Statement #1:

We know that one of the most affected systems in the entire world is education. Because
of the big volume of education clients will be the source of the illness, some of the countries
tried to suspend classes in all levels and turned the learning intervention into virtual classrooms.
The Philippines in the recent situation has been taking its lead to overcome the dilemma of
facing the “new normal” in the education system. What do you think will be the inclusions in
the new alternative mode of learning? Do you think that the government is ready for the “new
normal” in education”? Cite your argument.
Covid-19 has brought a big impact to the whole world. Several industries were being
affected by this pandemic and have no choice but either to freeze or stop their primary operation.
One of this is the education sector of the world. They have nothing to do but to suspend the
classes in all levels just to ensure the safety of students and even the employees. Though it turns
out like this due to the effect of the pandemic disease, some have devised a platform to cope up
with the education system and continue the learning values for the students. Most of them
employ education through virtual aspect with the use of technology. Now with the new normal
promulgated by the government, will the education sector be able to adapt with this?
Philippines, as one of the Asian countries being affected by the Covid 19 is taking its lead
now to overcome the dilemma of facing the new normal in the education system. Based on
Inquirer. Net, education’s new normal will not just be about operating in an environment that
secures the health of students; nor will it be about completely transitioning to online modalities.
Instead, it should be about using technology to increase efficiency in areas with the capacity to
do so, while empowering learners and communities to create positive learning environments in
which the student can grow. It should not sacrifice quality but continue to provide equal
opportunities, most especially to the marginalized and vulnerable sectors. It is not a one-size-fits-
all solution, but one that is dependent on the needs of each learning community. The government
are trying to imposed a blended learning style of teaching in order to cope up with the continuous
delivery of education services both in public and in private, however, though technology are
somewhat brings the light and hope for the government to arrive on a solution, still, the
accessibility of such technology is a widespread challenge for student especially in the public
schools. Moreover, another burden that still being crucial for the government is the alignment of
resources and even the budget for the education sector which is needed to assist student and even
the teachers.
Still up today, the government are still in amidst of the decision whether to approve the
physical or face to face learning on different school. It deems that the government are still
uncertain on the continuation of classes even though it is on the new normal phase. Lacks of
other resources and other finances are still a barrier being foreseen by the government. They
must first strategize the implementation of this new solution in the new normal of education
system in order not to mismatch the needs of everyone. Not only are the government itself but
even the parents, teachers and most especially the students, are they really prepared to embrace
the new normal of education system?

Statement #2:

In the last three or four years the Philippine educational system adapted the K-12
curriculum. One of its main goals is to be part of a highly competitive and globalized nation, and
its perspectives center on the competitiveness of every learner. The uniformity in educational
standards has been comparably initiated by the different levels. The problem is, why Filipino
learners are lagging behind from their counterparts in the neighboring countries when it comes to
the results of the assessment when in fact we are adapting the same system they are establishing?
How are you going to relate the issue in the context of educational curriculum? Make an
exposition.
One issue that I can somehow relate to this instance is the result of The Programme for
International Student Assessment (PISA) 2018 which was administered last March – April 2018
and last for 2 hours provided that 1 hour is for Reading Literacy and the other is for
Mathematical and Scientific Literacy to 15-year old learners. Participants are drawn from 188
public and private schools from 17 regions except schools in islets or coastal areas, exclusive
schools that caters Students with Education Needs, and schools with peace and order issues.
Prior to the said assessment, campaigns, compatibility check and materials adaptation was done.
Among other countries who took the PISA2018, Philippines ranked lowest in Reading
Literacy with a mean score of 340 compared to the Organization for Economic Cooperation and
Development or OECD average of 487 points. When it comes to Mathematical Literacy, we
obtained 353 points which was significantly lower than the OECD average of 489 points putting
us on the second rank from the bottom. Landing on the same spot, we managed to get 357 points
in Scientific Literacy with an OECD average of 489 points.
Upon reading the National Report of the Philippines regarding the PISA 2018 result, it
came to me the possibility of mismatched of PISA as an assessment tool for our K to 12
curriculum. One point can be the type of test conducted while K to 12 curriculum is an OBE or
Outcome Based Education meaning our learners are taught with an end on mind. We can also
assume that most of our learners are used of performance assessment rather than standardized
test like multiple choice type of tests. Even with our poor performance in the said assessment, we
cannot completely conclude that our curriculum failed. Our participation on Large-Scale
Assessments like PISA is just an indicator of what we might be lacking. We can use this as a
parameter to constantly update and identify areas that requires further study. As per Secretary
Leonor Briones, the biggest lingering challenge of basic education is quality. With the changing
landscape of education, global standards are also changing, and the country needs to have a
complete view of the gaps and areas for improvement. For an instance, review and updating of
our current curriculum, improvement in terms of learning environment, developing our teachers
and engaging our stakeholders.

Statement #3:

The government is making its way to support the educational system of the Philippines.
Its mandate is to allot budget for the proposed projects and initiatives of the higher and lower
level. Inclusive also, is the innovations in technology, development of facilities and purchase of
materials and equipment for the betterment of the end users. With all the support that has been
given, why still all the blame falls on with the government. Give your stand.
In my opinion, though the government provide budgetary projects both in higher and
lower level of education, the blame still goes to them because of the faulty settings in the
education system. One example for this is the implementation of the K12 curriculum. Many have
reacted regarding to this new type of curriculum because of the issues that it brought not only on
the students but also in the teachers and even parents. Many blames the government for not
assessing well the proposed curriculum if this will match the settings that we have in our
country. The government implemented it without any action of knowing whether this kind of
curriculum matches the capability of our country since they only focus to lever our country to
those countries having this kind of curriculum. One of the many blames for the government that
resulted to this curriculum implementation is the additional years for students to cope with their
studies that affects the budget of parents’ allotted for the education of their children. Though the
government launch scholarship programs, still it is not enough to cover a large percentage of
individuals in the schools. Moreover, the budget being said by the government is not properly
allocated because of the budget cut. Supposed that a 100 Million pesos of budget is being
aligned, not all of this full budget will be put into use due to budget cut. Hence, another thing is
the delayed projects by the government also regarding to the facilities to be used which
sometimes took a longer time before being approved by the requesting parties. Aside from that,
lack of financial support for the teacher’s development and training program among public
schools in order to hasten their capability and improve development are one of the factors being
blamed by some teachers to the government in order to enhance the quality of education being
delivered to the students.

Statement #4:

According to DepEd Secretary Leonor Briones in her statement dated June 04, 2018, she
will review the Pre-school- Grade 12 curriculum as her basis in reforming the Philippines’
education system. What do you think were the inclusions in her Educational Reformation
proposal?
If I were to think of the possible inclusions to that reform by Secretary Leonor Briones, I
am hoping that it will remove the mindset of no student left behind in which case the students
who shall retain in the year or grade level where he/she is, tends to pass it though skills are not
yet being acquired in the previous level. Thus, reform shall contain the policy to retain failed
students until skills needed are acquired. Next probable inclusion is diversifying education in a
way that the government shall prioritize the specialize category of skills as early in elementary
level such as other academic, technical, artistic, entrepreneurial, and linguistic skills. Though we
can see this kind of things in senior high school level, it would be good if students at an early
stage of his schooling will be somehow exposed or be given some sort of ideas regarding to
those things in order for them to assess and identify their selves based on those skills being
discovered. The reformation also might include policy regarding to the scheduling of classes and
sessions since the education sector is now suffering in the shortage of resources/ facilities.
Moreover, the reformation might contain the removal of paper-and-pencil test for students below
grade 4. Their assessment of learning should be based already on skills that they can developed
or some cases, application test of those skills will be imposed.

Statement #5:

Cite at least three problems/issues concerning the curriculum either in the primary,
secondary or tertiary level in the Philippine education. From your viewpoint, think of a possible
solution for each issue.

Curriculum Issues and Concerns Solutions


1. lack of preparedness and professional - the government should support funds for the
development for teachers teachers to undergo trainings and seminars in
order to gain more professional development
regarding to their career. Teachers also should
be introduced firmly to the curriculum for them
to be prepared.
2. lack of adequate facilities - with regards to the implementation of the said
curriculum, the population of students were
also exponentially increasing for years. Thus,
resulting to a shortage in the resources of the
school to accommodate each one of them. The
government should response to this by properly
allocating the budget and assuring first that
they will meet the set timeframe before the
school calendar opens so that classes will not
be interrupted.
3. mismatch between trainings and actual jobs/ - mostly happened to tertiary level wherein
lack of integration of subjects to the actual they do not meet the requirement in the real
context context of jobs which resulting to educated yet
unemployed individual. Teachers or the
schools must match the modules being taught
to the students and integrates it to their day-to-
day basis. Not only through knowledge or
terminologies thus a student should learn but
also the practical application of theories being
thought should be deliver by the institution.
