RATIONALE
San Fernando Central School (SFCS), is one of Tacloban City Divisions Central schools highly
affected in overcoming the learning crisis brought by the government’s swift and decisive actions to
mitigate the impact of the COVIC-19 in the country. Due to the sudden school closures, many
academic and non-academic activities remained undelivered. The Department of Education issued
policies on how schools may positively act with primordial and utmost consideration, the welfare of the
learners.

With the approval of the COVID-19 Inter-Agency Task Force for the Management of Emerging
Infectious Diseases, the opening of classes was set on August 24, 2020 as per announcement of
DepEd. To prepare for that opening of classes, a Learning Continuity Plan was fashioned to conform
with the demand of the global leaning crisis. Hence, San Fernando Central School is extremely
motivated with the desire to continue and be responsive to the emerging new normal situations crafted
in this emergency roadmap.

With the guidance of the Tacloban City Division Road Map as a template and cursor in pointing
out the school’s direction in coping with this education in emergency, this SFCS Emergency Roadmap
was crafted to parallel the efforts of the regional and division efforts in fighting this challenge. The
struggle and efforts on learning delivery and staying engage with learners were greatly given weight
for a renewed sense of responsibility of all clientele.

SFCS is within the concept, and willingly submit for the betterment of educational system in the
middle of this crisis, it is sensitive to the sense of urgency to continue its mandate for basic education
service delivery aiming to close the gap in opportunities and assure that all learners have the same
chances for a quality basic education behind all this new-normal phenomenon.

Taken from the lines of common songs, Constant Change is really a Reality, it can make
Changes in My (our) lives but we have to Make it Real the actions we are about to take to fight the
good fight of faith in dealing this Journey towards the whole New world. We invite for understanding,
we solicit for support, we pray for wisdom and guidance, and encouraging everyone to march on
again showing great resilience in basic education delivery.
OBJECTIVES
The main objective of this School Roadmap is the establishment of appropriate structures and
mechanisms to support quality education continuity amidst the global threat of this challenging crisis.

The following specific objectives were adapted from the Division Roadmap anchored from the
Regional Roadmap:

 Ensure that the Schools Division Office is prepared to assist the Schools in its general
operation, specifically on its fiscal transactions, program implementation and the
provision of the required skills, knowledge, and values to all types of learners;
 Gather essential data on learners and learning contexts for policy direction and
decisions;
 Align available learning materials to curriculum standard;
 Provide technical assistance to Schools and monitor the utilization of available media,
Information and Communication Technology (ICT) system, searchable online learning
resources, learning resources such as modules, big books, and other similar
instructional materials;
 Capacitate School Heads on the design and execution of various non face-to-face
learning options such as conduct of webinar, teleconferencing, group chats, and other
similar design within the limits of the available technology;
 Monitor the School Orientation of parents and other stakeholders on the modalities of
the instruction under the new normal scheme;
 Ensure the implementation of a safe and conducive learning environment in the
schools;
 Guarantee that quality monitoring be conducted, and technical assistance be given to
Schools employing the conventional mode of learning instruction;
 Provide non-face-to-face mechanism and structures that may facilitate immediate,
timely, and efficient actions; and
 Encourage stakeholders to collaborate and cooperate to ensure quality education
delivery.
