UP SLIS Ultimate Starter Pack
Project Proposal

Rationale

Imagine all library schools positioned for a track race, each with different
starting points. For sure, the UP SLIS is one of the front-runners, to which based on
its experience and excellence for 58 years since its formal establishment in 1961 will
surely be winning the race. Termed as the oldest library school in the Philippines, the
University of the Philippines School of Library and Information Studies evolved not
only to break a stereotypical depiction associated to librarians but also to create the
finest information professionals in response to a wide array of demand in different
discipline, particularly in sciences, humanities, business, and information technology.
To also acknowledge the evolving profession and expanding community of LIS in UP
Diliman is to put every learner in fashion to accommodate the trend being made by
other colleges inside the campus nowadays.

Fulfilling the popular demand is the UP SLIS Ultimate Starter Pack. It comes
with SLIS shirt, lanyard, and the ultimate cheer. The former corresponds to the
characteristic of information as a utility in which the customization of the products
“has value when it can serve a purpose” (Whitman and Mattord, 2012). On the other
hand, the latter resembles Cleveland’s (1982) characteristic of information as a
shareable content to an instance that a cheer, once shared and acted upon by it, can
bring enthusiasm to all. Once combined into one, the starter pack exhibits Debons’
(1988) commodity value of information in which it can be used to advantageously
promote the LIS profession to others who are unfamiliar with the discipline.

Furthermore, this project is a recommencement of UP SLIS Student Council’s


“Bagay Tayo: Students and Librarians In Style” and “LIS Be Proud Merch” dated
back in 2013. Customized with differently relevant taglines, the previous initiative had
helped LIS students in establishing an identity connected to LIS professions. In fact,
the recommencement in a newer perspective is significant to Gorman’s (1995) fifth

new law in library science in terms of acknowledging the past and creating the future
that the LIS community in UP Diliman beholds.

As an evolving profession, Library and Information Science has not only been
closely tied within a library where a librarian resides but also the profession
dynamically occupies any discipline outside the physical setting as long as
information can be found. Oftentimes, this idea conceived by others who are not
familiar with LIS has been a stigma for many years without knowing that LIS students
can be IT specialists, archivist, medical specialists, lawyers, researchers, and many
more. In relation, the customized t-shirts are planned to showcase the areas of
specialization in different color and representation. In this way, others may realize
that contrary to the belief, there are many job opportunities waiting out there for its
graduates.

Moreover, one giant leap on the information mankind of UP SLIS has made.
This was when Bachelor of Library and Information Science became among the
DOST-SEI Undergraduate Scholarship Program priority courses effective starting
this academic year. The inclusion of the profession under a science and technology
unit is a great achievement that will influence more students to experience LIS. In
response to the initiative, the starter pack is planned to include it for others to know
that a DOST scholar can be information professionals also.

To highlight the inclusiveness of LIS students and professionals in terms of


dealing with information disorders prevalent within various formats of media, the
Padayon! Mga Iskolar ng Bayan sa Impormasyon is planned to be used as the
main concept for the whole project. Driven by the acceleration of breakthroughs in
technology, the LIS students and professionals are moving forward from making
endeavors in improving the profession as a coping mechanism in the changing
society; thus, the word “Padayon” implies.

Looking forward to making the LIS profession known in and out the campus,
this initiative has more to improve as it suggests a modern sense for students,
professionals, and other people affiliated with the community.

Objectives of the Project:

The Padayon! Mga Iskolar ng Bayan sa Impormasyon UP SLIS Ultimate


Starter Pack tries to achieve the following:

1. To serve as a great promotional material closely tied to introducing Library


and Information Science profession and its areas of specialization by means
of:

1.1. customized t-shirts and lanyards purposefully utilized, and;

1.2. newly composed cheer meant for shareability and impact;

2. To manifest a modern sense on the LIS profession that captivates attention


and better understanding by others who are not familiar with LIS profession
and its edge over the other degree programs within UP system, and;

3. To build identity among students, professionals, and other staffs inside the
community of UP SLIS in a casual fashion.

Medium/Media to be Used:

This project proposal will be in partner with the UP SLIS Student Council.
Also, the head of the council agrees with the proponent’s idea on promoting the LIS
profession through a merchandise and a cheer. With the agreed initiative of the
council, the process follows a design acceptance testing and stakeholder
consultation. Then, it will soon come with the approval and participation of the
student council and the college administration. On the proponent’s side, a
Memorandum of Agreement has been prepared for formalities and securing financial
needs to produce the products.

Planned MOA:
MEMORANDUM OF AGREEMENT
between
JOSEPH ICAONAPO (Project Manager for UP SLIS Ultimate Starter Pack)
and the
UP SLIS STUDENT COUNCIL (UP SLIS SC)

Purpose

The purpose of this Memorandum of Agreement (MOA) is to highlight the implication


of the project in serving as a great promotional material closely tied to introducing
Library and Information Science profession and its areas of specialization by means
of customized t-shirts and lanyards purposefully utilized and newly composed cheer
meant for shareability and impact.

Background

The mission of the project manager is to propose an idea that will manifest a modern
sense in UP SLIS while garnering attention and better understanding by others who
are not familiar with LIS profession. To support this mission, an ultimate starter pack
is offered. It comes with a merchandise such as customized t-shirts and lanyards.
Along with the merchandise is a newly composed cheer that will uplift enthusiasm
among LIS students and professionals.

The UP SLIS Student Council is chartered to formally implement the project in


partnership with the project manager. As a ruling body formed to represent the
democratic interests of SLIS students, the student council is determined in making
the project possible for purpose.

The objectives of the project manager and the UP SLIS Student Council support the
idea of raising awareness on the importance of LIS profession in every aspect. The

purpose of this MOA, then, is to codify the connection so that future endeavors are
enable successfully.

Responsibilities

The Project Manager shall:


 be the frontrunner of the term project throughout the process;
 reserve the term project’s intellectual property at any conditions;
 produce the template for the customized t-shirts and lanyards;
 compose a cheer with LIS matters contained within it;
 canvass materials needed to produce the merchandise and obtains the materials’
corresponding prices;
 initiate the design acceptance holding;
 be deemed to present the term project as a final requirement in LIS 51
(Introduction to Librarianship and Information Science) before the end of the
semester, and;
 coordinate with the UP SLIS Student Council during the implementation and
further discussions about the term project.

The UP SLIS SC shall:


 be the ruling body that supervisions the implementation of the term project;
 ensure that the intellectual property of the project manager is protected;
 enhance the design for the customized t-shirts and lanyards;
 disseminate the cheer among LIS students accompanied by the project manager;
 canvass materials needed to produce the merchandise and obtains the materials’
corresponding prices;
 initiate the stakeholder consultation and takes part in approaching the college
administration for their approval and participation;
 secure funding for the products, as agreed by the respective points-of-contact;
 promote the merchandise and introduces the cheer through social media, and;
 guarantee transparency of funds spent and accumulated for further discussions.

Both parties will initiate the project on November 2019 and will continue until the end
of the academic year.

Duration of Agreement

This Memorandum of Agreement will be in effect for one academic year from the
date of last signature. Approximately six months before expiration, both parties will
discuss expiration or renewal, based on an assessment of the continuing value of
the agreement to both parties. The agreement may be terminated at any time upon
written notification by one party to the other.
