PROBLEM SOLVING AND DECISION MAKING

16.1 Objective:
The objective of this procedure is to show the logical steps to be taken in
making a decision in solving an identified problem.

During the Systems Commissioning Phase of the Plant, decision making and
problem solving will arise many times. The rule of thumb for making decisions to
solve problems should be:
1. Identify Problem
2. Consult team members
3. Consult vendors (if required)
4. Come to a consensus
5. Will it work?
6. Is it safe?
7. Rectify problem
8. Confirm results
9. Record for future use.

16.2 Decision Philosophy:


The intent is to maintain all possible momentum while ensuring sound judgment.
The Commissioning Manager will monitor the decision processes and take
leadership action to promote or facilitate the following conditions:
- decisions at lowest level
- avoid administrating process delay of decisions
- avoid decision drift
- insure communication of the decisions and actions to be taken.

16.3 Types of Decisions

A. Operating Decisions:
- Team leaders will make operating decisions within run plan
- Priority and schedule changes will be made by Commissioning Manager.
Appropriate mill personnel will be consulted.

B. Manpower Decisions:
Commissioning Manager will lake action to correct any manpower problems.
- Craft skill availability
- Technical support
- Individual performance

C. Mill Personnel Administrative Decisions and Procedures:


Appropriate mill personnel/supervisors will handle personnel administration

D. Technical Problems:
The Commissioning Manager is responsible for technical decision delegation.

16.4 Decisions:
The Commissioning Manager is responsible to see that decisions are made. The
Project Team will basically collaborate with the mill personnel.

Three main steps in making a decision will basically follow the pattern below:
Step 1 - All concerned personnel discuss problem
- If no consensus
Step 2 - Project Manager and Plant Manager discuss problem
- If no consensus
Step 3 - Project Director makes final decision on problem
