottom welds shall be completely deslagged and burrs shall be removed.
Excessive grinding and gouges shall be repaired. When internal lining is specified,
bottom repair and weld preparation shall be in accordance with API 652 and NACE
RP0178.

5.2.11 Backup strips are permitted on annular ring butt welds.

5.2.12 Downhill welding is allowed on shell plates 6 mm and less.

5.2.13 All shell penetrations shall be full penetration welds and the attachment welds shall
be backgouged and dye penetrant or magnetic particle tested. The final weld pass
shall also be dye penetrant or magnetic particle tested.

5.2.14 The interior of tanks to be internally lined or coated shall have all edges rounded to a
minimum 3 mm radius. Internal welds shall be completely seal welded, ground
smooth, and free from surface porosity, pockets, high spots, and weld splatter. Cone
roof tanks to be internally lined shall be welded on the inside of the laps. Prepare all
welds to NACE Standard RP0178 Designation “C” requirements.

5.3 Tolerances

5.3.1 Shell plates shall be cut to within 1.6 mm on length, width and diagonals.

5.3.2 Peaking and banding shall not exceed 10 mm as gauged by the 36 inch sweep board
procedure of API 650.

5.3.3 The maximum out-of plumbness of the top of tank shell relative to the bottom of the
shell shall not exceed 1/300 of the tank height.

5.3.4 Flatness tolerances on tank bottoms shall meet the requirements of API 653.

5.3.5 Install tank nozzles (excluding manways) within the following tolerances:

a. Projection from outside of tank shell to extreme face of flange: ± 4.8 mm


b. Elevation or radial location: ± 6 mm
c. Flange tilt in any plane, measured on the diameter across the gasket surface:
± 1/2 degree but not exceeding 4.8 mm
d. Flange bolt hole orientation: ± 1.6 mm

6.0 TESTING AND INSPECTION

6.1.1 The responsibility for inspection and testing rests with the Manufacturer. Purchaser
shall have access at all times to the facilities of any Vendor engaged in supplying
materials or in fabricating the tank for the purpose of inspecting and, if necessary,
rejecting such materials and work which does not meet with applicable requirements.

6.1.2 Manufacturer shall give Purchaser at least five days prior notification of the start date
of fabrication, testing, and of any other final inspection.

6.1.3 Any repairs shall require re-test unless otherwise agreed by Purchaser.

6.1.4 The Manufacturer shall designate a QA/QC individual on the jobsite. The QA/QC
person is responsible for all testing and documentation as outlined in API 650. The
individual is responsible for maintaining up-to-date records on welding procedures
and qualifications, NDE test records, weld maps, material test reports, NDE
procedures and certifications, and any other requirements specified in documents
listed above.

6.2 Radiography

6.2.1 Radiographic examination of welded joints shall be performed when required by the
applicable code or as specified on Purchaser’s data sheets.

6.2.2 Vertical joints in steels of yield strength over 43000 psi shall be 100% radiographed.

6.2.3 Purchaser reserves the option to choose locations for radiographs.

6.2.4 Each radiograph shall not be less than 150 mm long.

6.2.5 Radiography film shall be Eastman Kodak Industrial Film, Type AA, or equal.
Radiographic evaluation of the films shall be in accordance with the applicable code.

6.2.6 All radiographs taken during fabrication shall be available for examination by
authorized Inspector. Purchaser reserves the option to approve final radiographs.
All radiographs become the property of MARAFIQ.

6.3 Magnetic Particle and Liquid Penetrant Examination

6.3.1 Magnetic particle and/or liquid penetrant examination shall be performed when
required by the applicable code or as specified on applicable Purchaser’s drawings.

6.3.2 In addition to the requirements of API 650, annular plate buttwelds and shell
penetrations shall be magnetic particle or liquid penetrant examined after the root
pass on the finished weld surface.

6.3.3 Nozzle to shell welds, reinforcing pad welds, and attachment welds to materials in
API 650, Classes IV, IVA, V, and VI shall receive magnetic particle examination.
This shall include temporary attachment welds and the ground surface where
temporary attachments have bee removed.

6.4 Fluid Testing

6.4.1 All tanks shall be tested full of water in accordance with the applicable code or by
agreement between Purchaser and Manufacturer. Filling, testing, and draining shall
be by the Manufacturer. The tank shall be washed clean after hydrotesting.

6.4.2 If testing at the jobsite is involved, Purchaser will provide a source of water at a
distance defined by Purchaser. All further required supply and drain piping, pumps
and valving shall be provided by the Manufacturer.

6.4.3 Manufacturer shall take all necessary precautions to avoid brittle fracture of tank
during testing. Manufacturer shall state the minimum test temperature on his outline
drawing and on the tank nameplate.

6.4.4 To prevent chloride stress cracking, tanks fabricated, lined, or welded with austenitic
stainless steels shall be tested with water that has a maximum chloride content not
exceeding 50 ppm. In addition, maximum tank metal temperature during test shall
not exceed 49°C. Tank shall be drained immediately after testing until all standing
water is removed by mopping and shall then be dried by blowing air through the
tank.

6.4.5 Stage filling shall be required for tanks at 25%, 50%, 75%, and 100% filling
intervals. Tank settlement shall be monitored by Manufacturer during the testing
period. A two-hour holding time between filling stages and a 24-hour holding time
after filling is required.

6.4.6 All blind covers required for the test shall be provided by the Manufacturer.

6.4.7 Tanks with linings shall be tested prior to installation of such linings.

6.4.8 All tank bottom welds and roof welds shall be tested by the vacuum box method.
Vacuum of 20.7 kPa minimum shall be used.

6.4.9 If a shop tested tank is damaged during shipment, the tank shall be retested after
repairs if Purchaser judges that the nature of the repairs so warrants.

6.4.10 All hydrotests shall be made in the presence of Purchaser’s Inspector and with his
approval. Tank shall not have been previously tested by the Manufacturer.

6.4.11 Floating roofs shall be demonstrated to move freely through their full range during
the test.

6.4.12 Pontoons on floating roof tanks shall be diesel leak tested.

6.4.13 Shell-to-floor seams shall be diesel leak tested as specified per API 653.

6.5 Ultrasonics

6.5.1 All shell plates in the first shell ring 19 and greater shall be tested for laminations
per ASTM A578.

6.6 Construction Hold Points

6.6.1 The following are hold points during construction for inspection verification:

 Repad air tests


 Backgouges of weld seams and shell penetrations
 Vacuum testing
 Diesel testing of corner welds and floating roof pontoons
 Radiographic film review and weld map
 Hydrotesting
 Spot Brinnel testing per API 650 Para. 5.3.4 (b).
 Records of all tests to be signed off by MARAFIQ at the time of test and
submitted at the conclusion of the project.
 Any drawing deviation must be approved and signed by the project engineer.

7.0 CERTIFICATION AND NAMEPLATE

7.1 The Manufacturer shall provide a 304 SS nameplate permanently fixed to the tank at a
suitable location.

7.2 The nameplate shall contain at least the information required by API 650 and shall include the
Purchaser’s tank number.

7.3 For insulated tanks, the nameplate shall be mounted on a bracket so that it is outside the
insulation.

8.0 PAINTING AND INSULATION

8.1 Painting

8.1.1 Surface preparation and painting shall be as dictated by MARAFIQ Specification –


Painting MQ-SP-M-4039.

8.1.2 The following tank components shall be galvanized:

 All external structures such as ladders, rolling stairway (wheels, axle, and
stairway), platforms, stairs and handrails shall be hot dipped galvanized.

 Floating roof support legs, sleeves, and pins; vacuum breakers; and anti rotation
devices shall be hot dipped galvanized. Completion of all welding shall be
performed prior to galvanizing if possible.

 Uninsulated external attachments such as pipe support or platform clips shall be


hot dip galvanized. Galvanizing coating must be completely removed from any
weld zone by sandblasting or grinding before making the attachment weld.

8.1.3 Machined surfaces shall not be painted.

8.1.4 Zinc contamination of stainless steel materials and to a lesser extent of carbon steel
components, may result in embrittlement and even lure of the tank. To preclude this,
the following shall be observed:

 Stainless steel tanks shall not be painted with zinc rich paints nor shall they come
in contact with parts either painted with zinc rich paints or hot dip galvanized.
 For all other tanks, parts painted with zinc rich paints or hot dip galvanized shall
not be welded to the tank, unless the zinc in the area immediately adjacent to the
zone to be welded is completely removed by sandblasting, grinding, or taping prior
to galvanizing or painting.

8.1.5 Painting shall be deferred until tank has been inspected and accepted by Purchaser’s
Inspector.

8.1.6 On tanks with internal coatings, a pre-installation and alignment of the seal shall be
prior to application of the internal coating, if required. No welding on roof or shell
will be permitted after tank is coated internally. Any welding necessary for
installation of the seal shall be done before the coating is applied.

8.1.7 As a minimum, all tank bottoms, bottom 460 mm of the interior shell, and tank
exterior should be coated unless otherwise specified by the Purchaser. For floating
roof tanks the top 1830 mm of the interior shell and pontoon rim walls should also be
coated. The bottom coating shall be holiday tested.

8.1.8 Bearing plates under columns and floating roof legs shall be painted prior to
installation.

8.2 Insulation

8.2.1 Insulation requirements and details shall be as specified on Purchaser’s data sheets
and MARAFIQ Specification for Hot Insulation MQ-SP-M-4046
.
8.2.2 External stiffeners on tanks requiring insulation shall be insulated. Unless otherwise
specifically approved by Purchaser, insulation thickness used to cover the stiffeners
shall be the same specified for adjacent tank shell.

8.2.3 Tank attachments, if required for support of insulation, shall be supplied and installed
by Manufacturer. An acceptable support scheme consists of rings spaced at no more
than 2440 mm vertically with width equal to 13 mm less than insulation thickness.
Refer to Purchaser’s data sheet for specific details.

8.2.4 All flanges, manway covers, instruments and similar tank appurtenances in contact
with the tank product shall be included with insulated items of a tank.

8.2.5 Installation of insulation will be by Others.

8.2.6 Vertical insulation is recommended on tank shells.

8.2.7 All roof penetration shall be properly sealed or provided with weather barriers.

9.0 PREPARATION FOR SHIPMENT OF SHOP FABRICATED TANKS

9.1 Tanks shall be marked with their item and purchase order numbers plus suitable warnings
about lifting limitations.

9.2 Stainless steel tanks for ocean shipment shall be given external protection against salt water
and shall not be carried as deck cargo.

9.3 Glass lined tanks and tanks with other easily damaged linings shall be marked clearly to
prohibit further welding, burning, or arc strikes.

9.4 Tanks shall be thoroughly cleaned of all foreign matter and dried prior to shipment. All
liquids used for cleaning or testing shall be drained out before shipment.

9.5 All components susceptible to damage shall be suitably protected.

9.6 Exposed flanged connections shall be protected with wooden or metal covers bolted on.

9.7 Machined surfaces shall be protected with a heavy grease or other rust preventative that will
last at least 24 months.

9.8 Tell-tale holes shall be packed with grease.

9.9 The Manufacturer shall provide supports suitable for the lifting and handling of tanks during
transportation and erection.

10.0 GUARANTEES

10.1 Manufacturer shall be responsible for the correctness of all computer programs used by him in
the design of the tank. Manufacturer shall be prepared to justify the correctness of his
programs, if so requested. This justification may include, at Purchaser’s discretion, the
preparation of check sample problems by hand or the comparison, at Manufacturer’s expense,
of results utilizing Manufacturer’s programs with computer programs chosen by Purchaser.

10.2 Manufacturer shall be fully responsible for the design and manufacture of the tank in full
compliance with requirements in all applicable Purchaser’s data sheets, drawings, standards,
and other documents.

10.3 Manufacturer shall be fully responsible to provide a tank that will be suitable for the defined
service and for the specified conditions.

10.4 Refer to the purchase order or contract document for:

10.4.1 The extent of the guarantee period.

10.4.2 Details regarding commercial treatment of non-compliance problems arising during


the guarantee period.

11.0 MANUFACTURER’S DATA

11.1 General

11.1.1 All data supplied by Manufacturer shall be identified with the following
information:

 Tank item number and name

 Name and location of project

 Purchase order number or contract number

11.1.2 All documents forwarded to Purchaser shall have been checked by Manufacturer
prior to their submission.

11.2 Information for Purchaser’s Approval

The Manufacturer shall submit general arrangement drawings, detail drawings, calculations,
welding procedures and any other documents required to provide, as a minimum, the
information listed below to the Purchaser for his review and approval.

 Overall dimensions and details for all systems and components supplied by
Manufacturer

 List of all applicable codes and standards

 Materials of construction and respective corrosion allowances

 Design conditions and loads

 Details of tank supports

 Dead, live, wind, earthquake and other loads exerted by Manufacturer’s tank on
foundation

 Anchor bolt holes size and locations and required anchor bolt material, size, and
projection beyond support level

SPECIFICATION FOR API 650 – WELDED STEEL STORAGE TANKS

 Location, size, flange details, including applicable industry standards, rating, bore,
surface finish, and gasketing or welding requirements of all flanged and/or buttwelded
connections
 Size and details of all gaskets

 Allowable loads of all flanged and/or buttwelded connections to Purchaser’s piping

 Location and dimensions of platforms, ladders, stairways and all other means of access

 Details of insulation support clips

 Welding procedures to the extent required by Purchaser’s documents and an index as to


their application

 Fabrication procedures to the extent required by Purchaser’s documents

 Definition of non-destructive examinations and mechanical tests required

 Surface preparation, painting, or other surface finish requirements

 Any other data required by Purchaser’s documents

 Location of weld seams and plate thicknesses

 API 650 data sheet

After the receipt of Purchaser’s comments, Manufacturer shall revise his documents and
issue them again to Purchaser as “Certified for Design and Construction”. The approval by
Purchaser of Manufacturer’s documents shall in no way relieve Manufacturer of his
responsibility to meet the requirements of Purchaser’s documents.

11.3 MARAFIQ Records

Within ten days after the completion of tank, Manufacturer shall furnish Purchaser with the
following documents:

11.3.1 The same documents referred to in paragraph 11.2 revised by Manufacturer to


Reflect “As-Built” details. This issue of documents shall be made even if no
changes have taken place since the submission of certified documents.

11.3.2 API 650 certification

11.3.3 Mill test reports for all plate material and alloy parts showing heat number,
chemical analysis, and mechanical properties

11.3.4 Radiography charts

11.3.5 Hardness test results

11.3.6 Nameplate rubbing or photograph

11.3.7 Any other reports or data which are required by the Purchaser’s documents
