CHAPTER 9: Environment Management Plan (EMP)

9.1 PURPOSE OF ENVIRONMENTAL MANAGEMENT PLAN (EMP)

EMP is designed for mitigating the possible adverse impact of a project and for
ensuring to maintain the existing environmental quality. The EMP talks about all aspects of
planning, construction and operation of the project, which are relevant to environment. It is
important to implement the EMP right from the planning stage and then continuing it
throughout the construction and operation stage. Therefore the main objective of the EMP is
to identify the project specific activities that would have to be considered for investigation of
the adverse impacts and the mitigation measures required.

9.2 POSSIBLE IMPACTS AND ITS MITIGATION MEASURES

The possible impacts on various aspects due to development of proposed residential


development project with Public Parking Facility have been discussed in Chapter 4 of EIA
Report along with its mitigation measures. EMP also ensures that the project implementation
is carried out in accordance with the design by taking appropriate Mitigative actions to reduce
adverse environmental impacts during its life cycle.

This EMP is planned towards strategizing in reduction of impacts on following factors, both
in construction and operational phase:
 Air environment
 Noise environment
 Surface and Ground Water
 Ecological aspects
 Transportation
 Human Health
 Land use
 Socio Economics
Table 9.1shows the mitigation measures will propose during Construction and Operation
phase

9.3 ADMINISTRATIVE STRUCTURE AND RESPONSIBILITIES

The Environmental Management Plan (EMP) is a site specific plan developed to ensure
that the project is implemented in an environmental sustainable manner where all contractors,
including consultants, understand the potential environmental risks arising from the proposed
project and would accordingly take appropriate actions to properly manage that risk.

Adequate planning would aid in mitigating some of the negative impacts and also lead
towards betterment of human health and environment. Short term negative impact of the
proposed project would be during the construction phase.
A management structure that includes an organizational chart encompassing all staff
responsible for environmental work is to be included within the EMP. An administrative
structure will help create a framework and denote roles and responsibility to personnel during
operation and construction phase. This will set out to eliminate or reduce the risks from
possible negative impacts of proposed project. Illustrative key roles and responsibilities are
set out in Table 9.2

Designer To provide information relevant to construction that may assist the
Contractor to manage environmental aspects of the scheme.
Community Liaison Communications with the public and interested parties, outreach and
Officer education, where appropriate.

9.3.1 Formation of Environmental Management Cell

The Environment Cell shall comprise of environment background personnel either


environment engineer or environment science background person with knowledge of building
safety measures. During construction phase the environment cell shall comply with safety
standards and measures as prescribed in the environment clearance norms. The following
measures shall be adopted during construction phase:
 Covering all the materials stored at construction site with plastic or tarpaulin sheet
 3 m height screens would be provided all around the building (or plot boundary)
during construction phase to obstruct the flow of dust and wind to surrounding
locations
 All workers shall be provided with dust masks
 1 wash basin per 20 workers shall be maintained
 Bio-toilets would be installed for workers
 Installation of STP, RWH, SWM units and water efficient units as per proposed in the
project

During operation phase; environment cell shall report to chairman of the society and it
must comprise of in house and empanelled experts. The role of the environment cell
during operation phase will be:
 Maintaining STPs, SWM units, RWH, carrying out environmental audits, safety
audits, etc.
 Maintaining landscape and safety of the society
 Maintaining compliance monitoring as per direction of MoEF

The environmental cell consists of the following members as given in below

representative or Manager of the project will be looking after all environmental issues and
day to day functioning of the environmental control measures.

The role of Environment Cell involves following:


 Periodic monitoring of emissions and report any abnormalities for immediate
corrective measures
 Periodic monitoring of ambient air quality, water quality and noise environment
 Green belt plantation, maintenance, development of other forms of greenery
 Regular monitoring of solid wastes quantity and ascertaining avenues for utilization
of solid wastes.
 Development & maintenance of schemes for water conservation
 Development & maintenance of schemes for water conservation
The Environmental Management Cell (EMC) will take the overall responsibility for
coordination of the actions required for environmental management and mitigation, and for
monitoring the progress of the proposed management plans and actions to be taken.

Table 9.3 and 9.4 gives the details of EMP costing for Construction Phase and Operation
Phase.
