Philippines, Malacañang dated March 16, 2020.

Subject : Community Quarantine over the Entire Luzon and Further Guidelines for the
Management of the Coronavirus Disease 2019 (Covid-19) Situation.

INTRODUCTION:

It is not just life that is at risk but also discipline.

This is for all individual’s concern of our beloved town of Burgos to be aware and to be
educated about the precautions derived by our Government for their citizens. But even though
that memorandum is already released, it seems that some individuals in their respective areas
or barrios of our town don't mind giving it an attention most specifically for some youths who
recklessly disobey their Brgy officials and the LGU,making Mayor Kervin Francis G. Uy to give a
special project to be done at home and that is to simplify and explain the memorandum
released by the national government just to ease up their boredom.

As one of those teens of this town who understands the efforts of the government to
keep us safe from covid-19, I want to comply with the initiative and directive of our mayor,
school head and teachers in the educational institute that we belong and that will find this to
clear something and set an eye opener for the easy-go-lucky minds of some youths who don't
even pay some of their knowledge to understand the current situation of the country
neglecting the community premises just because of their boredome. Also to pay respect for the
efforts of the government and the frontliners. For this lockdown can really help this crisis to
come to its cure.

EXPLANATION:

An order concerning the community quarantine over the entire Luzon and further
guidelines for the management of the corona virus disease 19 (COVID-19) situation released on
March 16,2020 and is intended for the heads of departments, agencies, offices and
instrumentalities of the government, government owned or controlled corporations (GOCCs),
Government Financial Institutions (GFIs), State Universities and Colleges (SUCs) and Local

Government Units (LGUs). The said community quarantine gains its effectiveness from March
17,2020 12 A. M. until 12 A. M. of the 13th day of April 2020. This is to prevent the increasing
number of cases of COVID-19 and for the protection of every citizen under the Philippine
government.

1.) Due to this urgent directive given by the government, classes and all school activities
in all levels is temporarily suspended until April 14,2020 and expected to resume on April
15,2020. The directive is applicable for DepEd, CHEd, TESDA and other regulatory agencies.

1.1) The date of class suspensions intended to be served for Burgos is just on
March 16-20,2020 but due to the order given by the father of our country we need to
follow it is extended until April 14 in this case all educational institutes is in concern and
is advisable to follow.

2.) To help one another not to have transmission and as every citizen is concerned, Mass
gatherings shall be prohibited. Any gatherings that will make people engage in close
interactions is strictly observed for the safety of everyone. May the discipline will be widely
practiced.

3.) Strict home quarantine is one of the simplest yet best things we can contribute as
individuals for our government. There should be limited movements, only requiring just one
person in the family to move to support the basic necessities for the whole number needed.

4.) Working personnel that is not included for the field of frontliners should have a work
from home arrangement.

5.) Only those Companies and Private establishments that will help support the basic
necessities of every individual affected will be allowed to give service. Above this, Social
Distancing and skeletal workforce should still be observed. The same with the export-oriented
industries provided appropriate temporary accommodation arrangements by March 18,2020.

Medical Personnel is allowed to travel around quarantine area within three days from
the effectivity of Enhanced Community Quarantine. The same as well with the Media

Personnel, given that they secure an identification card from the Presidential Communications
Operations Office. On the other hand, Security Personnel of establishments in the area of
quarantine is allowed to travel.

6.) Mass public transport facilities shall be suspended. This means that only those who
have private vehicles is allowed to go on road making the workers for any transport activity
temporarily stop.

7.) Land, Air and sea travel shall be restricted:

Passengers from Philippines intended to leave the country is allowed to travel

within three days from effectivity of the Enhanced Community Quarantine. While
international passengers expected to enter the country is still allowed to given that they
will go under the quarantine measures especially when they are from the countries with
existing travel restrictions.

The same rule is applied for the inbound Filipino citizens including their foreign
families and is holder of Permanent Resident Visa. Cargoes within, to and from the
entire Luzon should have a fast progress and movement. While the guidelines shall be
formulated by the Department of Transportation.

On the other hand, transporting of medical supplied, laboratory specimens and

other humanitarian assistance related to COVID-19 is allowed. For the concern and
comfort of every human with this crisis the DSWD is further directed to give food
assistance for those who are affected residents of the entire Luzon.

Failures to abide by the foregoing guidelines will be have appropriate charges as

may be warranted as has been directed to the Department of Justice. Government
officials together with the fronliners are expected to have continuous meetings for
further study, updates and review the measures and guidelines concerning the cases of
COVID-19 situation until the health event will be at ease.

The IATF through the DOH on the other hand will be reliable in disseminating
informations for the known of the public in concern with the safety measures against
the COVID-19 during the period of Enhance Community Quarantine.

From this memorandum sprung many other instructions on how we could help
in this fight but such will be at waste if we will not have self-discipline.

Above all this, God is still powerful among our enemies may it be seen or cannot
be seen, our relationship to God and prayers can save a little more chance for us to be
free from any barricade that the COVID-19 brought out.
