As part of the procurement process, it shall be required that bidders will include a series of method

statements into their bids which will provide relevant details regarding how they intend to implement
all environmental mitigation measures prescribed in the tender documents and what resources will be
made available for this purpose. These method statements will be assessed at evaluation stage. The
successful bidder shall be required to rectify any shortcomings at letter of intent stage.
During construction, the Supervising Engineer (SE) will be responsible for assessing whether the
environmental mitigation measures implemented by the contractor are adequate and in accordance with
the contract, and – if they are not – request the Contractor to revise his approach / methodology.
The environmental mitigation and monitoring plans presented in Appendices A & B to this report has
been designed to ensure that potential adverse environmental impacts that may result from the Project
will be considered at the respective stages and that environmental controls are implemented during the
construction phase of the Project.
The detailed design consultant (DDC) will be responsible to duly consider the measures proposed in
this EIA report such as to improve environmental performance of the Project and to assure compliance
with applicable national legislation. To ensure that the proposed mitigation measures will be carried out
by the Contractor during the construction stage, the DDC will clearly set out in the tender and contract
documents the Contractor’s obligations to undertake environmental mitigation measures as specified in
the EMP (to be appended to Contract specifications);
The cost for the recommended environmental mitigation measures will, where possible, be made
separate items in the BoQ. Such allocation of a separate budget for carrying out environmental
mitigation measures will be crucial to ensure their ultimate implementation. During procurement,
contractors will be specifically encouraged to include these costs in their rates and present the
mitigation cost as a line item in the BoQ.
The Project Proponent, upon receiving the draft final detailed design documents from the consultants
will verify that all environmental mitigation measures have been incorporated into the technical
specifications and allocate appropriate budget to implement these measures - including landscaping –
and to undertake environmental monitoring during the implementation phase.

Technical method statements describe the materials, type of plant, labor requirements, prerequisite
conditions, details and order of activities for each technical operation. They also cover safety measures.
Section method statements describe the coordination of activities on sections and also give further
information on all activities, e.g. setting out; the source of materials; particular plant to be used; staff,
labor and sub–contractors; sequencing and duration of activities; traffic management, environmental
and social impact mitigation measures; access; terrain, geo-technical and drainage features; and any
special features which will affect the execution of the work.

The Contractor will be responsible for the implementation of all required environmental mitigation
measures during construction. To achieve this task the contractor shall appoint an environment health
and safety (EHS) manager who will supervise implementation of the Contractor’s environmental
responsibilities and coordinate with the competent authorities. The EHS manager will also be
responsible for health and safety aspects of work sites and shall submit monthly reports to the SE on
the status of implementation of mitigation measures, complaints received and actions taken as well as
other environmental issues relating to the Project.
During Project implementation, the Contractor shall employ a EHS Officer to monitor compliance of the
Contractor with the EMP provisions. The Project Proponent will ensure that all necessary environmental
approvals and permits that are required under the national legislation are obtained by the Contractor.
Reporting: The Contractor, with support from his EHS, will produce monthly reports on the status and
implementation of environmental protection measures and submit these reports to the SE.
The MoE will conduct random monitoring of the Project to assess compliance with required mitigation
measures and applicable environmental laws and regulations.
The following Table 7-1 summarizes the various institutional responsibilities for the implementation of
the EMP.
The estimated cost for implementing the mitigation measures and monitoring during the construction
phase are provided in Table 7-2 below.
Monitoring Costs
During the Operation Phase, the project proponent will liaise with competent authorities for
environmental monitoring. The project proponent will provide MUR 1 million per annum for such
monitoring.
Implementation Schedule
The following Table 7-3 presents the schedule for implementation of various environmental
requirements during different phases of the Project.
