Reopening of Schools 2020-2021

The following table includes key decision points to be considered enabling district administration to move forward productively to plan for a safe
and healthy reopening of schools for students, families, and staff. The general approach is to secure more general decisions as early as possible
with more granular decisions coming later. In many instances, the more general decision allows greater exploration of implications leading to
more precise granular decisions. It should also be noted, that because of the fluid and complex nature of the changing directives, guidance and
the Governor’s re-opening plans, decisions made on June 23rd and July 7th may need to be subsequently modified to adapt to the changing
environment and federal, state, and local guidance.

Displayed below in blue are items on which administration received direction from the Board of Trustees on June 23rd. In green shading are
decisions points to come to the Board on July 7th. Items known now to potentially require fine-tuning are colored yellow and would be
presented at a July 21st Board meeting if necessary. That meeting may be used to fine-tune any remaining decisions, or fine-tune earlier
decisions, in order to inform the public of the WCSD reopening model 20 days in advance of August 10th per the Declaration of Emergency
Directive 022.

Parents will be permitted the choice to opt into full time distance education programming through expansion of our

NorthStar Academy (grades K-12), as well as site-based programming including Edgenuity (grades 6-12).

Within the school setting, to the extent practical, social distancing measures will be employed which may result in
fewer students per learning space at any single time (e.g. on average 20 students per learning space, and no more June 23rd
than 50% of room occupancy, with maximum occupancy of 50.)
At the elementary school level an “In Person Instructional Model” is recommended, using a multi-layered safety &
health approach including social distancing measures. Students will be expected to attend school Monday through
July 7th
Friday. Within the school environment, students will at times be expected to work independently with supervision
being provided by non-certified teachers.
At the middle school level, a “Hybrid Learning” model is recommended. Students will be assigned to either block A or
B. Each block to be in school 2 or 3 days on alternating weeks (M-W-F; T-Th) with students working independently
from home on other school days. Independent learning will be supported primarily through on-line tools (e.g. July 7th
Edgenuity, WCSD On-Line Curriculum Planning Guides, site specific distance learning supplements.) Certain
vulnerable populations would be served at the school Monday through Friday. This would include, but not necessarily

limited to, students new to country requiring EL services (including refugees), students receiving special education
services from self-contained programs, students living in Foster Care, and students living in transition.

Although no formal adjustment to the 2020-21 school calendar is necessary at this time, 5 days of state authorized
July 7th
professional development will be used August 10-14 with students beginning instruction on August 17.
Administration requests permission to use the planned fall break, and one week of the planned spring break for
July 7th
instruction if temporary school shutdowns necessitate instructional time to be made up.

Health & Safety Measures

District to recommend use of visual cues within buildings emphasizing hygiene and safety measures . June 23rd

Given Governor’s Directive 024, District requires the use of face coverings by students and staff. Should this directive
