Soil Type
Different types of soil are found in the municipality i.e. San Manuel Sandy Loam, San
Manuel Clay Loam, Quinga Slit Loam, Alaminos Clay Loam, Quinga Clay Loam, Rough
Mountainous, Hydrosol and Beach Land. About 90% of soil types are suitable to all kinds of
agriculture crops.

Economic Profile
Rice or Palay is the major food crop produced in the municipality with an estimated
production level of 25,769.10 metric tons for 2015 with 4,343.2 hectares or 59.33 percent, followed
by corn which is the second most important crop with 2,120.5 hectares or 25.4 percent. Total corn

|Municipality of Mamburao Contingency Plan 2017-2019

production for 2015 accounts to 14,843.5 metric tons sold as raw materials for animal feeds.
Industrial crops such as coconut utilize 275.0 hectares or 3.30 percent of the total land area devoted
to agriculture.
Fishing is also a significant economic activity in the seven coastal barangays. Mamburao is a
migratory passageway for tuna, tuna-like species, and other marine resources. It has a booming tuna
fishing industry, which supplies in neighboring provinces such as Cavite, Batangas, Quezon, Metro
Manila and in major domestic and international markets.

Water supplies Facilities

The sources of water in Mamburao include artesian well, deep wells, open wells, springs,
rivers, and streams which are located mostly outside the Poblacion.
The Mamburao Rural Waterworks Sewerage Authority (MRWSA) is operative, serving the
Poblacion area and part of Barangay Payompon. To have safe and potable water, it is treated by
means of Chlorination and classified as Level III source of water.

Electricity
The Occidental Mindoro Electric Cooperative (OMECO) and the Oriental Mindoro
Cooperative (ORMECO) are delivering power services to the municipality. NAPOCOR generating
plant has two (2) units of 500 kilowatts diesel engines which serve as standby generator. To
augment the power problems being encountered, NAPOCOR has ventured in various power
generating projects such as the 69 KVA lines from Puerto Galera.

Transportation
Mamburao is accessible by land and sea. It can be connected to the mainland like manila
and other parts of southern Luzon through sea travel via Ro-Ro vessels. It has two ports; the
Matabang port in Abra de Ilog and Tayamaan Port. It has an airport but unserviceable in present
time. In most cases tricycle, nowadays is the main way of transportation within the municipality.
Although to reach other municipality vans, jeepney and buses is being utilized as means of public
transportation.

Communication Facilities
Cellular phone (SMART and GLOBE Telecommunication) is the means of communication
in the Municipality. For freight and other service, the residence of Mamburao uses the LBC and
JRS freight services.

Climatic Condition:
Rainfall
Precipitation or rainfall is the most important source of water for agricultural production.
Rainfall is also the source of water that recharges aquifers and sustain the subsurface flow to the river
system. The temporal availability of groundwater and surface water closely follows the temporal
distribution of rainfall. Thus, during period of low rainfall, the availability of river flow is also lesser.
For the period of 1981-2010, the mean annual rainfall is 2,360.2 mm and mean annual
number of rainy day is 130. Rainfall is abundant when there are storms. The month of January to
April received the least rainfall while June to October, receives the highest rainfall which indicate
rainy season period.

Temperature

The annual mean temperature is 28ºc with maximum temperature of 34ºc in the month of
April. The coldest months are January and February at 22.7 ºc. The temperature range is favorable to
the temperature requirements for growth of the most and perennial crops commonly grown in the
municipality.

Relative Humidity
The lowest monthly relative humidity is 68 percent which occurs in March. The annual
average is 78 percent. Relative humidity is the ratio of the amount of water vapor in the air to the
maximum amount the air can hold at the temperature. It is inversely related to the temperature. If the
temperature is high, humidity is low, meaning the air is dry and vice versa. High temperature and low
relative humidity cause the plant to wit and low temperature and high relative humidity cause of
formation of fog. This condition favors reproduction of fungus and occurrence of pest and diseases.

Cloudiness
Partly cloudy to cloudy sky cover is observed throughout the year in the municipality.
Cloudiness refers to the amount of cloud accumulated on the sky that reduces the sunlight penetration
into the earth surface. Long duration of cloud cover during daytime lessen the exposure of crop to
sunlight which is necessary for photosynthetic activities and crop maturity.

Wind Speed
The average wind speed in the municipality is 2-3 miles per second (mps). Such wind speed is
favorable for crop production. Gentle wind favors plant activities for better production. On the other

|Municipality of Mamburao Contingency Plan 2017-2019

hand, strong wind velocity affects crops physically and physiologically; it may cause plant damages
and spread of pest and diseases.

Hazard Characterization

The municipality of Mamburao situated vulnerably along the coastline of the West Philippine
Sea. Due to its geographic location, storm surge, strong typhoons and flooding frequently cause
damages/losses to lives and properties in agriculture, livestock, fishery and infrastructure.

Tropical Cyclone
There were 99 observed events of tropical cyclones which crossed the province for the period
(1948-2009). Tropical Cyclone is a generic term for tropical depression which is a cyclone formed
over the tropical region and its maximum sustained wind speed is less than 63 km/h, tropical storm
which is more intense than a tropical depression and its maximum sustained wind speed ranges
between 63 to 87 km/h., typhoon which is a tropical cyclone with maximum sustained wind speed
between 118 and 149 km/h. and super typhoon which is the most intense tropical cyclone with a
maximum sustained wind speed reaching 185 km/h or above.

Monsoon Winds/Storm Surges:

There are two types’ monsoon winds in the Philippines, the southwest monsoon (May-
October) or known as the "Habagat" and the dry winds of the northeast monsoon (November-April) as
the "Amihan". The Habagat season is characterized by cold and hot humid weather, frequent heavy
rainfall and typhoons, and a prevailing wind from the west. The Amihan season is characterized by
hot temperatures, little or no rainfall, and a prevailing wind from the east. These monsoon winds
produce big waves that affects the livelihood of the fisher folk every year especially to those within
the coastal barangay. The Municipality is dependent to fishing as one of their major source of
livelihood that severely affected during the occurrences of this hazard every year.
Typhoon:
Like many coastal municipalities in the Province, the Municipality of Mamburao is frequently
visited by typhoons. The two strongest typhoons that hit the municipality are the Typhoon Dading in
1978 and Typhoon Puring in 1993; these typhoons cause immense flood that results to loss of lives
and damages to property that paralyzed the Municipality. Large percentage of the total houses from
coastal barangays were damaged and other infrastructures were partially damaged. The
agricultural/livestock and poultry production was damaged that put the agricultural source of income
into a miserable condition.

Flooding/Flash Floods:
Floods are characterized by a rise in the water level when a body of water exceeds its total
capacity. Condition that causes flood includes sudden and prolong heavy rains. Coastal flood occurs
when strong onshore winds push the water inland, causing a rise sea level and flooding the low lying
coastal areas. Worst cases may occur if heavy rains coincide with the occurrence of high tide.
Contributory to the flooding situation was limited drainage and sometime block canals within the
Poblacion area.

High flood susceptibility

Areas are likely to experience flood heights of greater than 1.0 meter and/or flood duration of more
than three days. These areas are immediately flooded during heavy rains of several hours; include

|Municipality of Mamburao Contingency Plan 2017-2019

land forms of topographic low such as active river channels, abandoned river channels and areas
along river banks that are prone to flashfloods.

Moderate flood susceptibility

Areas are likely to experience flood heights of 0.5 to 1.0 meter and/or flood duration of one to three
days. These areas are subject to widespread inundation during prolonged and extensive heavy rainfall
or extreme weather condition. Fluvial terraces, alluvial fans, and in filled valleys are areas moderately
subjected to flooding.

Low Flood Susceptibility

Areas are likely to experience flood heights of less than 0.5 meter and/or flood duration of less than
one day. These areas include low hills and gentle slopes. They also have sparse to moderate drainage
density.

Storm Surge
The long coastline of Mamburao that encompasses the Brgy. of Tayamaan, Pob. 7, Poblacion 5,
Pob.2, Pob. 9, Balansay, Fatima and Talabaan has been mapped as storm surge prone areas. Along the
coast, storm surge is often the greatest threat to life and property when strong habagat, typhoon and
super typhoon occur. Although there is no documented storm surge event in the municipality as long
as in the province, it is observed that insignificant or low magnitude storm surge happened in some
coastal areas as evidence by the eroded sea shore and destroyed mangrove areas.
Earthquake
An Earthquake is a result of a weak to a violent movement of the earth crust, often causing
damage and sometimes death. Mostly earthquake is cause by energy released associated with rapid
movement in active faults and trenches.

Tsunami
A tsunami is a series of huge waves that can cause great devastation and loss of life when they
strike the coast. Just like storm surge, there is no incidence of tsunami ever recorded in the history of
Mamburao and also in the province of Occidental Mindoro. However due to climate change, the
increasing occurrence of natural calamities and other extreme weather pattern, tsunami are becoming
more prevalent in the future
