Education in Emergency (EiE) Officer


Central Sulawesi Earthquake Response

TEAM PURPOSE
To implement a timely and appropriate response on education in emergency to the current crisis that builds
strong links to the existing programmes in Indonesia and build’s on Plan’s experience of Central Sulawesi
Earthquake responses

JOB PURPOSE
This position is responsible for technical implementation to Plan International Indonesia Foundation’s (YPII)
EiE Intervention in Central Sulawesi Island, with focus on the areas of setting up and facilitation of
Temporary Learning Space (TLS), capacity building for provincial/district education officials, teachers,
students and community and Distribution of school kits, recreational kits and schools in the box, under
quality insurance from Education Coordinator (based in Palu) and Education in Emergency Specialist
(based in Jakarta). In addition this position also will support the YPII representation in cluster coordination
relate with Education Sector at provincial, district and school level. Under the daily supervision of the
Education Coordinator and Deputy Emergency Response Manager and technical quality measurement of
the EiE specialist, the EiE Officer will support Education Coordinator to ensure overall EiE project
implementation adhere to YPII’s value on: strive for lasting impact, open and accountable, work well
together and inclusive and empowering. EiE officer will work in high efficiency and effectiveness of the
programme management, to accomplish the project goals and objectives on approved EiE Intervention. The
EiE Officer will establish strong team work and collaboration with implementing partners and other
education cluster organizations. EiE Officer will support data and information for Education Coordinator to
produce regular (weekly and monthly) quality report related to EiE intervention in Central Sulawesi

DURATION
6 months

JOB LOCATION
Based in Palu, with extensive site visits to other affected districts such as Sigi and Donggala

DIMENSIONS:
Budget/Asset management:
EiE Officer strongly required to monitor expenditure EiE interventions implemented by YPII, providing data
and input spending and remaining budget to Education Coordinator and Deputy ERM. EiE Officer needs to
conduct regular checking on budget tracking of implementing partner in collaboration with finance/admin
officer

Direct and indirect reports:


EiE Officer will report directly to Education Coordinator and indirectly to the Deputy ERM

Communications requirement:
The EiE Officer will seek for technical guidance with Education Coordinator and EiE specialist, Gender and
Inclusion and DRR advisor; meanwhile at field level, EiE Officer will work closely with the Response Team
in Central Sulawesi. EiE Officer needs to maintain clear and functional communication with implementing
partner for EiE intervention

Risk management:
The post will take proactive stance in identifying and mitigating child protection/ code of conduct in
emergency response related risks in emergency response by YPII in any EiE intervention.

External representation:
EiE Officer will support Education Coordinator in representing YPII in the provincial, district and school level
coordination meetings of Education cluster, forums and networks; including other relevant cluster operating

and important for this response programme. The post will also hold as representation of YPII in the
community and school level for EiE activities.

Reach/breadth of the post/ or area of responsibilities:


EiE Officer will work with other technical specialists and advisors to implement cross sectoral intervention
within EiE response, especially CPIE and MHM. The post will also ensure gender and child-youth
participation are well addressed in the EiE intervention.

RESPONSIBILITIES AND TASK

1. EiE Intervention implementation


 Support EiE project implementation both directly by YPII and indirectly by implementing
partners
 Support YPII’s engineers in organization and communication with school and community to
establish safe TLS and gender sensitive and disability friendly temporary latrines and water
points
 Support distribution team in providing school in the box and recreational kit to, including
deliver monitoring and coaching session on how to use it effectively
 Support distribution team in providing school kit to affected students
 Conduct assessment on existing teachers in target schools, develop teacher’s mobilization
and PSS schedule
 Coordinate and facilitate the selection of community teachers to support informal learning
activities for students (cultural local art and sport), including organizing training for the
selected community teachers on the specific topic identified.
 Support Education Coordinator to facilitate workshops for provincial/district education
offices, school principals and teachers on adjustment and contextualization of learning plan
in emergency
 Contribute on IEC material development on safe school and disaster preparedness,
including support on its distribution
 Support Education Coordinator to organize trainings for education stakeholders (e.g. school
principals, teachers) on relevant EiE topics
 Support health team to provide MHM supplies to girls and family member
 Conduct awareness raising event on disaster preparedness and girls and boys led hygiene
promotion
 Support Education Coordinator and Deputy ERM in EiE related intervention, in line with
YPII’s ERP for Central Sulawesi

2. Coordination and advocacy


 Support Education Coordinator to actively represent YPII at Education Cluster meeting to
gather and share information related to education intervention
 Support Education Coordinator to facilitate regular coordination meeting with governmental
education stakeholders (provincial and district) to support education continuity, including
promoting teacher/community teacher mobilization schedule
 Support promotion and advocacy meetings with provincial and district education offices to
adopt guidance of resilient school buildings

3. Monitoring
 Support Education Coordinator and MER Coordinator to conduct regular monitoring visit to
target schools to ensure the learning activity in daily basis according to agreed schedule
and learning curricula
 Conduct onsite visits, periodical reporting/update (weekly and monthly), on-going
documentation and dissemination of experiences about YPII’s EiE intervention in Central
Sulawesi Earthquake response

4. Project management and quality


 Contribute in documenting YPII’s experience, lessons learnt and case studies on EiE
 Conduct regular meetings with ER Team for follow up of activities and programme planning
together with program and support for effective coordination and integration

 Ensure a Child Centred Community Development Approach ensuring gender equity and
social inclusion in all aspects of basic education and learning programmes

KNOWLEDGE AND EXPERIENCE


 Previous experience of applying relevant interagency humanitarian frameworks and standards in
EiE & ECCD in emergencies (for example INEE Minimum Standards)
 Broad knowledge and understanding of the Humanitarian Programme Cycle, including experience
with Humanitarian Response Planning and/or Humanitarian Needs
 Experience of and demonstrated ability to effectively network with a diverse range of organizations
and relevant government departments at the district level

SKILLS
 Good knowledge of and experience in Minimum Standards for Education in Emergencies (INEE),
Education Cluster Handbook and ECCD standard guidelines.
 Strong team management, staff capacity building and motivation skills in teamwork and networking.
 Knowledge on tackling inequality and exclusion
 External representation and communication skills, including ability to facilitate and lead group
meetings and working groups
 May be required, to work during late hours, weekends and holidays in order to ensure timely
delivery of programmes.
 Ability to work independently and as a team player
 Able to communicate clearly and sensitively with internal and external stakeholders as a
representative of Plan. This includes effective negotiation and representation skills.
 Works with trustworthiness and integrity and has a clear commitment to Plan's core values and
humanitarian principles.
 Ability to operate effectively under extreme circumstances including stress, high security risks and
