Explain briefly your understanding of the principles of CBT. (4 points each)

1) Principle One: The training is based on curriculum (CBC) developed from the
competency standards (CS).

The training follows a specific curriculum aligned to complete a

competency. Competency-Based Curriculum (CBC) is a resultant of Competency
Standards (CS), a written specification requires for the performance of a specific
job or occupation. While CBC is the specification for a course or subject (module)
it specifies outcomes, which are consistent with the requirements of the workplace
as agreed through industry or community consultations.

2) Principle Two: Learning is competency based or modular in structure.

This means that, learning of the trainee is a step-by-step process. Trainees

should complete the training by achieving every competency on each module one
at a time. With this, the trainee is able to learn skills with mastery rather than
mixing up different competencies at the same time, which for me only creates
confusion to the trainee.

3) Principle Three: Training delivery is individualized and self-paced.

This principle gives importance to the learning capacity of a trainee. With

the training, designed to serve individually the trainees, learning is done
depending on the capacity of the learner. Therefore, a learner’s pace of learning
doesn’t affect other learners, giving other learners their chance to learn skills
better in quality.

4) Principle Four: Training is based on work that must be performed

This principle allows only activities that are necessary on the skill that
must be attained. Learning follows the works and actions practiced on an actual
industry place.

5) Principle Five: Training materials are directly related to the competency

standards and the curriculum modules.

This principle on the other hand, is related to the principle 4. Since the
training is based on the practices of an actual working industry, training materials
should also be correlated with the Competency Standards and the curriculum
modules.

6) Principle Six: Assessment is based in the collection of evidences of the

performance of work to the industry required standard.

This principle simply says that the assessment of a trainee should be based
on his performance of work parallel to the required standard of the industry.
Trainee’s performance will be graded based on the required standard set in the
competency he wants to achieve.

7) Principle Seven: Training is based both on and off the job components.

From what I have read, this principle means that learning is better when
school partners with the industry associated to the competency a trainee is
studying. With the affiliation of the school and the industry, the trainee is served
with more adequate training that is based on and off the job components that the
school and industry is offering. The trainee is given more complex training and is
exposed to a better learning environment.

8) Principle Eight: The system allows Recognition of Prior Learning (RPL) and or
current competencies.

The trainer should acknowledge skills and competencies acquired by the

trainees outside the training proper. Since CBT focuses on the competency the
trainee have not acquired yet, with the recognition of trainee’s prior learning, the
trainee will not waste any more time restudying a skill he already has.

9) Principle Nine: Training allows multiple entry and exit in the training program.

This principle tells that a trainee is allowed to enter and exit a training
program. There is a flexibility of entry and exit for programs at different times
and levels and to be able to receive awards at competencies achieved in any point.
10) Principle Ten: Approved training programs are nationally accredited. Programs
of each institution or training center are registered with UTPRAS (Unified TVET
Program Registration and Accreditation System).

Programs offered for TVET should all be registered to UTPRAS and

comply with what UTPRAS requires including the training approaches,
curriculum, learning materials, facilities, resources and other training materials.
The essence of this accreditation is the quality assurance of the training provided
in a certain program. Moreover, the registration of program is essential in
monitoring programs for continued compliance.
