Mission of the CTU :

Provides advanced professional and technical instruction for special purposes,


industrial trade, teacher education, agriculture, fishery forestry, engineering, aeronautics
and land-based programs, arts and sciences, health sciences, information technology
and other relevant fields of study. It shall undertake research, production and extension
services and provide progressive leadership across the areas of specialization for global
empowerment.

Mission of the Graduate School:

The Graduate School develops technology and value oriented executive leaders
in education, agri-industrial and related sectors through research and community
services towards shared productivity in their chosen fields.

Vision of the Graduate School:

Center of Excellence in Technology Management, Education, Research and


Extension.

Aims of the Graduate School:

1. Completion and continuity of the undergraduate programs;


2. Provision of the needs of the value oriented educational leaders/technologist
who are and would be occupying managerial positions in technical, industrial,
educational and related sectors;
3. Contribution to the attainment of regional and national goals through the
promotion of educational and applied researches towards quality life.
4. Acceleration of high level professionalism and productivity
Aim of DPA

Enhance the management skills of technical and vocational0oriented leaders and


imbue them with adequate knowledge about public management and governance to
make them better informed managers working in the public domain (whether in public,
voluntary or private sectors.)

Course Description:

This course provides a thematic and integrated view of primary theories of public
administration including the intellectual history of theoretical and philosophical
dimensions of the field. It treats on the vital concepts that explore the understanding of
various principles, theories and issues on administrative theory.

General Objective:

At the end of the semester the student will be able to achieve ninety percent
success on:
1. Understanding the mission and vision of the CTU and the Graduate School.
2. Knowing the principles and theories in personnel management.
3. Applying the principles and theories in personnel management in dealing with
human work force.
4. Valuing the importance of an effective and efficient personnel management.
5. Passing successfully the post test module on Personnel Management by the
Civil Service Commission.
