Vide this office letter no. 1207/UPEIDA/19/1718/Tech dated 18.05.2022 (F/A) in-principal
approval was accorded to Team Leader, AE for issuance of change of scope notice to EPC contractor
for providing 3 no’s of PUP, PUP at km 76+250, PUP at km 82+335 & PUP at km 84+560 in Pkg-II of
Gorakhpur Link Expressway.
In compliance to above Team Leader, Authority’s Engineer, M/s TPF Getinsa Eurostudios,
S.L. vide his letter no. TPF/AE/TL/SCIA037/EPC/2022-23/1032 Dt. 23.05.2022 (F/B) issued change of
scope notice to contractor for providing 3 no’s of PUP, PUP at km 76+250, PUP at km 82+335 & PUP
at km 84+560 in Pkg-II of Gorakhpur Link Expressway.
The Contractor vide his letter no: DBL/UPEIDA/GLE/PKG-II/2385 dated 27.06.2022 (F/C)
has submitted the CoS Cost Estimate for providing 3 no’s of PUP, PUP at km 76+250, PUP at km
82+335 & PUP at km 84+560 in Pkg-II of Gorakhpur Link Expressway.
After scrutiny vide his TPF/AE/TL/SCIA037/EPC/2023-24/2071 Dt. 01.07.2023 (F/D) Shri
Nigmanand Adhikari, Authority Engineer, M/s TPF Getinsa Eurostudios, S.L. has submitted Change of
scope proposal along with cost details with recommendation for issuance of Change of scope order
as per clause 13.2 of contract Agreement. The details of cost estimate recommended by Authority's

Ninety-Seven Lacs Seventy-Seven Thousand Seven Hundred Sixty-Six only) (F/E)
 The Drawing of structure are flagged at (F/F).
 The detail of measurement is flagged at (F/G).
 The Bill of Quantities are flagged at (F/H).
 BOQ rates based on SOR of PWD Azamgarh prevailing on date 26.06.2020.
 Few items not included in Schedule of Rates, like Bitumen and Emulsion the prevailing market
rates have been taken.
 The Bill of Quantity rates have been derived based on MORTH Standard Data Book-2019 and
applicable schedule of rates of PWD Azamgarh as mentioned above.
* Vide this office letter 1210/UPEIDA/18/1179-III/Tech dated 26.05.2023, (F/I) a committee
was formed under chairmanship of Additional Chief Executive Officer, UPEIDA for examining
and recommending the Change of Scope proposals pertaining to Gorakhpur Link Expressway
project.
The following Change of Scope proposals were found appropriate to be placed before the
board meeting for approval by the Committee in the meeting (refer minutes of meeting issued

Additional agenda point-04: -
According to the recommendation of the Committee, the above mentioned 07 Change of Scope
proposals were placed before the Board in its 84 th meeting. The Board approved all the Change of
Scope proposals except that pertaining to Ground Improvement below RE Wall Foundation in the
approaches due to introduction of underpasses under Change of Scope in package-1 of Gorakhpur
Link Expressway. (Refer minutes of 84th meeting of UPEIDA Board F/K).
On the recommendation of the Authority’s Engineer and PIU-02 UPEIDA, Azamgarh
of Gorakhpur Link Expressway the Change of Scope order no.-2 for providing 3 no’s of PUP, PUP at
km 76+250, PUP at km 82+335 & PUP at km 84+560 in Pkg-II of Gorakhpur Link Expressway
amounting Rs. 5,97,77,766/- (Rs. Five Crore Ninety-Seven Lacs Seventy-Seven Thousand Seven
Hundred Sixty-Six Only) may be approved/issued under Clause 13.2.4 of the Contract Agreement
Consequent to the above Change of Scope order, the revised agreement cost as per
Clause 13.2.2 of the Agreement shall be Rs. 1259,27,03,987/- (Previous cost up to CoS Order no-1 is
Rs. 1253,29,26,221/- + CoS-2 cost is Rs. 5,97,77,766/-).
The payment of work approved by this Change of Scope order will be made after 100%
completion of work. GST shall be paid as per prevailing rules/rates. At the time of payment, Authority’s
Engineer shall submit an undertaking that the work has been done as per reviewed design, drawing and
estimate against which this Change of Scope order has been issued and no observation of ETA is pending
against the work. No extension of time shall be given to EPC contractor on account of this change of
scope order.
 In case of concurrence with above, may please like to sign a letter put alongside to EPC
Contractor for issuance of CoS Order - 2 for Package-II, of Gorakhpur Link Expressway.
