Private sector- is usually composed of.

An easier way to think of the private sector is by thinking of organizations that are not owned or
operated by the government. For example, retail stores, credit unions, and local businesses will operate
in the private sector.

A thriving private sector is an important precondition to improving income and employment prospects
and thus the eradication of poverty.

Employs more than 92% of the workforce.

The majority of infrastructure and development projects in the Philippines have always been undertaken
by the Government. However, given its limited resources, the government has grown more timid, if not
reluctant, in undertaking such projects. Hence, the role of the private sector, both local and foreign, in
infrastructure and development projects is seen as crucial in sustaining the country’s economic growth
and development in the new millennium.

By providing more project arrangements, enhancing the projects eligible for BOT arrangements, and
allowing direct negotiations and acceptance of unsolicited proposals for projects under certain
conditions.

The coverage of private sectors is not limited only to infrastructure and development but also, it plays a
role in promoting good governance. Two laudable private sector efforts that directly address the
promotion of good governance in the public sector are the Coalition Against Corruption and the
Bantay.ph.

 Private sectors also took part in influencing humanitarian relief and disaster response. In the typhoon
Yolanda that pummeled the Visayas region and even in Mindanao areas including Iligan City on Nov.8,
2013, the Haiyan devastation broadcast across the world elicited an extraordinary response from the
international donor community.

CARP’s vision is to have an equitable land ownership with empowered agrarian reform beneficiaries who
can effectively manage their economic and social development to have a better quality of life.

The Department of Agrarian Reform (DAR) identifies and screens potential beneficiaries and validates
their qualifications. For example, to qualify, you must be at least 15 years old, be a resident of the
barangay where the land holding is located, and own no more than 3 hectares of agricultural land.

Long before the arrival of the Spaniards thriving communities (IP’s) existed in the different parts of the
archipelago.

Through laws, the tribal/ minority/indigenous communities were deprived of the right to their ancestral
domains. Through so-called “development” activities, they were dispossessed of the land they till for
their livelihood. Their marginalization, dispossession and other forms of injustices continued long after
colonial rule had gone.

Indigenous peoples in the Philippines belong to different ethnic groups and reside in different parts of
the country.

The indigenous peoples, to a large extent “forgotten” by the government, are in the midst of problems.
Physical isolation does not shield them from being caught in the crossfire in the on- going armed
conflicts in the country, many suffered as internally displaced persons (IDPs) and some killed or detained
and tortured as suspected members of the armed opposition groups. Lack of access to basic social
services, education, sustainable livelihood, farm-to-market roads, and health services contribute to their
continuing poverty. In many cases, the onslaught of commercialism and modern culture came at the
expense of maintaining their own culture and tradition (and thus their identity). 

Each indigenous community is different. But all indigenous communities struggle for the right to self-
determination and to their ancestral domain.

Except when interrupted by war, force majeure or displacement by force, deceit, stealth or as a
consequence of government projects or any other voluntary dealings entered into by government and
private individuals, corporations, and which are necessary to ensure their economic, social and cultural
welfare.

 It shall include ancestral land, forests, pasture, residential, agricultural, and other lands individually
owned whether alienable and disposable or otherwise, hunting grounds, burial grounds, worship areas,
bodies of water, mineral and other natural resources, and lands which may no longer beexclusively
occupied by ICCs/IPs but from which they traditionally had access to for their subsistence and traditional
activities, particularly the home ranges of ICCs/IPs who are still nomadic and/or shifting cultivators.
