I, FO3 Angelo P Salangsang, of legal age, married, Filipino and a resident of
1362 M.L.Queson St. Angeles City, state under oath as follows:

PRELIMINARY STATEMENT
The person examining me is ATTY. RODOLFO D PFLEIDER JR with address at
07 GMA Ave. Angeles City. The examination is being held at the same address. I am
answering his question fully conscious that I do so under oath and may face criminal
liability for false testimony and perjury.

This affidavit of FO3 Angelo P Salangsang is being offered as support to the

criminal case filed by Sarah Balabagan against Arnold Clavio for Arson.

Q.1: Will you state your name and other personal circumstances?
A: I am Fire Officer 3 Angelo P Salangsang, BFP currently assigned at Angeles City
Fire Station.

Q.2: What is your designation on BFP?

A: I am a Fire Arson Investigator of Angeles City Fire Station.

Q.3: How long have you been to Fire Arson Investigator?

A: 10 years sir.

Q.4: What is your qualification to be a Fire arson Investigator?

A: I am a graduated of Fire Arson Investigation Course at National Fire Training Institute
and attended various Fire Arson related seminars.

Q.5: Do you recall the fire incident transpired at Sarah Balabagan residential address?
A: yes sir.

Q.6: When was this occurred?

A: August 27 2020 at around 3pm.

Q.7: What was the fire incident all about?

A: This was about the fire incident involving a house happened at around 3:00pm, as
per order of our City Fire Marshal our team responded to fire call and conducted
firefighting and investigation according to BFP standard operating procedures.

Q.8: What transpired next?

A: Upon arrival at the scene I noticed that the fire is coming from different locations of
the house. We then began fire suppression operations from the burning house.

Q.9: What did you do next?

A: As a Fire Arson Investigator I observed the proper procedure and protocols in
conducting fire incident investigation. I took photographs of the fire scene during and
after the fire. I noticed that the burned areas has multiple points of origin, has signs of
low burning points and the “v” burn pattern is absent. I also noticed that there were
unusual burn patterns which may suggest that this fire incident is arson by pouring
flammable substance and eventually igniting it.

Q.10: After all of your observation what did you do next?

A: I collected the samples of debris in the burned areas particularly from different areas
wherein fire is may have originated and properly placed it in a sealed container and sent
it to BFP Arson Laboratory with written request for examination/analysis.

Q.11: What was the result of the Debris you sent?

A.: The result of the sample debris was positive in flammable liquid.

Q.12: After investigating the fire scene, what did you do next?
A: I immediately look for the tenant of the house and ask some question related to my
investigation.

Q.13: What information you gathered during your investigation?

A: That the owner and tenant is Sarah Balabagan and ask her “ kung meron ba syang
naalala na naka away o nakaalitan na tao bago mangyari ang sunog?”

Q.14: What was her answer to your question?

A: She answered to me “oo nag-away kami kanina ni Arnold Clavio pagkatapos
pumasok na ako ng bahay. Ilang minuto lang ang nakalipas narinig ko na ang sigawan
ng mga kapitbahay na sunog! Sunog! Kaya dali dali akong lumabas at nakita kong
papatakbo si Arnold palayo na may dala dalang galon na kulay pula.”

A: We locate the house of Arnold Clavio with the assistance of the Angeles City Police
Office.

Q.16” Did you find it?

A: Yes sir. It is only few meters away from Sarah Balabagan’s house.

Q.17: What happened to the house of Arnold?

A: Upon arrival at the house of Arnold we saw the empty red gallon with smells like
gasoline and the police immediately apprehended Arnold Clavio while reciting to him the
MIRANDA RIGHTS and brought him to police station for proper booking procedure and
interrogation related to the case.

Q.18: Now, do you affirm and confirm the contents of this judicial affidavit?
A: Yes sir.
