A CASE STUDY OF THE BEST PRACTICES ON GOOD LOCAL GOVERNANCE IN THE


CITY OF GENERAL TRIAS CAVITE
Cavite as a province has continuously produces multitude of cities. Among its seven cities,
General Trias City stands as the most recent one in the provincial and national record garnering its
official entitlement as the first-class component city upon Republic Act 10675 known as “An act
converting the Municipality of General Trias in the province of Cavite into a component city to be
known as City of General Trias” on December 12, 2015.
Despite the increasing number of industrialization efforts, its master plan is to achieve an agro-
industrial and residential balance to which it is called as the New Frontier for Development in the
CALABARZON.
There were three primary objectives of this study: 1.)To identify the best programs and
practices of the local government of General Trias. 2.) To measure the service quality of the local
government of General Trias to its constituents. 3.)To provide recommendations for improvement
of basic delivery of services.

The study covers the areas of Participatory Governance, NGO-LGU Collaboration,


Alternative Revenue Mechanism, Disaster Preparedness, Local Accountability, and Sustainable
Development. The ambit of the programs and services offered by the local government was used to
discuss the particular areas of good local governance and to disclose the practices within the city of
General Trias.

 There are various programs to encourage a participatory government as there are deriving
benefits and awards to those best corporate taxpayers. This, in turn, will engage the citizens
and business holders to actively comply and contribute to the city‟s development.
 The local government of General Trias City have also engaged into different networks of huge
NGOs in an attempt to guarantee the delivery of social services in an all-encompassing and
involved manner to its constituents. These collaborations between the local government and the
non-governmental organizations signify the encouragement of constituents or community-based
participation in the proposal, process and enactment of projects, policies and plans.
 It is considered as one of the most vibrant economies in the province of Cavite. The construction
of the public cemetery in the city of General Trias not just help to solve the decongestion in the
two public cemeteries but also serve as a source of alternative revenue for the local government.
 The city renders a fully-equipped and disaster-ready local government having a complete and
sufficient number of rescue and emergency vehicles. In addition, the city government have built
evacuation centers that will cater their constituents in times of calamites that can not disturb the
classes in schools since the evacuation center is built separately.
 As for the transparency of the local government, it is no different to other cities as they comply
from the established system and standards of the national government. Conversely, the
documents are publicly disclosed to garner public confidence to its affairs.
 The city’s sustainability development programs prioritize the protection of agricultural lands by
promotion of financial capital to farmers‟ machineries and employment.
