Chapter 1. Background
Topography
A flat terrain characterizes the topography of the land, rolling land and while the inner portion
is mountainous. Mamburao River is the largest and longest river that surrounds the poblacion area. It
has its mouth on the northern side of Barangay Balansay and on the Southern side of Barangay
Tayamaan. The rivers that traverse the area are the Tuguilan, Sug-sugin, Maculbo and Talabaan
River. There are also four (4) creeks that pass the different barangays which include Baboy creek and
Igsuso creek.
Land Use
Soil Type
Different types of soil are found in the municipality i.e. San Manuel Sandy Loam, San
Manuel Clay Loam, Quinga Slit Loam, Alaminos Clay Loam, Quinga Clay Loam, Rough
Mountainous, Hydrosol and Beach Land. About 90% of soil types are suitable to all kinds of
agriculture crops.
Economic Profile
Rice or Palay is the major food crop produced in the municipality with an estimated
production level of 25,769.10 metric tons for 2015 with 4,343.2 hectares or 59.33 percent, followed
by corn which is the second most important crop with 2,120.5 hectares or 25.4 percent. Total corn
Electricity
The Occidental Mindoro Electric Cooperative (OMECO) and the Oriental Mindoro
Cooperative (ORMECO) are delivering power services to the municipality. NAPOCOR generating
plant has two (2) units of 500 kilowatts diesel engines which serve as standby generator. To
augment the power problems being encountered, NAPOCOR has ventured in various power
generating projects such as the 69 KVA lines from Puerto Galera.
Transportation
Mamburao is accessible by land and sea. It can be connected to the mainland like manila
and other parts of southern Luzon through sea travel via Ro-Ro vessels. It has two ports; the
Matabang port in Abra de Ilog and Tayamaan Port. It has an airport but unserviceable in present
time. In most cases tricycle, nowadays is the main way of transportation within the municipality.
Although to reach other municipality vans, jeepney and buses is being utilized as means of public
transportation.
Communication Facilities
Cellular phone (SMART and GLOBE Telecommunication) is the means of communication
in the Municipality. For freight and other service, the residence of Mamburao uses the LBC and
JRS freight services.
Climatic Condition:
Rainfall
Precipitation or rainfall is the most important source of water for agricultural production.
Rainfall is also the source of water that recharges aquifers and sustain the subsurface flow to the river
system. The temporal availability of groundwater and surface water closely follows the temporal
distribution of rainfall. Thus, during period of low rainfall, the availability of river flow is also lesser.
For the period of 1981-2010, the mean annual rainfall is 2,360.2 mm and mean annual
number of rainy day is 130. Rainfall is abundant when there are storms. The month of January to
April received the least rainfall while June to October, receives the highest rainfall which indicate
rainy season period.
Temperature
The annual mean temperature is 28ºc with maximum temperature of 34ºc in the month of
April. The coldest months are January and February at 22.7 ºc. The temperature range is favorable to
the temperature requirements for growth of the most and perennial crops commonly grown in the
municipality.
Relative Humidity
The lowest monthly relative humidity is 68 percent which occurs in March. The annual
average is 78 percent. Relative humidity is the ratio of the amount of water vapor in the air to the
maximum amount the air can hold at the temperature. It is inversely related to the temperature. If the
temperature is high, humidity is low, meaning the air is dry and vice versa. High temperature and low
relative humidity cause the plant to wit and low temperature and high relative humidity cause of
formation of fog. This condition favors reproduction of fungus and occurrence of pest and diseases.
Cloudiness
Partly cloudy to cloudy sky cover is observed throughout the year in the municipality.
Cloudiness refers to the amount of cloud accumulated on the sky that reduces the sunlight penetration
into the earth surface. Long duration of cloud cover during daytime lessen the exposure of crop to
sunlight which is necessary for photosynthetic activities and crop maturity.
Wind Speed
The average wind speed in the municipality is 2-3 miles per second (mps). Such wind speed is
favorable for crop production. Gentle wind favors plant activities for better production. On the other
Hazard Characterization
The municipality of Mamburao situated vulnerably along the coastline of the West Philippine
Sea. Due to its geographic location, storm surge, strong typhoons and flooding frequently cause
damages/losses to lives and properties in agriculture, livestock, fishery and infrastructure.
Tropical Cyclone
There were 99 observed events of tropical cyclones which crossed the province for the period
(1948-2009). Tropical Cyclone is a generic term for tropical depression which is a cyclone formed
over the tropical region and its maximum sustained wind speed is less than 63 km/h, tropical storm
which is more intense than a tropical depression and its maximum sustained wind speed ranges
between 63 to 87 km/h., typhoon which is a tropical cyclone with maximum sustained wind speed
between 118 and 149 km/h. and super typhoon which is the most intense tropical cyclone with a
maximum sustained wind speed reaching 185 km/h or above.
Flooding/Flash Floods:
Floods are characterized by a rise in the water level when a body of water exceeds its total
capacity. Condition that causes flood includes sudden and prolong heavy rains. Coastal flood occurs
when strong onshore winds push the water inland, causing a rise sea level and flooding the low lying
coastal areas. Worst cases may occur if heavy rains coincide with the occurrence of high tide.
Contributory to the flooding situation was limited drainage and sometime block canals within the
Poblacion area.

Tsunami
A tsunami is a series of huge waves that can cause great devastation and loss of life when they
strike the coast. Just like storm surge, there is no incidence of tsunami ever recorded in the history of
Mamburao and also in the province of Occidental Mindoro. However due to climate change, the
increasing occurrence of natural calamities and other extreme weather pattern, tsunami are becoming
more prevalent in the future

Objectives:

Single command shall be used in managing the Disaster Incident. All the operational teams
identified in the clusters shall work under the supervision of the Operations Section chief
Note: The Chairperson of the DRRMC or Crisis Manager of the CMC is situated at the EOC, together with cluster leads, to make strategic
decisions. They will use the facilities of EOC to communicate their guidance to the IMT. The IMT then undertakes tactical operations based on
the directives from the EOC. The IMT also reports back to the EOC about situation updates on the ground. The clusters will continue to
coordinate with the IMT via the EOC to provide assistance especially in terms of resource mobilization.
