AN ANALYSIS OF SOCIAL SECURITY COMPANIES ‘NATIONAL
SOCIAL SECURITY FUND – NSSF’ TOWARD THEIR ECONOMIC
ADVANTAGES TO THE SOCIETY.
1.1 INTRODUCTION

Social security is a program designed to offer social protections amongst members in a society.
Its history goes back from the Paleolithic era from which men lived in groups known as Bands
formed for the purpose of social and economic protections. Due to challenges and contingencies
faced by these groups in search of development, members of the bands assisted themselves by
means of physical and economical well beings. The social groups formed went through various
reformations and adaptations until when United Nation (UN) in its General assembly on 10th
December 1948 adopted Universal Declaration of Human Rights. Article 22 of this declaration
required everyone in a society to be protected, it insists that; “Everyone, as a member of any
society, has the right to social security and entitled to realization, through national effort and
international co-operation in accordance with the organization and resources of each State from
social and economic contingencies”. UN (CESCR), (2008)

In Tanzania, the National social security fund (NSSF) was established by the act of the
parliament of No.28 of 1997 to replace the defunct national provident fund (NPF). The
headquarters of the national social security funds are located at the Benjamin William Mkapa
Pension Towers at Posta, Dar es Salaam; Tanzania. It is chaired by Mr Samuel Wangue together
with the director general Godius Kahyarara. NSSF is a compulsory scheme providing a wider
range of benefits which are based on internationally accepted standard; it covers the following
categories of employers and employees.

A) Private sectors such as

• Companies

• Non-Governmental Organizations (NGO’s)

• Embassies employing Tanzanians

• International organizations

• Organized groups in the informal sectors


B) Government ministers and department

• Employing non-pensionable employees

C) Parastatal organization

D) Self-employed person or any other employed person not covered by any other scheme

1.2 RESEARCH PROBLEM

NSSF as a social security fund specifically basing on providing benefits at improving the
national economic development by ensuring the protection of the people and its property.
However the NSSF’s various functions to the country which do help in boosting ones economic
situation and the nation’s economic situation are not well understood due to various factors. In
our work analyses how the social security funds contributes to the development of Dar-es-salaam
city specifically.

1.2 STATEMENT OF THE PROJECT WORK

We have decided to conduct this project so as to assess the contribution of the social security
funds to the rise of development in Dar es Salaam city. The factor which lead us to conduct this
project is due benefits that these instructions (NSSF specifically).

We hope that the answers provided in here will help to know different importance of these
benefits provided by the financial institutions

1.3 OBJECTIVES OF THE PROJECT STUDY

The purpose of this project work has been divided into two parts which are the general objective
and the specific objectives

THE GENERAL OBJECTIVES

To examine how the NSSF works to the development of Dar-es-salaam city in Tanzania
THE SPECIFIC OBJECTIVES

i. To determines whether social security funds contribute to the rise of the economic
development in Dar es Salaam city.

ii. To identify factors contribute to the rise of the economic development in Dar es Salaam
city

iii. To examine the strategies used to overcome poverty

1.4. SCOPE OF THE PROJECT WORK STUDY

The study will focus on the benefits that are provided by the social security funds a case of the
National Social Security Fund (NSSF). In additional a study was conducted at Ilala district in
Dar es Salaam region and it will cover only one institution namely National Social Security
Fund’s Headquarter (NSSF).

1.4 SIGNIFICANCE OF THE STUDY

The study will help organization to improve their performance and achieve its objectives also it
will help research to find more barriers to effective communication and its influence on
organization performance between the management and employees.

It ensures consistency in performance of the different activities in the organization since the
consistency is obtained from the mutual understanding between the employee and the
management at work place.

In addition to that the study will provides an informed basis for decision making in which the
performance of the organization must depend on it.

With effective communication enhance job satisfaction and equality of work life since the
employee level of satisfaction is high performance will increase as result organization
effectiveness and efficiency will also increase.
