By virtue of Bicol University (BU) Board of
Regents (BOR) Resolution No. 24 on November 20, 1997
the setting up of the BU Open University (BUOU) was
approved. Initially, it started with the offering of short-term
non-degree courses. The objective of the BU Open
University was to bring the curricular programs of the
University to a wider populace of students in the Region.
To fully operationalize, the BOR Resolution No.
24, Administrative Order (AO) No. 177, series of 2004 was
issued to provide the general implementing guidelines for
the operation of the BU Open University.
In 2005, Bicol University issued a Resolution
No. 053, series of 2005 specifying the Implementing
Guidelines on Module Development and Course Delivery
for the Open University Distance Education Program of
Bicol University. Following this, CHED issued
Memorandum Order (CMO) No. 27, series of 2005 for
Policies and Guidelines on Distance Education.
Republic Act (RA) No. 10650 (Open Distance
Learning Act of 2014) was enacted by the Senate and the
House of Representatives of the Philippines to
standardize the offering of Distance Learning in the
country. In 2017, Bicol University issued a Resolution No.
36, series of 2017, approving the restructuring of BU
Open University prescribing its organizational structure as
well as its mandates and authorizing the allocation of
funds for its operation.
As Implementing Guidelines, Bicol University
issued an Administrative Order No. 253, series of 2019 for
the Assignment of Core and Affiliate Faculty, and
Technical Staff of the Open University. Hence, an
Administrative Order No. 347, series of 2019 was likewise
issued specifying the Revised Implementing Guidelines of
the Bicol University Open University.
MODE OF DELIVERY SYSTEM
The BU Open University Program is designed
for those who have difficulty attending the traditional
residential mode of instructional delivery due to any of
these reasons: inadequate time, busy work schedule,
physical barriers like distance from Bicol University, and
inadequate financial resources. It is also designed for
“mature” learners who have the capacity to undergo
independent self-learning. More importantly, it caters to
individuals who are self-motivated and who have the
desire for self-advancement.
Unlike the conventional or residential mode of
learning, individual learning will predominate in BU Open
University Program since distance learning requires an
independent self-learning style on the part of the student.
Students are expected to study on their own time and
OERs, audio, and video, can be used by the students.
Learning support for the program will be provided through
tutorials and counselling at BU Open University Office.
The bases for evaluating student performance are the
assignments (faculty-marked/tutor marked assignments)
and the supervised and/or online examination system and
online platforms.
Master in Educational Leadership and Management –
Open University
The Master of Arts in Education (MAED) is one
of the pioneer curricular programs of the BU Graduate
School which was approved by virtue of BOR Resolution
No. 38, series of 1971.
The program provides for the continuing
education of teachers, administrators, and other specialist
in various phases of education for upgrading of their
competencies and scholarly study for the education
process itself – its history, philosophy, organization and
the sociological and psychological foundation of its
operation. The program focuses on the following
objectives:
(a) Content and pedagogical expertise in the
various fields of specialization;
(b) Research capabilities including replicating,
verifying, validating, contextualizing and/or
applying theoretical knowledge in the different
aspects of the educational process; and
(c) Social consciousness, concern for aesthetic
and cultural heritage, and a deep resolve to
promote sustainable development through
research-based policy actions and advocacy.
Admission Requirements
Applicants for admission to graduate work for
Master of Arts in Educational Leadership and
Management (MAELM) must be holders of an appropriate
bachelor’s degree or have completed an appropriate
Graduate Diploma Course. Moreover, applicants to the
Graduate Diploma Program must be holders of an
appropriate bachelor’s degree.
New graduate students are admitted every
semester. Duly accomplished application form and
transcript of records must be submitted to the Graduate
School not later than one month before the start of
enrollment including a non-refundable admission fee of
P100.00 either in cash or check, payable to the BU
Graduate School.
Academic Requirements
To be conferred with the degree of Master of
Arts in Educational Leadership and Management, a
student must pass 36 units of course work broken down
as follows: (a) Foundation Courses-9 units; (b) Major
Courses-15 units; and (c) Cognate Courses-6 units. All
students are required to complete a 6-unit master’s thesis.
A student will earn the degree in 2 to 3 years
timedepending on his/her classification, either part-time or
full-time student. The maximum length of time permitted
by the Graduate School to complete the MAELM Program
is five (5) years after which a readmission is required.
Comprehensive Examination
A written comprehensive examination that is
integrative in nature is required for students after passing
and completing all courses work requirements. The
comprehensive examination covers the three (3) major
areas of concern, namely: foundation, major and cognate.
The examination is administered twice a year,
during the months of October and February. Application
for the comprehensive examination shall be submitted to
the Dean of the Graduate School duly endorsed by the
Dean of the Open University through the Program
Adviser.
Master’s Thesis
To earn the degree, MAELM students are
required to undertake a thesis after successfully passing
the comprehensive examination. A Master’s Thesis is a 6-
unit course which requires a student to conduct research
on a topic of his/her choice.
Students are required to defend their research
work before a thesis committee organized by the Open
University and approved by the Graduate School. A
Thesis Adviser is assigned to students to provide
guidance in the conduct of the research.
Graduation Requirements
A student is recommended for graduation upon
satisfying the following: (a) completion of all academic
courses leading to the degree; (b) passing the written
comprehensive examination; (c) passing the final oral
examination of the thesis; (d) submission of six bound
copies of the thesis within the prescribed period; and (e)
presentation of a clearance.
