VI. Opening Remarks


Agnes B. Rosales FCF-CRO Manager- Acknowledged the presence of Hon. Mayor Romeo
Tayaban of MLGU Kasibu, TWG Chairman and his Members, MGB representative Mr. Demetrio
Corsino, all the BLGU’s and representative from the DILG. She emphasize the importance of
activity which is to review what was already accomplished, and to see if what those areas that
needs improvement, so everybody is concern in the implementation of ASDMP.

VII. Messages
Hon. Mayor Romeo Tayaban MLGU Kasibu- He greeted everyone; the BLGU Officials, Focal
person of every Barangay, MGB representative, TWG Chairman and members and FCF
representatives. He was grateful on the FCF- SDMP program which must be implemented
genuinely, he also acknowledge the MGB as regulatory body. He quoted “A positive one should be
acted, and negative to be strengthen”. And everyone has opinion to the fund. The BLGU as
implementer they must be transparent and no hidden agenda, he emphasize the importance of
sincerity in all aspects, that all intention must be sincerely done.

Rogelio Cacayan Chairman TWG- He explain their role as TWG. That they were given the authority
to safeguard the fund so that it will be properly utilize. They as the author of IPG (Implementing
Policy and Guidelines) for the ASDMP intention for assessments is, to review those projects that
was already implemented and see if there still unimplemented and backlogs. TWG creates for fact
finding committee which is to review and recommend.

Demetrio Corsino MGB Representative- In behalf of the MGB family he greeted everyone. He echo
the purpose of Midyear-assessment which is to review the implementation. He challenges BLGU’s
to work diligently and an award awaits if implementation are all in proper.

VIII. Rationale of the Activity


Jesusa V. Jose CRO Superintendent- In behalf of the FCF she express for being grateful and
impress with the presence of the Hon. Romeo Tayaban the Hon. Mayor of LGU Kasibu. Then she
explain the purpose of assessment that is in accordance to policy crafted by the TWG which is the
IPG.

Further, she reiterate the purpose of assessment that with the effort of TWG they conducted a
validation to all areas to monitor and check their target activities, the result of assessment will
presented to review if what was already done, and from there they will come up with a policy of
what is needed to strengthen. She further announce that there is a proposal to award the best
ASDMP implementer.

IX. Presentation of the Result of the First SDMP Monitoring and Evaluation and Summary of SDMP
Accomplishment
Jesusa V. Jose/Joanne N. Padua- Presented the Result of the First ASDMP Monitoring and
Evaluation and Summary of SDMP Accomplishment. They presented Quezon cluster wherein there
were issues to some of areas like Barangay Maddiangat and Barangay Maasin concerning to their
projects and was confirmed by the TWG. Result of the Evaluation will be submitted to the MGB
Office.

1 Delayed Projects Implementation because Jesusa Jose- They must submit letter to
of insufficient fund; BLGU is waiting for the FCF declaring of the cancellation of their
additional fund to suffice. project so that their entire performance will
not be affected; Any delay projects with a
given reason should be reported to MGB

enough then you can await for the next
planning from there you can decide to put
the whole amount to ensure that the fund is
sufficient. However, there should a letter or
resolution informing MGB regarding this;

AGREEMENTS
Livelihood Projects -Business plan is required by the TWG

PHO, and deed of donation if the propose site is
owned by individual.

XIII. Closing Remarks
Hon. Esteban S. Jacob Jr. BLGU Chairman of Cordon, for the closing remarks, he said that they
are all grateful having FCF and ASDMP and as partner of the implementation they will do their best
to hit the target, but they also expect for more increase on their ASDMP fund adjustment. That’s all
