Kindly take note of the Policy guidelines on the subject mentioned above. The Model Stretches shall be implemented as per followings: 1. Features a, Geometrics:-Perfect horizontal and vertical alignment for minimum speed of 80KMPH and ISD (as per table 2.7 of IRC SP:84/87) with gradient not more than 3% with roughness of riding surface less than 2000mm/km (as per clause 5.4.3 (ii) b of IRC SP:84/87). b. Cross Section:-Highway cross Section with paved shoulders (Fig 2.2 to 2.10) and minimum median width (Table 2.2) strictly as per IRC SP:84/87 Manual along with provision of merger & damaging lanes for deviating roads. ¢. Structure Width:-Structure Width must be equal or more than the carriageway idth of roads. (clause 7.3 of IRC SP:84/87) d. Junctions:- No median opens at lateral roads except for U-turn with proper storage lane at a distance of minimum 2km from nearest habitation area (as per Clause 2.14 of IRC SP:84/87). All at-grade junction shall have the provision of accelerating / de-accelerating lane (as per clause 4.8.2 of IRC SP:41) along-with its proper channelization with island. (as per clause 4.11 of IRC SP:41) e. Service Road:- Availability of service road of minimum width (as per clause 2.12.2 of IRC SP:84/87) in habitation reaches along-with covered side drains. Pedestrians: Proper pedestrian facilities (as per clause 12.2 of IRC SP:84/87) with footpath (as per clause 6 of IRC-103) along with guard rails for safety in habitat area shall be available. 8. Crossing Facility:- Highway shall have required crossing facilities (as per clause 2.13.4 & 2.10 of IRC SP:84/87) like PUP, CUP, LVUP and FOB as per requirement of local users Lighting:- Highway shall have mandatory lighting in the habitat area with auto operation as per natural light (as per clause 3.3.4 & 12.3 of IRC SP:84 ). i, Road Safety _Items:- All items like Crash Barrier, Blinkers, Road Studs, Delineators, boards, overhead gantry, VM Board, and Road marking strictly as per the latest guidelines contained in IRC-67, IRC-35, IRC-119, IRC-79. J. Landscaping:- The stretches shall have beautiful landscaping and plantation work as per IRC:SP:21 (Median and Avenue) including traffic islands, below and around the flyover etc. k. ATMS:- Stretches shall have all infrastructure for ATMS along with CCTV cameras at all vulnerable point / possible conflict points, with its connection to the nearest Toll Plaza/ Control Centre as per NHAI Policy Circular Technical (214/2016) and MoRTH specifications clause 816. & Page 1 of 2 4, 6. Environment: - Section shall have rain water harvesting system as per MORTH Circular No. RW/NH-33044/13/2003-SER(R) dt. 03.09.20219 along with other eco- friendly measures. Selection:-ROs shall select the stretches with best existing infrastructure to improve the same to Model Stretch to comply with above features, so that deficiency can be removed in minimum cost. Selected stretches length to be minimum 15km or more as er ground conditions, RO shall also have the authority to get the required necessary work done from the existing concessionaire falling in its scope / CA by slight change in their Programme in consultation with concessionaire (BoT/ HAM) to achieve the objective and shall propose only the additional features in proposal to make selected stretch as a Model Stretch. Standards:- Proposals shall be designed &framed as per the latest MoRTH/IRC standards like IRC-35, IRC-67, IRC-79, IRC-103, IRC-119, IRC SP-41, IRC SP-21, Manuals (IRC SP-84/87/99) and other applicable standard. However, HQ shall approve the Proposal based on the latest applicable standards uniformly across the country. Sanctions :-. The proposal shall be sanctioned by HQ and coordinated by HO Division. Hence the proposal shall be forwarded to concerned Technical Division with a copy to HO Division on email id: modelroads.nhai@gmail.com. Proposals shall be framed based on the Detailed Project Report (DPR) along with Designed BOQ along with SOR / ‘Market Rates with the help of existing consultant. Procurement:- Procurement shall be done by RO as per existing standard bidding documents of O&M works based on the approval of HQ as per the construction period specified in the sanctioned letter (to be issued). Monitoring:~ Monitoring by the concerned CGM (T) and RO with a copy to HO division for compilation. Supervision:- The work shall be supervised by the existing AE/IE and Supervision Payment based on the percentage of the contract value of the work being executed shall be given as per subsequent guidelines (to be issued). Timelines: - Following timeline shall be adhered to : a Receipt of the proposal at HQ: 15.06.2020 b Sanctioned by : 30.06.2020 ¢ Bid invitation by : 01.07.2020 d__ Award of work : 15.08.2020 eStart of work 15.09.2020 f Completion between + 31.12.2020 to 31.03.2021.
